Jan. 7, 2016 Carroll County Chamber of Commerce Legislative Kickoff Breakfast with Delegates Shoemaker, Krebs, Kittleman, and Sen. Ready

Jan. 7, 2016 Thursday 8 am.

I scratched-out a few quick notes on my smartphone. …

Writing notes on my Droid instead of my reporter’s notebook has brought a whole new dynamic to news reporting…. http://kevindayhoffwestgov-net.blogspot.com/2016/01/writing-notes-on-my-droid-instead-of-my.html Jan. 7, 2016 Carroll County Chamber of Commerce Legislative Kickoff Breakfast with Dels. Shoemaker, Krebs, Kittleman, and Sen. Ready http://kevindayhoffwestgov-net.blogspot.com/2016/01/mike-mcmullin-shared-few-thoughts-at.html

Over 115 business and community leaders filled the Zigler Hospitality Center at the Brethren Center facility in New Windsor this morning for the annual Carroll County Chamber legislative breakfast. Jan. 7, 2016 Thursday 8 am. And it is always good to see Kelly Heck. I can always geek-out and talk with her about art, technology, and photography. She rules.

And it is always good to see Kelly Heck at a Carroll County Chamber event. She rules. http://kevindayhoffwestgov-net.blogspot.com/2016/01/and-it-is-always-good-to-see-kelly-heck.html

Good turnout but it seemed that Ag, the number one business in Carroll County and the state was under-represented.

Jan. 7, 2016 Carroll County Chamber of Commerce Legislative Kickoff Breakfast was sponsored by BGE and Comcast. http://kevindayhoffwestgov-net.blogspot.com/2016/01/jan-7-2016-carroll-county-chamber-of.html

Always good to see Mike Fowler, the BGE representative, who spoke well and mentioned the 200th anniversary of BGE

Bill Gavin is the Carroll Co. Chamber of Commerce Legislative Committee chair… Has chaired the committee for 40 years. Jan. 7, 2016

Del. Haven Shoemaker. … Discussed his committee assignment and shared a few examples of matters that have caught his attention. I continue to like his straightforward no nonsense style

Several brought-up the need to inject some funds into the state pension system to shore-up the fund. Not much mention of pension reform.

Last year’s efforts to scale back the taxes on military pensions was mentioned and continuing the efforts to stop taxing retirement incomes because all those folks are leaving the state...

Del. Susan Krebs... Also thanked the Chamber legislative committee…

Regulatory reform commission initiative… Revenues good but unfortunately it is from Capital gains taxes. Whole different posture with Gov. Hogan…

Sen. Justin Ready… also thanked the Chamber… discussed process a bit… real and significant tax relief… We do not have a budget surplus, we have a fund balance.

Del. Trent Kittleman represents a portion of Carroll Co. Regulatory reform. The importance of supporting business. Has one bill that students pass the citizenship test.

×××××

A number of important issues were raised during the question and answer period. A number of folks asked some good questions and the Carroll County Delegation to Annapolis was very forthcoming, transparent, and articulate about many complex topics. Hats off to the elected officials who attended.

Several members of the Board of Ed were there. Bob Lord, Devon Rothschild, Jim Doolan, and Virginia Harrison as well as school superintendent Steve Guthrie.

Carroll County Commissioners Dennis Frazier and Richard Rothschild attended as well as Taneytown Councilwoman Diane Foster and Mayor McCarron.

New Windsor Mayor Neal Roop and Council member Ed Pals grove attended.

A question was asked about automatic voting registration

The problem of high filing fees for personal property taxes…

Mandatory paid sick leave and paid family leave and mandatory … Mandated benefits… have a negative impact… on business.

Need 7 more in the house and 5 in the senate… for veto-proof legislature

High speed internet access badly needed in rural areas. The last mile… necessary for expanding business in rural area. And necessary for supporting Ag, the number 1 business in Carroll County.

A single consolidated time off benefit… combine sick leave, vacation …

Restoration of Highway User Revenues. … New secretary for MDOT…

Dennis Frazier: Last mile will cost 200 million. Last mile will cost Westminster 24 million.

The idea of allowing large grocery stores to sell alcohol. Ready: alcohol is a controlled substance… Allowing the huge big boxes and grocery stores to sell alcohol will damage small businesses and allow alcohol to be too easily available. …

State law that requires 2 year residence registration for manufacturers… small breweries…

Definition of small business

Del. Krebs: Cost of healthcare is driving the budget. Medicaid is a huge cost…

Net out-migration of the wealthiest Marylanders.

Bill to overturn the estate tax relief and exemption.

Redistricting. Gerrymandering. …

The breakfast concluded at 9:29 am.

New Windsor's Dielman Inn on list of endangered historic properties

New Windsor's Dielman Inn on list of endangered historic properties

Inn sprang from tavern owned by town founder, but now is in disrepair

A New Windsor tavern turned inn, dating back to the early 19th century, is among the state's "endangered" historical properties, according to Preservation Maryland, a statewide advocacy group.

The Dielman Inn in New Windsor, located at Main and High streets, is described by the group as "a 42-room amalgamation of a number of early 19th century buildings."

The inn has been mostly vacant since 2004, and much of the structure has fallen into disrepair. The Town of New Windsor bought it in early 2011, and is seeking proposals for development. But if no proposals emerge, the town may sell the site, and currently has it on the market.

Dielman Inn is among 10 locations listed on the 2012 Endangered Maryland list of threatened historic properties, released March 15 by the nonprofit Preservation Maryland.

[…]

Other locations on the list include the Pest House, a Cockeysville building that was once a home for people with communicable diseases; Bostwick, a Prince George's County site that was damaged in last year's earthquake; a Silver Spring church that could be leveled to make way for a new house of worship; and "Superblock," a section of Baltimore's west side that the group says has redevelopment threats to its "outstanding collection of historically and culturally significant buildings."

This year's list also names a working class category — "Maryland Watermen" — as being endangered as well due to declining oyster populations… http://www.baltimoresun.com/explore/carroll/news/ph-ce-dielman-endangered-0325-20120317,0,5450783.story

New Windsor students dig deep to explore archaeology and local history

New Windsor students dig deep to explore archaeology and local history By Bob Allen
November 25, 2011
Digging into the past can be an intriguing and enlightening experience.
But when it involves slogging for hours through shin-deep mud and frigid water on a chilly November morning, it might tend to dampen the intrigue and stifle the enlightenment a little bit.
Not so for a dozen or so students from New Windsor Middle School who, on a recent Saturday morning, participated in an ongoing archaeological dig at one of New Windsor's landmarks, its 1797 springhouse.
Long ago, tourists from as far away as Philadelphia flocked to this Carroll County hamlet to partake of the spring's sulphur-laden "wonder waters." ... http://www.baltimoresun.com/explore/carroll/news/education/ph-ce-kid-dig-1127-20111121,0,5638152.story

DAYHOFF: New Windsor fire company acted on burning desire to serve

DAYHOFF: New Windsor fire company acted on burning desire to serve

Eagle Archive

By Kevin Dayhoff
I was in New Windsor recently and was reminded of the firehouse there that was dedicated in September 2005.

Certainly that $4.5 million, 27,000-square-foot facility, which replaced a previous firehouse dedicated in August 1955, came as a result of lots of hard work and followed on a history of that department that now dates more than 100 years.
According to an old newspaper account, "About 200 citizens interested in the organization of a fire department for New Windsor and community gathered in the Carlton Theater Tuesday evening (Jan. 20, 1948.) A new fire pumper will be purchased sometime in the near future."
Marcell Munshaur recounts in his history of the New Windsor Fire Department (available on the New Windsor Fire and Hose Company Facebook page) that fundraising efforts began in earnest as soon as the effort was announced.

Cardin visit to New Windsor campus recalls history, mission

Cardin's visit draws our attention to two local institutions -- both with international stature and extraordinary ecumenical background.

On Sept. 6, 1944, the former Blue Ridge College property in New Windsor was purchased for $31,300 for use as a world relief center.
According to its website, "What began ... in 1960 as Interchurch Medical Assistance has not simply survived. ... Instead, it has become a thriving, vital, significant contributor to the health of millions."
IMA works in Haiti, the Congo, Tanzania, Sudan, India, Togo and many other nations. To celebrate its 50th anniversary, IMA will host an event for partners and supporters Oct. 6...

U.S. Senator Cardin greets Brethren Service Center volunteer Becky Motley during the senator's visit to the New Windsor center Sept. 8. Motley was packing quilts for shipment to overseas clinics and joked that she planned to put Cardin to work. The senator took part in a luncheon and accepted thanks from the center for his support in helping to locate three staff members of the center's Interchurch Medical Assistance service who were stranded in Port-au-Prince, Haiti, after the January 2010 earthquake.

EAGLE ARCHIVE: From the rails to the pews, new churches are big deal in Carroll County

Posted 7/18/10 by Carroll Eagle
I have really never thought about taking the train to New Windsor from Westminster, but apparently that's what they used to do in 1897, according to a July 3, 1897, news item in the now out-of-print Westminster newspaper, The American Sentinel.

"This afternoon at one o'clock, the corner-stone of the new Methodist Episcopal Church, about to be erected at New Windsor, will be laid with Masonic ceremonies, by Door to Virtue Lodge, of this city.

"The members of the lodge will meet at Masonic Hall, in the Wantz Building, at 11:45 this morning, and leave for New Windsor on the 11:53 train."

A week later, on July 10, 1897, the Sentinel carried a front-page story about the fruits of that train journey -- the laying-of-the-cornerstone ceremony for the new church for St. Paul's United Methodist Church in New Windsor...

UPDATE: Be sure to read Jennifer Jiggetts’ Carroll County Times story. She did a great job: Elton John's keyboardist, New Windsor native dead” at 52 By Jennifer Jiggetts, Times Staff Writer Friday, September 04, 2009

http://www.carrollcountytimes.com/articles/2009/09/04/news/local_news/newsstory3_keyboardist_new_windsor.txt

When he was in seventh grade, Guy Babylon and several of his New Windsor friends formed a band.

They performed at the New Windsor carnival, gave small concerts by Babylon’s pool and won many talent shows in Carroll County. The band rehearsed wherever it could.

Those practices would set the foundation years later for a more famous gig for Babylon: backing up Elton John.

Babylon, John’s lead keyboardist, died Wednesday night in California. He was 52.

Guy Babylon, from New Windsor, long-term keyboardist for Elton John has passed away

September 3, 2009

By Kevin Dayhoff

Guy Babylon, 52, died Wednesday evening in Los Angeles, California, according to family sources and Elton John’s official website.

He was born on December 20, 1956, in New Windsor, the son of Graham and Mary Babylon, owners of the Babylon Vault Company, a Carroll County business that has manufactured burial vaults since 1930.

After he attended Francis Scott Key High School he earned his BFA in music composition from the University of South Florida. In 1980, six months after graduation he moved to California, where he quickly established himself as an accomplished keyboardist and composer and respected session musician.

Babylon, as a young man, was known to be a national level swimmer and a family member noted with pride that he once beat Mark Spitz, of Olympic swimming fame. Babylon died of an apparent heart attack while swimming.

Elton John, who according to his official web site, is on holiday in Nice, France, said: “I am devastated and heartbroken at the death of Guy Babylon. Guy played over 1000 shows with me, and we worked together on The Road To El Dorado, Aida, Billy Elliot, Lestat and Gnomeo and Juliet, as well as on countless albums.

“He was one of the most brilliant musicians I ever knew, a true genius, a gentle angel - and I loved him so much. David and I send our deep condolences to Kathy, Max, Ben and Jessica, to Guy's parents, to Kathy's parents and to all his immediate loved ones.’

The web site reports, “Guy's first performance with Elton was for a benefit at the Century Plaza Hotel in Los Angeles in July 1988, and his first world tour as part of the Elton John Band began two months later in Miami, Florida.

“Guy became lead keyboardist on May 26, 1992, and has been the only synth man on stage since the Walden Woods Benefit Concert in the fall of 1993.”

New Windsor Council Agrees On Need of Water Tower

This Day in History: New Windsor Council Agrees On Need of Water Tower

The Carroll Record, February 8, 1973.

The New Windsor Town Council had a "Citizen's Hearing" Tuesday night on the proposals to build a $120,000 storage tank for the town's water system. Considering the specifics of an engineering firm's offer, in the informal but democratic manner of a New England town meeting, Council members Granville Bixler and Richard Wareheim invited comments from town citizens on every aspect involving building a new 200,000 gallon water storage tank.

The basis for the discussion was a proposal submitted by Buchart-Horn engineers that New Windsor enter into a contract with the firm for construction of the much needed water tank.

Although questions regarding the site of the tank and the vital matter of funding-whether through a bond issue or with assistance of state or federal funds were not resolved; there was total agreement that in view of low water pressures and increasing costs due to inflation, the tank should be built now.

J. W. Hawk was on both tickets.

Otherwise, the ticket against hog pens was—Winfield S. Drach for burgess and L. H. Dielman and Samuel Otto for commissioners.

The ticket favoring hog pens was—Dr. J. W. Helm for burgess and William Lovall and Jacob Troumfelter for commissioners.
