EVENING NEWS RATINGS: WEEK OF APRIL 26
"NBC Nightly News" was again the highest-rated evening newscast last week, with "ABC World News" in second by 580,000 viewers. The first-place gap in the demo was the smallest it's been since last October, though "Nightly" has been ahead of "World News" in A25-54 for 75 straight weeks now. SYKESVILLE — Sykesville voters decided to go against the mayor and Town Council's decision to allow speed cameras in town limits.

Out of 529 ballots during Tuesday's referendum on Ordinance 271 "Speed Monitoring Systems," 321 people voted to repeal the ordinance and 208 voted to keep the ordinance, Town Clerk Janice Perrault said.

The election is a result of resident Chris Martin collecting 401 petition signatures from town voters and delivering them to the town March 14, thus forcing a referendum on the speed camera measure.

REFERENDUM ELECTION FOR THE TOWN OF SYKESVILLE

Today, May 4, 2010 a special election was held at the Town of Sykesville, 7547 Main Street to determine, if Ordinance Number 271, which amends the Town Code to allow speed cameras in school zones, should be maintained or should be repealed.

The final count was 529 Total Ballots cast

For to retain the Ordinance 208

Against to repeal the Ordinance 321

Ordinance Number 271 amends the Code of the Town of Sykesville by adding (1) a new Article III, Section 165-16, titled “School Zones”, which establishes three separate school zones within the Town and established maximum speed limits on municipal roads within those school zones and (2) a new Article IV, Section 165-17, titled “Speed Monitoring Systems”, which authorizes the use of speed monitoring systems in school zones within the Town.

Community celebrates local talent, non-profit organizations

Reisterstown, MD. – Spring is Bloomin’ in Baltimore County! The Main Street shop keepers and the Reisterstown Recreation Council proudly host the sixth annual Reisterstown Bloomin’ ArtFest, Saturday, May 15th and Sunday, May 16th, held on the grounds of Franklin Middle School at 120 Main St., Reisterstown, MD 21136. Admission is FREE.

The celebration provides a wholesome family atmosphere, showcasing local businesses, artists, musicians, and traditional festival food. A special children’s area sponsored by the Kiwanis Club will feature games, arts and crafts, games and face painting.

The juried art show highlights a variety of handmade work by artists living in the Reisterstown/Glyndon corridor and surrounding counties. Booths signed to date include bead and other jewelers, fine artists, textile artists and other craftsmen.

Entertainment on Saturday includes local musicians from the Reisterstown Jazz Ensemble, the Glyndon Art Players and father-daughter duo Kat and Lyle Montanye and One Eyed Kings. Sunday brings the Fountainheads, Bedtime for Jack, recording artists Smooth Kentucky and singer/songwriter Karen Goldberg.

This year, ArtFest is pleased to provide exhibit space to local non-profit organizations

MOUNT AIRY, Md. (AP) ― Voters in Mount Airy have chosen a new mayor who has worked to control growth of the town on the Frederick-Carroll county line.

Pat Rockinberg, vice chairman of the town's planning and zoning commission, defeated Councilwoman Wendi Peters with 54 percent of the vote Monday.

Rockinberg succeeds David Pyatt, who resigned in December amid complaints from City Hall staff and Town Council members that he bullied people.

Pyatt claimed he was forced out by those who favor more rapid growth in the town of nearly 9,000 people, about 25 miles west of Baltimore.

Out of the 5,657 registered voters in the small town of about 10,000 citizens, a total number of 1434 Mount Airy citizens cast their votes at the fireman's carnival grounds activities building on Twin Arch Road in Mount Airy on Monday.

Up for grabs were two council seats and the mayor’s office. Each town council member is paid $4,000 per year and the mayor is paid $8,500 a year. It was well past midnight before the results of the Mount Airy elections became known.

After the votes were tallied, newcomer Scott Strong, 38, led the field with 940 votes for one of the council seats. He will be joined by David Blais, 42, who garnered 855 votes.

The third council candidate, incumbent Chris Everich, 49, received 651 votes. The other council incumbent, Gary Nelson, choose not to run for re-election.

Patrick Rockinberg, 47, bested Wendi Peters, 46, 768 to 658 votes, respectively, to lead the municipality for the next four years.

Peters, who is currently a town councilwomen has two years remaining on her current term. She has served as an elected or appointed official for over 20-years and her father and grandfather had previously served on the town council

Mayor Peter Helt, who was voted in as mayor by the council members on Dec. 7, 2009 after the council voted out former Mayor David Pyatt, chose not to stand for election for mayor. Mayor Pyatt had taken the place of former Mayor Frank Johnson Jr., who was elected in 2006 and resigned in February 2009.

In 2009, a total of three citizens took turns in the mayor’s office in a year of public bickering and disagreement. In the last several years, Mount Airy has stayed in the news for political turmoil and intrigue, allegations of ethics violations, quarrels over growth and annexation, recreation, and water.

While issues such as the town budget, local schools, parks and recreation opportunities, recycling and trash removal were mentioned; growth, water, development, and annexation were the main items of concern on the minds of most voters and the emphasis by all the candidates.

Rockinberg, moved to the town 13 years ago, currently serves as the vice-chair of the Mount Airy planning and zoning commission.

In the March 31 League of Woman Voters candidates forum, he emphasized that he will meet with citizens every Saturday in the mayor’s office to discuss citizen concerns.

He furthermore said that he will greatly rely upon the 2007 town survey “with an overwhelming 44% response,” that he spearheaded as the Chairman of the Growth and Development Task Force.

According to his campaign literature, Strong has “21 years of business experience working in the private sector as a government contractor supporting all aspects for multiple $100+ million dollar programs,” has lived in Mount Airy for 10 years.

Strong stated that he “could make a difference in shaping policy and managing growth thereby positively benefiting not only the businesses and the town's economy…

“Mount Airy needs to be a distinct community bordered by existing agricultural farmland that protects our watershed areas rather than having our town turn into the next Gaithersburg, Germantown, or Frederick.

“I also want to work more closely with county governments and think we can have Mount Airy prosper without needing to have residential developers growing not only the population base, but also increasing the burden to existing infrastructures that are currently maintainable for the residents today, wrote Strong on his Facebook page.

Former Mayor Pyatt nominated Blais at the March 8 town nominations meeting, by noting that “he earned his Eagle Scout badge from Mount Airy’s Troop 460, graduated from Linganore High School and has served honorably in the U.S. Air Force for 24 years since 1986.”

In a candidate’s questionnaire for the Frederick Gazette, Blais noted, “I believe the town should concentrate on more commercial growth versus residential.

“The town still has over 400 homes in the pipeline to be built. We need to look hard at infill development before approving any new annexations or outer development. I will not support any commercial growth that could damage the vitality of our downtown Main Street.”

The polls have now been closed at the Fireman's carnival grounds activities building on Twin Arch Road in Mount Airy since 8 p.m. and so far no word as to any of the winners.

In today’s town elections, voters went to the polls from 7 a.m. to 8 p.m. to choose two council members from a filed that included David M. Blais, Scott Strong, and incumbent Chris Everich.

For the mayor’s office, citizens had a choice of Patrick Rockinberg and Wendi Peters.

Mount Airy has stayed in the news in recent years with political turmoil, allegations of ethics violations, quarrels over growth and annexations, recreation, and water. It is time for the soap opera to stop.

Of the two candidates for mayor, Mount Airy citizens would be wise to turn over the challenges of the mayor’s office to Councilwoman Wendi Peters.

Taneytown Republican Women's Club: Joe Getty will be the speaker at the May meeting of the Taneytown Republican Women's Club. The topic of his presentation will be "Republican Challenges and Opportunities in the 2010 Election." The meeting will be held at 7:00 p.m. on Tuesday, May 4th at the Taneytown American Legion Hall, 9 Broad Street, Taneytown, Maryland. The public is invited.

Republican National Committee - 2010 GOP Redistricting Conference - "Mapping the GOP's Future"

One of the major responsibilities of the Governor that we elected in November will be to create the new legislative districts in the decienial redistricting process in Maryland.

This past weekend, I attended a conference about legislative redistricting sponsored by the Republican National Committee. The conference is held once every 10 years in preparation for the Census results to be released for drawing new legislative districts for State Senate, House of Delegates and Congress.

The illustration below is an 1812 cartoon drawn by Gilbert Stuart that depicts the Massachusetts district drawn for Elbridge Gerry to squash the competition from the opposing Federalist Party. The salamander shape of the district led to the coining of the phrase "gerrymander."

In 2002, I was one of the Petitioners to challenge the redistricting plan created by then-Governor Parris Glendening. I opposed the odd configuration of the Senate and House districts in Western Maryland, especially the splitting of the community of Hampstead in half. I also argued in the Court of Appeals that the shifting of the Washington County the prison population in Senate District 3 was gerrymandering for partisan purposes.

The Court of Appeals agreed with my arguments and with Petitioners from other parts of the state who opposed the plan for its inherent favoritism for Democrat incumbents in the state. The Court threw out the Glendening plan and redesigned the districts in July 2002.

In Maryland, we need to make sure that the 2012 Maryland redistricting plan is fair, strictly follows the law, and is totally devoid of partisan gerrymandering.

Suspected Bomb Prompts Clearing of Times Square

Thousands of tourists and theatergoers were cleared fromTimes Square as the police investigated what they suspectedwas a car bomb there on Saturday evening.

Police officials said they received a report about 6:30 p.m.of smoke coming from a Nissan Pathfinder parked on 45thStreet just west of Seventh Avenue. The authorities found asmoking package in the vehicle and now believe it was a bomb.

A bomb squad was sent to the scene.

The package did not explode, and officials said they did notknow whether it was related to terrorism.
