John Mahlon Harmon, 66, of Westminster, died unexpectedly Monday, Dec. 13, 2010, at Carroll Hospital Center. Born Dec. 19, 1943, in Baltimore, he was the son of the late John Edward Harmon and Cora Allison Howard Morningstar.

He was the stepson of Millie Harmon, of Westminster, and the late John Morningstar.

He was the husband of Carole P. Harmon, his wife of 40 years. He was a veteran of the Army, having served in the Vietnam War.

He had retired with more than 30 years of service at Keith's Car Wash in Westminster. He was a member of Stone Chapel United Methodist Church and the American Legion Carroll Post No. 31.

He enjoyed spending time with his family, especially his grandchildren, and watching television.

Surviving, in addition to his wife and stepmother, are children and spouses Terri and Robert Whitestone, of Conway, S.C., Robert and Rennie Pearre, of Lancaster, S.C., James Harmon, of Merritt Island, Fla., Wendy and Larry Bloom, and Jacqui Harmon, all of Westminster…

[S]iblings and spouses Barbara and Arthur Ensor, Sue Blizzard and companion Bud Hartman, and Cindy and Mark Miller, all of Westminster, Pam Harmon, of Sykesville, Dr. Greg Harmon, of New York City, Linda and Mike Imhoff, of Cockeysville, and Fran and Denny Medlin, of Timonium; grandchildren Mark Jr., Bradley, Tyler, Lexi, Bobby, Stephanie, Sarah, Robbie III, Christy, Dylan, McKayla, Chase and Ryleigh; seven great-grandchildren; and numerous nieces and nephews.

He was predeceased by a son, Mark Harmon Sr.; and a granddaughter, Kamryn.

The family will receive friends from 2 to 4 and 7 to 9 p.m. Thursday at Pritts Funeral Home & Chapel, 412 Washington Road, Westminster. Please use the chapel entrance.

A funeral service will be held at 2 p.m. Friday at the funeral home, with his pastor, the Rev. Michael Bynum, officiating.

Interment will be at Stone Chapel UMC Cemetery. Memorial contributions may be sent to the American Lung Association of Maryland, 1840 York Road, Suite M, Timonium, MD 21093; or to the American Cancer Society, 1393 Progress Way, Suite 908, Eldersburg, MD 21784.

In the early morning hours of Aug. 3, the old clock atop the old Westminster fire hall -- which served Westminster from 1896 to 1998 at 66 E. Main St. -- got a brand new shiny pair of hands. The venerable timepiece has been a fixture in town since it was dedicated at 3:30 p.m. on Thanksgiving Day, Nov. 26, 1896.

City of Westminster workers used a crane from Thomas Bennett and Hunter, a local road-building firm; and Dave Booth of Precision Repair, a timepiece restoration firm, to accomplish the delicate surgery performed four stories in the air.

Clock doctor Booth was assisted by Wayne Reifsnider, assistant city Street Department superintendent. Meanwhile, Superintendent Larry Bloom, along with Jeff Glass, the city public works director; and city workers Shawn Lockard and Alan Miller, served as ground support.

Keeping the old timepiece working has been challenging for the city workers in the last number of years.

Miller said it was good to get it worked on, as he looked briefly up at the old clock. Lockard added, “I’m glad that we’re finally getting it fixed.”

WESTMINSTER E-CYCLING PROGRAM CONTINUES
City residents can drop off old electronics for recycling

Westminster, MD – In June, the Maryland Department of the Environment (MDE) awarded grants to municipalities for the institution or initiation of local recycling programs for computer and video display devices under the Statewide Electronics Recycling Program.

The City of Westminster applied for and received a $25,000 grant from MDE to start an electronics recycling program in Westminster.

As a result, Westminster established a mobile electronics waste recycling center known as the Westminster Initiative to Recycle E-waste Drop-off Center (W.I.R.E.D. Center).

The W.I.R.E.D. center is used as a mobile electronics waste recycling center for residents to drop off electronics waste, which will allow the City to separate the collection of computers, video display devices, and other forms of electronic waste from the regular bulk trash thereby reducing the amount of trash entering the landfill.

The W.I.R.E.D. center will allow the City to properly recycle or dispose of electronic waste by encouraging residents to participate easily and conveniently.

The next drop-off date is November 7, 2009 and the location is 105 Railroad Avenue.

The following items will be accepted: televisions (NO WOOD), microwaves, projection equipment, computers, fax machines, stereos, copiers, monitors, wire & cable, DVD players, electronic toys, peripherals, VCRs, camcorders, telephones, electronic typewriters, CD players, cell phones, calculators, PDAs, scanners, and printers.

One of the rewards of managing in municipal government is supervising employees who grew up in the community and lived in the municipality all their lives. They bring a sense of dedication and commitment to the job that embodies small town values at their best.

While the City of Westminster is extremely fortunate to have a number of these home grown employees, I was able to select only one of them for nomination as the MML Employee of the Year.

In part, the nomination read as follows:

“Mr. Larry Bloom is the Superintendent of our Streets Department in the Department of Public Works. He does an exceptional job of organizing and directing a crew of 24 in maintaining 317 acres of City property, spreading 1400 tons of salt to keep the streets clear of snow and ice, maintaining 10 municipal buildings, sweeping streets, responding to 4300 calls for bulk trash pickup as well as miscellaneous activities such as decorating for holidays and events, displaying banners, planting trees, and staffing approximately 20 special events.

Like all DPW Superintendents, he accomplishes these activities with ingenious, creative scheduling, “duct tape and paperclips” to keep recalcitrant vehicles and equipment operating and encouraging an exceptional work ethic in his employees. However, while his exemplary job performance alone would merit a nomination, it is the following activities which are above and beyond the scope of his job description that Larry is being recognized by this nomination:

· Mr. Bloom received a “Cost Saving Award” from the City for his idea to purchase a hybrid vehicle to save gas and reduce our emissions. So far, this vehicle has reduced our gas consumption from 21 miles per gallon to 13 miles per gallon and the projected savings keep increasing with the price of gasoline.

· He has participated in the establishment of a Safety Committee to produce a city-wide safety manual. When he realized how much it was costing the City to send our employees off site to training seminars on traffic control, he enrolled in the Trainer’s Course, became certified, and now provides that training on site to all employees at no cost.

· When our new health care provider suggested that we institute an employee wellness program, Larry was the first to again volunteer—the next time we heard from him was to receive an invitation to participate in the Tuesday and Thursday morning walks with his Streets Department employees.

Mr. Bloom had mapped out a mile long walk to start the day’s activities as the initial activity of the Wellness Committee and challenged the other departments to follow suit! At our annual Employee Wellness Day, he enlisted Wellness Committee members to join him in baking Weight Watchers cookies to provide a health(y) dessert.

Mr. Bloom approaches these extra activities with the same intensity that he approaches his regular duties—full steam ahead—with gusto! His contribution and leadership in these other activities extends far beyond his own division and he provides a good role model for other managers.

It is for his exemplary work ethic and leadership that we nominate Larry Bloom
as the MML Employee of the Year.”

A panel of City Administrators reviewed the nominations and selected Larry for this honor.

Larry Bloom will receive his award at the Maryland Municipal League Convention in late June. Please offer Larry congratulations on his selection as the MML Municipal Employee of the Year.

Briefly: The Maryland Municipal League, founded in 1936, works as a advocate for municipalities throughout the State of Maryland, strengthening the role and capacity of municipal government through research, legislation, technical assistance, training and the dissemination of information for its members.

MML is a statewide organization in Maryland composed solely of municipal officials.

The Maryland Municipal League represents 157 municipal governments and 2 special taxing districts throughout the state of Maryland. The MML is a voluntary, nonprofit, nonpartisan association controlled and maintained by city and town governments.

Disclosure: I served on the Maryland Municipal League Board of Directors annually for five consecutive years, from June 2000 to May 2005.

I graduated from the University of Maryland Academy for Excellence in Local Government in June 2001.

I served on the Maryland Municipal League’s Legislative Committee in 1999-2000 and 2001-2002.
