Carroll County Sheriff’s Department: Homeless man recovering at Shock Trauma - Troy Thomas Haller aged 29 of no fixed address, arrested, charged… (All photos courtesy of the Carroll County Sheriff's Department...)

Westminster, Carroll County, Maryland, October 3, 2009 ---- At approximately 6:55p.m., Carroll County Sheriff’s Deputies and members of the Westminster Volunteer Fire Company responded to the railroad tracks along Route 27 beneath the Route 140 overpass for a report of an injured person.

Arriving deputies found a group of apparently intoxicated homeless persons at a makeshift campsite approximately 75 yards from the roadway.

Among them was a semiconscious middle aged man lying atop a pile of garbage below an eight foot tall retaining wall at the site, he was later identified as George Herbert Smith Jr. of no fixed address.

Suffering from severe head and facial injuries, paramedics transported Smith to a nearby landing site where he was flown to the University of Maryland Shock Trauma Center for treatment.

Smith remains in serious but stable condition.

During their investigation, deputies learned that Smith had been laying atop the retaining wall when Troy Thomas Haller aged 29 of no fixed address began punching Smith in the head and face approximately 9 times, before kicking him in the ribs until Smith fell from the wall.

Witnesses reported the attack was unprovoked.

Consequently, Haller was arrested and transported to Carroll County Central Booking where he was charged with the following criminal law violations:

· First Degree Assault
· Second Degree Assault
· Reckless Endangerment
· Disorderly Intoxication

Haller is currently awaiting a bail review before the District Court Commissioner.

Anyone with information about this incident is asked to contact Detective Stem of the Carroll County Sheriff’s Office at 410-386-2900. The investigation continues…

Revealing Ike

Of all the presidents of the United States, the one which Frederick and Carroll Counties may have literally the closest connection is President Dwight David Eisenhower, known affectionately as “Ike.”

Just recently my family and I went on a history exploration trip to nearby Gettysburg to visit the new Gettysburg Battlefield visitors’ center and the Eisenhower National Historic Site, which is adjacent to the battlefield.

In years past, it would have been called a “day trip,” however, the term “staycation” has in recent years crept into our lexicon. Even the Merriam-Webster dictionary now recognizes the word to mean “a vacation spent at home or nearby.”

President Eisenhower lived on a farm and raised Black Angus cattle about 10 miles above the Maryland-Pennsylvania border.

Dear Friends:

The Westminster Police Department and Time Out Sports Grille will be co-hosting a great new event at Town Mall in Westminster on Saturday, October 3rd from noon to 6:00 p.m. to support my good friends at Special Olympics Maryland.

The event, called the “Slush ‘N Slide”, is an outdoor festival suitable for kids of all ages and it’s a great warm-up for the Polar Bear Plunge which will be here before we know it.

During the festival we will be making an attempt to set a record by building the world’s largest snowball (as in snow cone). Following our attempt, hearty souls – hereafter known as “Sliders” – will take a turn sliding down a 28-foot inflatable waterslide into our record-breaking creation.

BRRRRR!! The privilege of sliding is reserved for those that raise a minimum of $50 in pledges for Special Olympics. Yep, I’m there!!

In addition to the Slide there will be tons of great things to do. Carnival games, face painting, wing and watermelon eating contests – even a chance for one lucky slider to win a new Harley-Davidson motorcycle!

Live music will be provided by “The Reagan Years”, a regional 80’s band with a huge following. Great food will be available, as well as a beer garden for those adults in the crowd.

A variety of personalities will be on hand to include Mayor Kevin Utz (also a slider) and 98 Rock’s Theo, Stash and Sarah “The Queen” Fleischer. A $5 donation to Special Olympics is requested of all non-Sliders who wish to attend the festivities. More details about this incredible event are available on-line at http://www.slushnslide.com/.

Living dead will invade 'Westmonster' for third annual Zombie Walk

If you see the undead roaming the Westminster's Main Street next week, don't worry. The only thing they're hungry for is a good time and a free movie.

In fact, they're bringing their own food.

The Westmonster Zombie Walk will return for its third year at 1 p.m. Sunday, Oct. 11, beginning at the Westminster Barber Shop, 140 Village Shopping Center, Westminster.

Zombies will shuffle down Main Street to the Carroll Arts Center, 91 W. Main St., for a free screening of "Night of the Living Dead."

Admission to the walk is canned food that will be donated to Carroll County Food Sunday food bank ... but please, no canned brains.

The annual walk is organized by Charlie "Ruckus" Pittinger, 27, a Finksburg resident and owner of a film production company, Ruckus Productions.

"It's fun to mill around out there with zombies," he said.

CBS "Late Show" host David Letterman shocked his audience Thursday with the revelation that he had sexual relationships with female staffers on his show and that he has been the target of an extortion attempt because of the acts.

The 62-year-old comedian told his studio audience during the taping of Thursday night's show that he had received threats to pay someone $2 million or his relationships with female employees would be made public.

Letterman said he turned the matter over to the district attorney's office in Manhattan, which set up a sting operation that resulted in the arrest of the person behind the blackmail attempt.

Joyce Schaum is a nationally known, award-winning basket maker from Maryland. She was a full-time basket maker for fifteen years, exhibiting in the top art shows in the country including the Smithsonian Craft Show, the Philadelphia Museum of Art Craft Show, Cherry Creek Art Festival, many American Craft Council shows across the country, and other shows. Demonstrations and presentations have included the Museum Conservation Program at the Winterthur Museum and the Renwick Gallery of the National Museum of Art.

Her work is based on traditional techniques, influenced by Native American, Shakers, and New England traditional baskets with a contemporary flair and form incorporating color and patterning. Awards she has won range from Best of Show, First Place Fiber, Best in Fiber, and First Place in the Miniature category among others.

Joyce Schaum basketry will be on exhibit at Off Track Art beginning Oct. 23.

Hello OTA Friends and Supporters,

In September I doffed my Off Track Art member hat to don a new one: that of #1 fan.

The OTA member hat was one that I was very proud and happy to wear, but when it became difficult to do justice to both my co-op commitments and my core artist activities -- commissioned painting and teaching -- I knew I had to let something go.

Fortunately, the decision was simple, though hardly easy. Capturing people's memories in paint (via commissioned painting) and helping them tap into their own artistic potential (via art classes) is not only my livelihood, it's my purpose in life. And I'm not actually losing anything by switching hats. As an OTA fan, I still keep in touch with my talented co-op friends, support their great venture, and mingle with the wonderful community of art lovers who make it all possible.

CITY OF WESTMINSTER BUDGET AMENDMENT

Westminster, MD - "We have no choice but to reduce our current FY2010 budget," Mayor Kevin R. Utz explained as he presented an amendment to the City of Westminster budget that cut over $800,000 in projected state revenues.

"The State of Maryland reduced the Highway User Revenues from $747,580 to $74,758 and Police Aid from a budgeted $400,000 to $254,826."

Among the cuts approved by the Common Council were cancellations of the paving contract, technology purchases and a police vehicle which totaled $267,950 in capital expenditures; diversion of the $100,000 contingency reserve to operating accounts; conversion of $215,000 of Union Street property proceeds to operating accounts; reduction of departmental operating budgets by $155,086; revision of the take home vehicle policy to institute a partial employee payback of costs by $15,768; and captured $65,000 in savings from reduced tipping fees.

"These amendments, totaling $818,804 will balance our budget through June 30, 2010, unless there are additional cuts passed by the State," continued Mayor Utz, "The real crisis will come when we lose the remaining $329,676 in these state revenues which may come as early as January and certainly by July 1, 2010."

Dr. Robert Wack, Chairman of the Finance Committee, recapped the number of adjustments made by the Common Council to balance the budget over the past several years.

"These actions have included: Elimination of five positions, increase of employee contributions to health care benefits, revision of the Retiree Health Care Benefit program, elimination of merit increases for all staff, implementation of a health reimbursement agreement health care plan in lieu of the former preferred provider plan and rebate of the $3.5M bond secured to undertake a major pavement milling and overlay program. With the current hiring freeze and the actions outlined by the Mayor, we have managed to avoid painful furloughs, staff layoffs or elimination of services as well as property tax increases. It may not be possible to avoid those discussions if future revenue reductions are imposed by the State or occur because of the current economic recession. We need to be developing contingency plans to respond to those changes as they occur.”
