racism is part of the job.]
On Thursday evening, a 40-year-old man — with dark, curly
hair, olive skin and an exotic foreign accent — boarded a plane. It was a
regional jet making a short, uneventful hop from Philadelphia to nearby
Syracuse.

Finally the pilot came by, and approached the real culprit
behind the delay: that darkly-complected foreign man. He was now escorted off
the plane, too, and taken to meet some sort of agent, though he wasn’t entirely
sure of the agent’s affiliation, he would later say.

Menzio showed the authorities his calculations and was
allowed to return to his seat, he told me by email. He said the pilot seemed
embarrassed. Soon after, the flight finally took off, more than two hours after
its scheduled departure time for what would be just a 41-minute trip in the
air, according to flight-tracking data.

Menzio for his part says he was “treated respectfully
throughout,” though he remains baffled and frustrated by a “broken system that
does not collect information efficiently.” He is troubled by the ignorance of
his fellow passenger, as well as “A security protocol that is too rigid–in the
sense that once the whistle is blown everything stops without checks–and relies
on the input of people who may be completely clueless.”

In this true parable of 2016 I see another worrisome lesson,
albeit one also possibly relevant to Trump’s appeal: That in America today, the
only thing more terrifying than foreigners is…math.

Motorists traveling on 50 East in Sacramento may be familiar
with this perfectly normal-looking mileage sign — on first glance, it’s like
every other mileage sign along California highways listing the cities you’ll be
passing with the number of miles to go.
But on second glance, this sign gives pause — Placerville is
about an hour away, and South Lake Tahoe double that, depending on traffic. But
why does far-off Ocean City, Maryland merit a mention?
The simple fact is that US 50 paves 3,000-plus miles from
Ocean City, Maryland to Sacramento, California, but there’s more to the story.
In the 1980s John R. Cropper, Jr. worked as the head of
statewide highway maintenance for Caltrans. Cropper, now 92, was the man who
instigated the sign listing Ocean City, MD as 3073 down the road.

Wed. May 25, 2016 - On the scene of a single vehicle tractor
and trailer accident on Rte. 31 west of Westminster half-way between Windsor
Drive and Tahoma Farm Road.
The first call came in for [Sta 3 Fire] at 01:02 am CT: VC
RESCUE RT 31 / WINDSOR DR BOX: 0323 DUE: X37 E31 RS6. Units from the New
Windsor, and Westminster Vol. Fire Departments, Maryland State Police, MDE,
SHA, and Carroll County Sheriff’s Office responded.
Upon arrival Westminster first responders discovered a
single vehicle truck accident. A cement hauler was northbound when it left the
road for unknown reasons. Although the driver walked-away from the accident and
only sustained non-life threatening injuries, the driver was transported to
Carroll Hospital for treatment and observation.
Firefighters remained on the scene until approximately 2:20
am. However heavy-wreckers remained several more hours removing the tractor and
trailer from the scene of the accident. Rte. 31 remained closed for almost 4
hours.
The only reported injury was to the driver. There were no
reports of any injuries among the first responders.
The accident remains under investigation by the Carroll
County Sheriff’s Office.

Advocates for investing in the nation’s infrastructure are
hesitant to single out certain projects as deserving priority over others,
arguing that sustained funding and attention is needed equally across the
board.
But there are some crumbling structures threatening both the
economy and public safety that are just too urgent not to point out.
Here are five transportation projects around the country
that experts believe are in dire need of repair.

Washington’s Metrorail system
The transit system of the nation’s capital, once hailed as a
crown jewel in public transportation, has become a symbol of Washington
dysfunction.
Metrorail has been plagued by a string of high-profile safety
lapses and reports of mismanagement, including a deadly accident in 2015 in
which smoke from a tunnel fire filled a stalled train car and killed one
passenger.
Another similar smoke incident earlier this year led to an
unprecedented shutdown of the entire subway system for emergency inspections
and immediate repairs.
New leadership has been charged with the herculean task of
overhauling Metro, which is the second busiest transit system in the country
and is used by a large share of the federal workforce. The agency is rolling
out a massive, yearlong rehabilitation plan that is expected to involve partial
shutdowns and major service disruptions.
But some Metro officials say more federal money is needed
for its operating budget, adding that a dedicated regional funding stream is
crucial for long-term maintenance and safety.
“You have to help us, otherwise we can’t survive,” Board
Chairman Jack Evans told a House panel last month.

Marilyn J. Mosby pulled off an upset win against incumbent
Gregg L. Bernstein in the Democratic primary for Baltimore City State’s
Attorney.
Bernstein conceded defeat late Tuesday night when unofficial
results showed him trailing Mosby significantly. Early Wednesday morning,
results from all precincts showed that Mosby won by 55 percent to 45 percent.
Mosby, an assistant state’s attorney from 2005 to 2012, has
been a litigator for Liberty Mutual Insurance since leaving the prosecutor’s
office.
Mosby, 34, told The
Daily Record in May that the “traditional approach to crime fighting
in Baltimore has failed” and that one of her first priorities would be join
forces with the Baltimore Police Department “to effectively manage and target
the violent repeat offender list.” She also vowed to improve the office’s
relationship with the community, saying he had created a “culture of mistrust.”

"The next trial in the case will be that of Officer Caesar Goodson Jr, the
driver of the van used to transport Gray. His trial is scheduled to begin June
6.
His trial is to be followed by those of Lt. Brian Rice (July
5), Officer Garrett Miller (July 27), Officer William Porter (Sept. 6) and Sgt.
Alicia White (Oct. 13).

The average median property tax rate across the nation is 1.31 percent. That means a home owner with a home valued at $200,000, on average, pays an annual amount of $2,620 in property taxes, according to an analysis by CoreLogic’s data team.
Illinois has the highest median property tax rate at 2.67 percent. Hawaii, on the other hand, has the lowest at 0.31 percent.

“While higher median tax rates are seen primarily among states in the northeast, a notable exception is Texas, which has a median property tax rate of 2.17 percent,” CoreLogic reports. “Typically, the states with the highest property tax rates, with the exception of Illinois, have multiple levels of tax collection. Conversely, the majority of states with low median tax rates have a single level of collection at the county level. Other than Hawaii, the lowest median property tax rates are primarily in the Rocky Mountain region and southeastern states.”

Officer Edward Nero found not guilty on all four charges
related to the arrest and death of Freddie Gray.
Baltimore Circuit Judge Barry Williams on Monday acquitted Officer Edward Nero of all
counts for his role in the arrest and death of Freddie Gray.
The judgment, following a five-day bench trial, is the first
in the closely-watched case. Nero, 30, faced four misdemeanor charges of
second-degree assault, reckless endangerment and two counts of misconduct in
office.
Prosecutors had argued that Nero committed an assault by
detaining Gray without justification, while the reckless endangerment charge
related to Nero's role in putting Gray into an arrest wagon without buckling a
seat belt. In closing arguments Thursday, Williams had skeptically questioned
prosecutors about their theory of assault, which legal experts said was
unprecedented.
Nero leaned forward after the verdict was read, and wiped
his eyes. He hugged his attorneys.
Billy Murphy, the attorney for the Gray family, commended
Williams for not bowing to public pressure.
Williams "stood tall and did what he believed was
just" while "very careful" to make clear findings specific to
Nero case," Murphy said. "He had a job to do and he did it."
Nero, a former New Jersey volunteer firefighter who joined
the Baltimore Police Department in 2012, is one of three officers who were on
bike patrol when they chased and arrested Gray in West Baltimore.

On Friday evening, May 20, 2016 the home of the family of Hugh
and Carla Hynes was destroyed by a tragic accidental fire due to a mechanical
failure of their neighbor’s air conditioning unit.
According to the Maryland State Fire Marshall’s office, “Investigators
determined a mechanical failure lead to the A/C unit exploding, causing the
fire. Both the owner and the neighbor attempted to extinguish the fire with a
garden hose to no avail. The fire spread rapidly upwards into the roof of the
home causing extensive damage to the home and both adjoining units.”
Over 80 firefighters from Carroll and Baltimore Co, and the
Westminster Police Dept. responded with 20 pieces of equipment to a two–alarm
fire in the 200 block of Gallatin Court, north of Westminster off Cranberry Rd.
The first call came into the county emergency communications center at 9:39. A
second alarm was quickly sounded at 9:55.
Several family pets were saved by quick action by the
firefighters on the scene of a two – alarm fire late Friday night in
Westminster. The cats and dogs were attended to by emergency medical personnel,
including vet tech Tanya Andrews who assisted Manchester EMS personnel to
provide emergency oxygen to save the life of a family pet cat stricken by smoke
inhalation late Friday night
Three families were displaced and two townhouses were
destroyed in the blaze, but the fire did not spread farther thanks to the
prompt and well-coordinated response by firefighters. Fire was declared under
control at 1024 pm, but wrap-up and clean-up operations lasted until
approximately 3 am, Sat. morning

About 50 folks huddled along the shoulder of Henryton Road
at the entrance of the historic Henryton State Hospital complex May 14 to
dedicate two roadside historic markers. The sun shined brightly on the
ceremonies in a rare reprieve in the recent streak of endless days of rainfall.
No, the celebrants were not there to dedicate an ark, but it
nearly took an act of God to get the state of Maryland to tacitly acknowledge
the very existence of the historic segregated facility for the treatment of
African Americans suffering from tuberculosis and the segregated nursing school
that was once located there — far out of sight of urban Baltimore and the seat
of state government in Annapolis.
Noted civil rights leader John Lewis Jr., the 2nd vice
president of the Carroll County NAACP, was the master of ceremonies. Other
community leaders, such as Pam Zappardino, Charles Collyer, Virginia and
Charles Harrison, Jean Lewis, Del. Susan Krebs R-District 5, the Rev. Douglas
Sands and Maryland NAACP president Gerald G. Stansbury were on hand to share in
the ceremonies.
This writer began looking into the history of the hospital
in the early 1970s when it caught my attention during an assignment to research
the history of hospitals in Carroll County for a project for what was
then-Carroll County General Hospital.
Over the years, researching the history of hospital has
difficult. What little information on the hospital that was found was often
conflicting, inconsistent, and only appeared in anecdotal accounts; often
without a comprehensive context. Many historians contacted in the 1970s were
barely aware of the facility.
