WESTMINSTER POLICE HOST 13TH ANNUAL “SHOP WITH A COP” EVENT
WESTMINSTER POLICE HOST 13TH ANNUAL “SHOP WITH A COP” EVENT
TO BENEFIT LOCAL FAMILIES IN NEED
On December 10, 2016 at 8:00 a.m., the Westminster Police
Department, in partnership with the Westminster Walmart, will be hosting their
13th Annual “Shop With A Cop” Program.
The “Shop With A Cop” program originated in 1978 as a way to
give deserving children an opportunity to purchase Christmas gifts for their
family members.
The program also gives children the opportunity to meet and
spend time with police officers in a positive and non-confrontational
environment.
This year twenty children from seven local families have
been selected to participate. In the previous twelve years of the program, the
Westminster PD “Shop With A Cop” program has benefited 268 kids from 119 local
families in need.
The 2016 “Shop With A Cop” celebration will take place at
the Westminster Walmart located at 280 Woodward Road (Westminster) on December
10th.
The children selected will be teamed with Police Department
officers and employees to pick out gifts for the holiday season. Walmart will
be providing gift cards to allow the children to purchase holiday gifts for
their family members. After the shopping is completed, everyone will return to
the Westminster Senior Center where they will wrap the gifts that were
purchased. Following the gift-wrapping, the Police Department will host a
holiday party from approx. 10:30 a.m. to 1:00 p.m. for all participating
families. Additionally, Santa will make a surprise visit.
More than 20 local businesses will be making donations in
support of this years “Shop With A Cop” effort. Approximately 250 gifts have
been donated by the generous citizens of Carroll County from gift ideas posted
on the “Angel Tree” at Walmart. These gifts will be distributed to the children
and their families.

According to an article, “The Tramp Problem in Cities” in
Vol. 4, No. 3 edition of “City Government - Municipal Journal and Public
Works,”
The article begins by explaining, “An inquiry from Hon.
Peter J. Carolus, judge of the police court of St. Joseph, Mo., to the League
of American Municipalities, in regard to the tramp problem, has brought forth
he following information and suggestions:
[…]
Mayor Robert J. Saltsman, Erie, Pa. reports “Every city
ought to have a work-house or stone pile for tramps or vagrants; we have
mothing of the sort, but work our tramps in summer cleaning the streets. If we
could get our county commissioners to join us we would build a work-house at
once.”
F. G. Pierce, the mayor of Marshalltown, Ia. says, “We
consider the tramp a good thing… We give any person who applies to any of the
police officers one night’s lodging in the station house, and if the tramp is
found in the city the next night he is run and given five days on bread and
water.
“In the summer time we work the tramps on a small city park
under way to completion. We find, however, that there is only one way to deal
with this question, and it is a very good solution to the question, and that is
the bread and water diet. Just as long as cities give tramps a good lodging and
good meals they will be troubled, and just as soon as they begin to give them
bread the bread and water diet they will give that city a wide berth. I assure
you.”
