Maryland State Police: State highway worker injured in crash

STATE HIGHWAY WORKER INJURED IN CRASH

(Woodlawn, MD) - A State Highway Administration truck driver sustained what appear to be non-life threatening injuries this afternoon when the truck he was driving was struck by a tractor trailer during a snow removal operation on the Baltimore Beltway.

The highway worker is identified as James L. Flutka, 36, a 13-year member of the State Highway Administration, who is a Transportation Engineer Technician V.

He was transported by ambulance to the University of Maryland Shock Trauma Center for treatment.

The second driver involved is identified as Robert D. Scolaro, 48, of Lakeland, Florida. He was driving a 2006 Freightliner truck tractor pulling a trailer loaded with diapers.

Just before 2:00 p.m. today, Maryland State Police from the Golden Ring Barracks were dispatched to the scene of a traffic crash on the outer loop of I-695, between Rt. 40 and Edmondson Avenue.

The preliminary investigation indicates Flutka was in lane three of the Beltway slowly driving a yellow State Highway Administration Ford F-150 pickup truck with an arrow board that moved traffic away from the slow lanes, where a snow removal operation was underway.

The tractor trailer, driven by Scolaro, ran into the back of the pickup truck. Scolaro was not believed to be injured in the crash and no other vehicles were involved.

Scolaro was charged on a traffic citation by the state trooper investigating the crash with failure to control speed to avoid a collision. The charge carries a penalty of a $130 fine and three points.

The outer loop of the Beltway was closed for about 30 minutes until two lanes could be reopened to traffic. All lanes are expected to be reopened by the height of the rush hour. The investigation is continuing.

Motorists are reminded to continue to stay alert and use extreme caution when driving. They should constantly be aware of snow removal operations that are ongoing on all state and county roads, as well as in parking lots and private businesses.

Temporary Ramp Closure Will Begin Later This Month For Construction of Dedicated Right-Turn Lane; Project Made Possible Through Stimulus Funding

(October 27, 2009) – On Thursday, Oct. 29, the Maryland Department of Transportation’s State Highway Administration (SHA) will temporarily close the westbound MD 140 (Baltimore Boulevard) ramp to MD 27 (Manchester Road) in Westminster. The closure is a part of an overall American Recovery and Reinvestment Act (ARRA) funded $715,000 project to widen the eastbound and westbound ramps along MD 140 to MD 27 to provide a dedicated right-turn movement. The new right turn lane on the eastbound and westbound MD 140 ramps will provide congestion relief minimizing the current congestion onto MD 140 as motorists access MD 27. The ramp to eastbound MD 140 will not be closed as part of the project. SHA expects to complete the overall project in spring 2010.

Crews will close the ramp beginning overnight on Oct. 29 Wednesday and the ramp will remain closed through mid-December. SHA is closing the ramp temporarily to facilitate construction as the slopes adjacent to the ramp do not provide adequate area for crews to work. During the closure, motorists traveling west on MD 140 will be detoured to Englar Road/Hahn Road to MD 27. Crews will use variable message signs and barrels will be placed in advance of the detour to alert motorists. More than 56,000 vehicles travel along this section of MD 140 each day.

This project is made possible through Governor Martin O’Malley’s aggressive management of the requirements of the American Recovery and Reinvestment Act, bringing critically needed transportation investments to Maryland. Projects such as these are stimulating Maryland’s economy by supporting hundreds of jobs. STATE HIGHWAY ADMINISTRATION TO REHABILITATE MD 97 BRIDGE OVER MORGAN RUN IN CARROLL COUNTY

Bridge Deck to Be Replaced This Summer; Temporary Traffic Signals Will Maintain Northbound and Southbound Traffic

(June 8, 2009) – The Maryland Department of Transportation’s State Highway Administration (SHA) will begin a $1 million project this month to replace the bridge deck along MD 97 over Morgan Run in Carroll County. SHA anticipates completing the deck replacement in September, weather permitting. The bridge, built in 1959, is structurally sound; however the concrete deck (the riding surface on the bridge) is in need of replacement.

Crews are installing temporary traffic signals at both approaches of the bridge, which will maintain northbound and southbound MD 97 traffic during the deck replacement. Single-lane closures will continue this week for this phase, Monday through Thursday, 9 a.m. to 3 p.m. and 9 p.m. to 5 a.m., and Friday between midnight and 5 a.m. On Wednesday, June 17, SHA will close the southbound lane along MD 97 over Morgan Run, which is north of MD 26 (Liberty Road).

The deck of this bridge has out lived its usable life; SHA will replace the southbound side of the deck first, followed by the northbound side. The bridge carries approximately 14,500 vehicles a day. SHA awarded the contract to Anchor Construction. SHA encourages motorists to stay alert in work zones and slow down. During the next several months there could be more than 350 work zones. Remember that work zones are not only large construction projects possibly taking years to complete, but smaller, mobile operations such as mowing, pothole repair and litter pick ups.
