Things are moving fast...

Well my friends, it’s down to the wire now.  We’ll have marathon sessions on the floor of the House of Delegates tomorrow, Saturday, and Monday.  If we don’t pass a budget by midnight on Monday we’ll have to make use of the extension Governor Hogan granted us via executive order late last week.  Hopefully that won’t be necessary, but if that’s what it takes to get this state on the right track then that’s exactly what we’ll do.

At this point in time, it is worth repeating, I have no interest in criticizing Commissioner Robin Frazier. I have appreciated working with her in the past and applaud her past service to our community.

And for that matter, I have no interest in criticizing the Carroll County Republican Central Committee – I simply disagree with their decision to nominate Commissioner Robin Frazier to replace Senator Joe Getty. Nothing complex here. I consider the Central Committee members to be friends. It’s just that on this issue – I’m on the other side.

Watching Gov.-elect Larry Hogan pick a team

I will readily admit that sometimes I am not the brightest bulb in the pack and can be terribly tone-deaf to the dog whistles. These are the times when I take my keyboard in hand and hide under the lounge chairs on the porch – and just watch.

What I do know, to paraphrase the famous quote attributed to Pres. Lyndon Baines Johnson around 1960 – and put it in this context: “The difference between Cannibals and [Conservatives] is that Cannibals eat only their enemies.”

Thankfully my colleague Joe Steffen has written a thoughtful and cogent analysis, “In Defense of Mark Newgent” which in part begins to address some of my concerns and those of some of my friends… Mr. Joe Steffen has given us some pause for thought. And I say this not because I totally agree with him. Senator David Brinkley is a great pick for budget director. The criticism that the senator, who, if I am not mistaken was the ranking member of budget and tax, “voted for 6 of 8 of Governor O’Malley’s budgets,” is unfortunately tribal and surprisingly over simplistic. It is not like his vote was the critical vote that passed the budgets, they were not. For the many who understand the political process and the byzantine ways of a heavily democratic-controlled feudal Maryland General Assembly; holding one’s nose and voting for a budget that was going to pass anyway was a necessary evil in order to have a seat at the table across the aisle in order to get some things accomplished…

As has already been developing, the ascendancy of Gov.-elect Hogan has made for some strange-bedfellows and more than a few toxic personality mixes.

But it is paramount that we all work together…

Already several have looked upon the election of Gov.-elect Hogan to be a pathologically narcissistic opportunity to promote themselves – instead of coming together to become part of a team that collectively is greater than the sum of its parts – to make a for a better state for everyone, conservatives, liberals, independents and the growing number of folks who don’t like either party.

My employer, The Baltimore Sun, said it well in an editorial published January 12, 2015 Monday, “Hogan's fringe flank.” “… It's almost as if they don't want the governor to succeed..." http://www.baltimoresun.com/news/opinion/editorial/bs-ed-gop-extreme-20150112-story.html

“Mr. Hogan won election by avoiding divisive social issues and focusing on a centrist agenda of fiscal conservatism and economic growth.

“But apparently that memo hasn't trickled down to all corners of the state GOP just yet. The governor-elect has a golden opportunity to build a competitive Maryland Republican Party, so long as his fellow Republicans don't get in the way.”

I for one will be curious as to whom survives the exposure once the toxic fumes begin. Sometimes Republicans are their own worst enemies. For example - towards the end of the Ellen Sauerbrey (R) Campaign for Maryland Governor in 1994 – a portion of the Republican Party decided that Ellen Sauerbrey was moderating on some core conservative values.  

That series of events was quite an awakening for me.  No one will ever know for sure - but I have determined that it was the hard, uncompromising and inflexible elements of the right wing of the Republican Party that elected Governor Glendening (D) for the last eight years. Whether you are a republican or a democrat - you have to admit that this is quite a paradox.

I am reminded one of David Horowitz's books, "The Art of Political War and other Radical Pursuits." It begins by saying: "Politics is war, but in America the left is doing all the shooting.  Shell-shocked conservatives blame their failures on the media or unscrupulous opponents, but they refuse to name the real culprit – themselves…”

Treading lightly here so as to not totally shatter the shatter the complacency of establishment conservatives, but Maryland Democrats have mastered the art of political war, and spent the last ten years clobbering conservatives in and out of government.

When Carmen Amedori was appointed to the parole board in 2004, I was chairwoman of the Carroll County Republican Central Committee.

There was a great deal of pressure to conduct the selection process in secret, much like how the current Central Committee did, and by the same person. However, we did not succumb to that pressure.

I have no issues with Robin Frazier. She's a wonderful woman. Still, voters rejected her bid for commissioner twice. In the political world, that means you stay active in the process, but take your marbles and sit down.

The candidates for Senate were: Justin Ready, Richard Rothschild, Robin Frazier, Vince Pacelli, Carmen Amedori, Dave Wallace and Steve Nevin. Jeffery Peters had submitted his name, but was the employee who was fired for doing so. Maybe Del. Susan Krebs didn't want competition from her legislative aide in 2018?

According to an article in Maryland Report by veteran political reporter Len Lazarick on Thursday, January 15, 2015, “In filling the three legislative vacancies he has created in building his new administration, Gov.-elect Larry Hogan said he’d like to see a more open nominating process used by the Republican central committees and more candidate names for him to fill the seats…”

“Three Republican sources familiar with what took place behind closed doors in Carroll County said Frazier got five votes and Del. Justin Ready (pronounced REEDY) got four votes.

“Two of those sources also indicated that Hogan has told Getty to “fix” the problem prior to his appointment.

“Getty said given his role in the Hogan transition, “my position is whatever the governor’s position would be” and he would not comment further.

“Ready was recently reelected to the House with 34,789 votes and was the top vote-getter in the Republican primary with 10,567 votes. He was presumed to be the leading candidate for Getty’s seat….”

Del. Justin Ready, R-District 5 is the clear choice for the Carroll County Republican Central Committee to fill the vacancy in the Maryland State Senate left by outgoing Senator Joe Getty

Last Saturday, Jan. 10, 2015, the Carroll County Republican Central Committee chose former Carroll County commissioner Robin Frazier as its recommendation to fill the vacancy in the Maryland State Senate left by outgoing Senator Joe Getty.

As I noted here, http://kevindayhoffwestgov-net.blogspot.com/2015/01/carroll-county-republican-central.html the choice was quite a surprise for me and has not gone-over well among many in Carroll County.

I had only thought that the obvious choice was to promote Md. Delegate Justin Ready R-Carroll County. I mean that is the natural progression according to history and tradition. The past representation by Del Ready has been deliberated among the voters and decided upon by the electorate in the 2014 elections – when he was re-elected …

Carroll County Times staff writer Jacob deNobel http://www.carrollcountytimes.com/news/local/ph-cc-rcc-frazier-20150110,0,151714.story has reported, the seat is currently “held by Sen. Joe Getty who has been tapped by Gov.-elect Larry Hogan to serve as his Policy and Legislative Director, and will have to vacate the senate seat to take the cabinet position…

Writing recently, in an undated post on JustinReady.com, Del. Ready made this statement on District 5 State Senate Vacancy:

“Senator Joe Getty’s appointment to serve on Governor Hogan’s senior staff will mean that the seat he holds will become vacant upon his resignation. After consideration and discussion with my family, I have decided to seek the appointment to move from the State House to the State Senate. Constitutionally, the Republican Central Committee in Carroll County has the responsibility of recommending a name to the Governor in circumstances like these. I look forward to engaging in the process with the committee. If I’m fortunate enough to be appointed, I will continue to fight for real tax relief and spending reform in Maryland as well as standing strong for life and our 2nd Amendment rights. I’ll do my best to keep you updated as we move forward.”

Frazier, according to deNobel, “a Taneytown resident, served two terms as a County Commissioner. She lost in the June primary to Stephen Wantz and ran as a write-in candidate in the November election which she also lost. […]

“Del.-elect Haven Shoemaker, R-District 5, said he was shocked when he heard the nomination of Frazier. Shoemaker and Frazier served together in the Carroll County Board of Commissioners, and if Frazier is approved, the two will serve together in the Maryland State Legislature.

“‘The Republican Central Committee must be nuttier than outhouse rats to select someone who was voted down twice in the last year alone," Shoemaker said. "To make this decision represents a nullification of the will of the people.’”

A petition on change.org says, “Petitioning Maryland Governor-elect Larry Hogan - This petition will be delivered to: Maryland Governor-elect Larry Hogan.

“The voters spoke in the primary election, and then again in the general election to NOT have Robin Frazier as a commissioner in Carroll County. During her last 4 years in office she has brought a law suit against the county, attempted to drastically reduce funding for public school and impose her religious views on everyone. Ms. Frazier does NOT listen to the majority of the citizens of Carroll County and if she is given a seat on the Senate she will most certainly be a puppet. Please join me in asking Governor-elect Larry Hogan to choose an honorable and dedicated individual to give a credible voice for citizens of Carroll County, NOT Ms. Robin Frazier.”

Petitioner Katie Gerity wrote, “Listen to the voters that did not elect Ms. Robin Frazier as a government official in 2014 and deny the Republican Central Committee nomination of Robin Frazier to replace Joe Getty in the Senate.”

Like many, I have, after a great deal of thoughtful consideration, become a great fan of Justin Ready - Justin Ready for Delegate.

According to deNobel, “Del. Justin Ready, R-District 5 has been open about his candidacy about the position. He said he was disappointed not to be selected, but he is looking forward to serving the taxpayers in the House of Delegates.

“Shoemaker said, to him, Ready was the clear choice for the position.
‘You have to be able to reach across the aisle, which [Frazier has] proven she can't do,’ Shoemaker said.”

I was lobbied-hard to throw my hat in the ring for Senate, but I felt quite strongly that it was deservedly and appropriately Del. Ready's seat and I put all my support behind him, publicly and privately.

Del. Ready earned it in so many ways, Not only has he earned-it at the polls, but especially because of his esteemed and distinguished past service to Carroll County.

I have no interest in criticizing Commissioner Robin Frazier. I have appreciated working with her in the past and applaud her past service to our community.

However there is a time to move aside and let others take a turn. That time is now. I have no interest in the politics of personal destruction. One thing I step away from are positions in which one thing or person is right and another is wrong. I walk away from that. It serves no useful purpose.

The matter is simple. Del. Ready earned the honor and privilege of serving Carroll County meritoriously - with honor and distinction, (as has Del.-elect Shoemaker.)

I am profoundly proud of Messrs. Shoemaker and Ready's representation of Carroll County and our collective interests - - whether you are a conservative or a liberal. I mean, to make a strong point - - have you ever disagreed with Justin Ready - or that matter, Haven Shoemaker - Haven Shoemaker for House of Delegates?

I have. I have been around the block a few times and it was important to me to have an opportunity to discuss some public policy initiatives in which I felt that I had an another point of view.

And upon every disagreement and resulting discussion, I have found both gentlemen to be extremely accessible, friendly, diplomatic, and statesperson-like, Not only do we want these public servants in Annapolis because of their ideology, but because of their demeanor and most importantly they earned it the old fashioned way. Just saying. God bless both of these gentlemen.

Robin Bartlett Frazier nominated to State Senate seat

The Carroll County Republican Central Committee selected former county commissioner Robin Bartlett Frazier as its recommendation to fill the District 5 State Senate seat Saturday. The seat is held by Sen. Joe Getty who has been tapped by Gov.-elect Larry Hogan to serve as his Policy and Legislative Director, and will have to vacate the senate seat to take the cabinet position.

Frazier still has to be confirmed by Hogan before filling the seat. If Hogan rejects the committee's nomination, he may then appoint any person he wishes.

Frazier, a Taneytown resident, served two terms as a County Commissioner. She lost in the June primary to Stephen Wantz and ran as a write-in candidate in the November election which she also lost.

Del.-elect Haven Shoemaker, R-District 5, said he was shocked when he heard the nomination of Frazier. Shoemaker and Frazier served together in the Carroll County Board of Commissioners, and if Frazier is approved, the two will serve together in the Maryland State Legislature.

"The Republican Central Committee must be nuttier than outhouse rats to select someone who was voted down twice in the last year alone," Shoemaker said. "To make this decision represents a nullification of the will of the people."

Frazier said she saw her loss in the commissioner's race differently, and she felt humbled by the committee's vote of confidence.

I had only thought that the obvious choice was to promote Md. Delegate Justin Ready R-Carroll County. I mean that is the natural progression according to history and tradition. The past representation by Del Ready has been deliberated among the voters and decided upon by the electorate in the 2014 elections – when he was re-elected …
