Growth Supported by Mayoral Candidate Pat Rockinberg Will Not Pay For Itself

Pat Rockinberg supports a 600 Acre Expansion of Mount Airy adding 200 houses, roads that need 500k in improvements, lifestyles that don't conform to Town code, and failing septic systems that could be the Town's responsibility down the line. His opponent, Wendi Peters, is not in favor of this annexation, however on the campaign trail, Mr. Rockinberg continues to call his opponent "big growth" and a proponent of raising taxes.

MOUNT AIRY, Md. (AP) ― Voters in Mount Airy have chosen a new mayor who has worked to control growth of the town on the Frederick-Carroll county line.

Pat Rockinberg, vice chairman of the town's planning and zoning commission, defeated Councilwoman Wendi Peters with 54 percent of the vote Monday.

Rockinberg succeeds David Pyatt, who resigned in December amid complaints from City Hall staff and Town Council members that he bullied people.

Pyatt claimed he was forced out by those who favor more rapid growth in the town of nearly 9,000 people, about 25 miles west of Baltimore.

Out of the 5,657 registered voters in the small town of about 10,000 citizens, a total number of 1434 Mount Airy citizens cast their votes at the fireman's carnival grounds activities building on Twin Arch Road in Mount Airy on Monday.

Up for grabs were two council seats and the mayor’s office. Each town council member is paid $4,000 per year and the mayor is paid $8,500 a year. It was well past midnight before the results of the Mount Airy elections became known.

After the votes were tallied, newcomer Scott Strong, 38, led the field with 940 votes for one of the council seats. He will be joined by David Blais, 42, who garnered 855 votes.

The third council candidate, incumbent Chris Everich, 49, received 651 votes. The other council incumbent, Gary Nelson, choose not to run for re-election.

Patrick Rockinberg, 47, bested Wendi Peters, 46, 768 to 658 votes, respectively, to lead the municipality for the next four years.

Peters, who is currently a town councilwomen has two years remaining on her current term. She has served as an elected or appointed official for over 20-years and her father and grandfather had previously served on the town council

Mayor Peter Helt, who was voted in as mayor by the council members on Dec. 7, 2009 after the council voted out former Mayor David Pyatt, chose not to stand for election for mayor. Mayor Pyatt had taken the place of former Mayor Frank Johnson Jr., who was elected in 2006 and resigned in February 2009.

In 2009, a total of three citizens took turns in the mayor’s office in a year of public bickering and disagreement. In the last several years, Mount Airy has stayed in the news for political turmoil and intrigue, allegations of ethics violations, quarrels over growth and annexation, recreation, and water.

While issues such as the town budget, local schools, parks and recreation opportunities, recycling and trash removal were mentioned; growth, water, development, and annexation were the main items of concern on the minds of most voters and the emphasis by all the candidates.

Rockinberg, moved to the town 13 years ago, currently serves as the vice-chair of the Mount Airy planning and zoning commission.

In the March 31 League of Woman Voters candidates forum, he emphasized that he will meet with citizens every Saturday in the mayor’s office to discuss citizen concerns.

He furthermore said that he will greatly rely upon the 2007 town survey “with an overwhelming 44% response,” that he spearheaded as the Chairman of the Growth and Development Task Force.

According to his campaign literature, Strong has “21 years of business experience working in the private sector as a government contractor supporting all aspects for multiple $100+ million dollar programs,” has lived in Mount Airy for 10 years.

Strong stated that he “could make a difference in shaping policy and managing growth thereby positively benefiting not only the businesses and the town's economy…

“Mount Airy needs to be a distinct community bordered by existing agricultural farmland that protects our watershed areas rather than having our town turn into the next Gaithersburg, Germantown, or Frederick.

“I also want to work more closely with county governments and think we can have Mount Airy prosper without needing to have residential developers growing not only the population base, but also increasing the burden to existing infrastructures that are currently maintainable for the residents today, wrote Strong on his Facebook page.

Former Mayor Pyatt nominated Blais at the March 8 town nominations meeting, by noting that “he earned his Eagle Scout badge from Mount Airy’s Troop 460, graduated from Linganore High School and has served honorably in the U.S. Air Force for 24 years since 1986.”

In a candidate’s questionnaire for the Frederick Gazette, Blais noted, “I believe the town should concentrate on more commercial growth versus residential.

“The town still has over 400 homes in the pipeline to be built. We need to look hard at infill development before approving any new annexations or outer development. I will not support any commercial growth that could damage the vitality of our downtown Main Street.”

The polls have now been closed at the Fireman's carnival grounds activities building on Twin Arch Road in Mount Airy since 8 p.m. and so far no word as to any of the winners.

In today’s town elections, voters went to the polls from 7 a.m. to 8 p.m. to choose two council members from a filed that included David M. Blais, Scott Strong, and incumbent Chris Everich.

For the mayor’s office, citizens had a choice of Patrick Rockinberg and Wendi Peters.

Mount Airy has stayed in the news in recent years with political turmoil, allegations of ethics violations, quarrels over growth and annexations, recreation, and water. It is time for the soap opera to stop.

Of the two candidates for mayor, Mount Airy citizens would be wise to turn over the challenges of the mayor’s office to Councilwoman Wendi Peters.

The town’s voters will choose between Wendi Peters and Patrick Rockinberg to lead the community for (hopefully) the next four years in the mayor’s office. In 2009, a total of three citizens took turns in the mayor’s office in a year of public bickering and disagreement.

Mount Airy has stayed in the news in recent years with political turmoil, allegations of ethics violations, quarrels over growth and annexations, recreation, and water. It is time for the soap opera to stop.

Of the two candidates for mayor, Mount Airy citizens would be wise to turn over the challenges of the mayor’s office to Councilwoman Wendi Peters.

The ironies of the Mount Airy election

Mount Airy’s citizens go to the polls to select new leadership for the town on May 3.

The town’s approximately 5,350 registered voters will choose between Wendi Peters and Patrick Rockinberg to lead the community for the next four years in the mayor’s office.

Mount Airy citizens would be wise to turn over the challenges of the mayor’s office to councilwoman Wendi Peters.

Four of the five town council and mayoral candidates for office in next Monday’s election are relatively new to Mount Airy, whose history and heritage dates back to the 1830s. They live in one of the new 198 single-family homes in one the town’s newer developments, Summit Ridge.

They came to Mount Airy as part of the latest generation of families who were attracted to the town for its small town feel and quality of life and helped grow Mount Airy approximately 61% in the last ten years.

It is an irony that for many residents in town, Summit Ridge is the very same development that became the straw that broke the camel’s back in Mount Airy’s struggle to keep the very same traditional small town values, for which the candidates from this seemingly semi-autonomous northern region of Mount Airy, aspire.

It was as early as 1993 that residents of Mount Airy began to realize that the growth and development initiatives of the 1970s and 1980s, which were formulated to ensure the survivability of the town in the face of the population decline and downward spiral of the town in the 1950s and 1960s - were now imperiling the town.

In short, the post World War II population trends which witnessed a flight of citizens to the cities had reversed and by now unhappy urban refugees were fleeing the chaos and decline of the cities to come to the suburbs and places like Mount Airy.

Who could blame them? Once the new residents arrived they quickly became determined that they would not allow the problems associated with urban population density to happen to their newfound home.

The Mount Airy planning commission began to take a hard look at growth in 1989 when it noted, “During the 1980s the town again experienced rapid development and approved several large annexations…”

The 1993 Mount Airy comprehensive plan observed, “Mt. Airy’s rapid growth in the 80’s is typical of many towns outside major metropolitan areas across the country. In many communities this rapid development has significantly impacted natural resources and threatens to outpace the capacity of utility and infrastructure systems. Another effect of this growth that is equally important is a growing perception that the qualities of community are being lost.

“Mt. Airy has done well to avoid many development-related problems: however there is a real concern that the qualities of Mt. Airy that attract new residents are becoming endangered by the development that accommodates this growth.”

That last paragraph came to a head on May 1, 2006 when voters overwhelmingly went to the polls and said that they did not want the town to annex the Zeltman farm that had been in the town’s master plan for growth for 10 years.

For many voters in the 2006 election, it was the example of the negative impact of Summit Ridge on Mount Airy - that cause that caused them to vote against Zeltman, dubbed Summit Ridge II.

To add to the irony, many of the candidates for office in next Monday’s election found their interest in politics after Summit Ridge was built-out and they coalesced in opposition in 2006 to the Zeltman farm, and last fall to a proposed annexation of the Rigler property on Buffalo Road which is contiguous to their “new” Summit Ridge development.

Fast-forward to next week’s election and by now all the candidates “get it” that an overwhelming majority of citizens want Mount Airy to stay a small town.

The disagreement over growth and development in Mount Airy has exacted a huge toll on the community. In yet another irony in a town full of ironies, the desire to maintain and promote Mount Airy’s small town charm by waging a holy war on annexations has deteriorated the community into a seething cauldron of toxic bitterness.

What is left is a shell-shocked community in which a generation of families is being taught to confuse family and community values with yelling, screaming, and bitter hateful character assassinations of Shakespearian proportions.

New approaches and new leadership will be necessary to face the community’s future recreation and park needs, facilitate the state and county relationships necessary to address schools, devastated economy and business environment, budgetary deficits, water, sanitation and basic infrastructure deterioration.

Of the two mayoral candidates Councilwoman Peters has the experience to address the town’s challenges.

Ms. Peters has the collective benefit of the previous two generations of her family who have served as Mount Airy elected officials to help guide her in the perilous waters that lay ahead for Mount Airy.

Many have been swayed by the endorsement of Ms. Peters by B.J. Dixon, who recently retired after serving as an employee of the Mount Airy town government.

Ms. Dixon spoke for many when she said: “Having worked with Wendi over the years, I believe she has the experience to lead the Town into the future. Wendi understands the workings of our government, she is a problem solver and possesses the ability to stand up and take on tough decisions.

“We need to quit drawing lines in the sand. We need stability and continuity back in our town. We need Wendi Peters to do just that. With her experience, her leadership and her commitment…”

What Mount Airy needs is someone with the experience, knowledge and abilities that can only come from decades in the arena making the difficult decisions and having the scars to show for it. There’s plenty of blame to go around, it’s time to concentrate on the future...

Mount Airy has stayed in the news in recent years with political turmoil, allegations of ethics violations, quarrels over growth and annexations, recreation, and water. It is time for the soap opera to stop.

Of the two candidates for mayor, Mount Airy citizens would be wise to turn over the challenges of the mayor’s office to Councilwoman Wendi Peters.
 

Diane Gleason took the time to respond to the April 28, 2010 The Tentacle column, "Ending the Mount Airy Civil War":

Mr. Dayhoff,

I just read your post about the Mt. Airy elections.  You seem to have your facts confused.  Wendi is one of the main people who has been at the CENTER of the bickering and nastiness that this town has endured.  She was a huge supporter of the Zeltman annexation, has always supported developer interests before the resident's.

You say that everyone "gets it", but Wendi Peters does not.  If "new approaches" are needed, as you say, then why would you endorse someone who has failed repeatedly to lead our town in the direction the residents have said they want to go?   She's had years on the council, and has yet to prove she can support the ideas that are in line with the resident's wishes. 

Wendi is argumentative, condescending, and just plain nasty to others on the Town Council, as well as any resident who disagrees with her.  When residents e-mail the Town Council with concerns, most will tell you that they receive a response from everyone EXCEPT Wendi Peters. 

You say she has a record of making difficult decisions, yet if you look at her voting record, she abstains from most of the votes that come in front of her!

I'm not sure what your motives are for endorsing Wendi, but you may want to re-evaluate your endorsement, because you are contradicting yourself throughout your own post.
