"Big changes are coming to the Kenai River this summer.

The Alaska Board of Fisheries on Wednesday approved new ways to protect precariously low numbers of late-run Kenai kings that members say splits the burden between sport anglers and commercial setnet fishermen.

The decision to tweak the Kenai River late-run king salmon plan, one of the most anticipated actions of a two-week session at Anchorage's Egan Center, came in a 6-1 vote and adds several new tools to existing rules.

The seven-member board's action Wednesday for the first time codifies "paired restrictions" that give state fish managers the authority to reduce both sport and commercial fishing in Cook Inlet if king numbers look low.

The trigger: Alaska Department of Fish and Game estimates that fewer than 22,500 kings will swim past a sonar counter about eight miles up the Kenai."

Comments on Stevens’ trial, Alaska’s future

U.S. Senate candidate Mark Begich said today that the jury has spoken, Senator Ted Stevens broke the law, and it’s time to move on. At a news conference in Anchorage, Begich said despite Stevens’ conviction on seven felony counts, Alaskans are resilient and will be able to move forward to address the critical challenges that face the state.

“The charges against Senator Stevens were serious and the conviction sends a strong message that no man is above the law,” Begich said. “Washington D.C. is broken and too many lawmakers are serving the special interests and not the people back home.”

Begich said while Stevens says he will appeal the federal jury’s verdict, Alaska’s issues are too important to have to wait for months or even years of legal maneuvering. Senator Stevens did a lot for our state, but that era is over, he added.

“We now have an opportunity to put this unfortunate chapter of our history behind us and focus on the future of Alaska,” Begich said. “This election gives Alaskans the opportunity to choose a different style of leadership, a different approach to addressing the important issues facing our state.”

Begich summarized his six-month campaign for reporters, pointing out he has released more than a dozen plans to deal with issues such as energy, ethics, health care and education. Begich said with the critical challenges facing the country, Alaska needs somebody with an independent style in Washington, working across party lines to solve the problems we’re facing.

“I love Alaska. This is my home. Every day I am in the U.S. Senate I will remember that and stand up for the issues that are important to us.”

Since announcing his candidacy in late April, Begich has received the endorsement of the Alaska State Employees Association/American Federation of State, County and Municipal Employees Local 52; the National Education Association – Alaska and the NEA Fund for Children and Public Education; Retired General Wesley Clark; the National Association of Letter Carriers (NALC) and the American Postal Workers Union (APWU).

ANCHORAGE, Alaska — One moment Howard Hawkins Jr. was driving to get an early morning cup of coffee and the next he hit a large grizzly bear running at a full gallop across one of Anchorage's busiest streets.

The bear was No. 211, a 15-year-old grizzly that was part of a state Fish and Game research study to determine how many bears there are in Anchorage.

The bear was trapped in 2006 and fitted with a global positioning collar that showed it stayed mostly in one of two areas, including Far North Bicentennial Park where there have been two bear maulings and several encounters with grizzlies this summer.

While the city's black bears get more attention because they get into garbage, the grizzlies largely go unnoticed. People using the city's extensive trail system could be 50 yards from a grizzly and never know it, Farley said.

So far this summer, 18 black bears and one grizzly have been shot in the municipality in defense of life or property. That's a higher number than normal, said Jessy Coltrane, an assistant area wildlife biologist. Last year, that total was about 10 black bears and one grizzly, she said.

Coltrane said No. 211 did not have a history of trouble and was an example of the many grizzles that quietly share the city with residents.

"It just goes to show Anchorage is bear country," said Bruce Bartley, a Fish and Game spokesman. "This is a bear that had lived to a ripe old age in an urban setting and had done pretty well until today."

Speculation continues to persist as to whom Republican presidential candidate Senator John McCain will choose as a running mate.

One person frequently mentioned in the mix is the popular Alaskan Governor Sarah Palin, 44. Many of us feel that she would do a great job as vice-president.

Then in an interview with the Washington Post in late February 2008; “When asked about whether she would consider the number-2 spot in the country -- the vice presidency… Pursing her lips, Palin calls it an ‘impossibility’ this time around, but not altogether out of the question.

Many folks did not pick up on her use of the words “impossibility this time around, but not altogether out of the question.”

“Gov. Sarah Palin dropped a day-ending bombshell. She's pregnant. Palin said Wednesday that she and her husband Todd are expecting their fifth child sometime in mid-May.”

When asked about how this new child would affect her, the Governor said, "This is one of those circumstances that has kinda shifted our way of thinking. It certainly makes me very much more so committed to even wanting to stay in Alaska, you know wanting to raise kids in Alaska and at some point in the future I don't know how far off in the future but in some point maybe there will be other doors open."

We certainly look forward to Governor Palin’s future national leadership; meanwhile congratulations are in order for the impending birth of her fifth child.

U.S. Department of Defense - Office of the Assistant Secretary of Defense (Public Affairs) News Release

The Department of Defense POW/Missing Personnel Office (DPMO) announced today that the remains of a U.S. serviceman, missing from World War II, have been identified and will be returned to his family for burial with full military honors.

He is 2^nd Lt. Harold E. Hoskin, U.S. Army Air Forces, of Houlton, Maine. He will be buried Friday in Arlington National Cemetery near Washington, D.C.

Representatives from the Army met with Hoskin's next-of-kin to explain the recovery and identification process, and to coordinate interment with military honors on behalf of the Secretary of the Army.

On Dec. 21, 1943, Hoskin was one of five crewmen on board a B-24D that departed Ladd Field in Fairbanks, Alaska, on a cold-weather test mission. The aircraft never returned to base and it was not located in subsequent search attempts.

The following March, one of the crewmen, 1^st Lt. Leon Crane, arrived at Ladd Field after spending more than two months in the Alaska wilderness. He said that the plane had crashed after it lost an engine, and Crane and another crewmember, Master Sgt. Richard L. Pompeo, parachuted from the aircraft before it crashed. Crane did not know what happened to Pompeo after they bailed out.

In October 1944, Crane assisted a recovery team in locating the crash. They recovered the remains of two of the crewmen, 1^st Lt. James B. Sibert and Staff Sgt. Ralph S. Wenz. Hoskin's remains were not found and it was concluded that he probably parachuted out of the aircraft before it crashed.

In 2004, the Joint POW/MIA Accounting Command (JPAC) received information from a National Park Service Historian regarding a possible WWII crash site in the Yukon-Charley Rivers National Preserve, Alaska. The historian turned over ashes believed to be the cremated remains of the crew, however, it was determined they contained no human remains.

In 2006, a JPAC team excavated the site and recovered human remains and other non-biological material, including items worn by U.S. Army officers during WWII.

Among other forensic identification tools and circumstantial evidence, scientists from JPAC and the Armed Forces DNA Identification Laboratory also used mitochondrial DNA in the identification of Hoskin's remains.

Mat Maid What a confusing mess

The Matanuska Maid state-owned dairy has had a good run -- 71 years, from the time the new Matanuska farm colony organized a cooperative and opened a creamery in 1936.

With losses mounting, though, it sounds like it may be time to let Mat Maid go. The dairy lost more than $1.3 million since 2005, according to Mac Carter, chair of the Creamery Board that runs Mat Maid. That includes a $700,000 debt from this year alone.

A string of troubling, sometimes goofy incidents further undermines confidence in Mat Maid's management.

Just a few weeks ago, Mat Maid was asking for $600,000 from the state to help keep the dairy going while it explored ways to make the operation profitable. Now, even before getting the $600,000, management has decided that Mat Maid must close, and right away.

Kaladi Brothers Coffee Co. said it called multiple times to try to do a million dollars' worth of business with Mat Maid and did not get a return phone call from the milk factory.

And there's unexplained friction between Gov. Sarah Palin and the Creamery Board. Mat Maid execs agreed, despite little advance notice, to take the governor on an informal tour of Mat Maid. When she showed up, the dairy wouldn't let her go without the chief executive there.

Later, there was some explanation of "security" concerns, and not having anyone there to get her to put on sanitary booties and a hair net. Come on, folks, the governor is not going to jump into a milk vat.

Readers who follow “Soundtrack” are aware that I try to keep up with all-things-Alaska. So I was a bit amused when it was called to my attention by “Anchorage Colonel B5” that in the midst of discussions over the “troubled Matanuska Maid diary:

“Gov. Sarah Palin has dismissed all seven members of the Alaska Board of Agriculture and Conservation, the group that ultimately has authority over the creamery board, and the troubled Matanuska Maid dairy.”

It gets better: “when she showed up wanting a tour of their Anchorage dairy, officials refused to let her in and made her wait in the lobby for an hour.”

What were they thinking?

Gov. Sarah Palin has dismissed all seven members of the Alaska Board of Agriculture and Conservation, the group that ultimately has authority over the creamery board, and the troubled Matanuska Maid dairy.

The governor will begin announcing replacements to serve on the board today, said Meghan Stapleton, Palin spokeswoman.

The appointments will be made quickly, Stapleton said Sunday, "So this board ... can at least start looking at the creamery board information and perhaps find some alternative solution. (Palin) recognizes and knows that it may mean that ultimately Mat Maid shuts down. But there's not been enough discussion ... about why all of the sudden doors are closing July 7."

Annual revenue at the state-owned dairy has been about $15 million in the past couple of years, but escalating debt led the board that runs the dairy to vote this month to close the dairy for good this summer.

Palin offered to intervene, wanting to avoid the sudden closure.

That didn't go well.

First, the creamery board that runs the dairy rejected her offer. Then, when she showed up wanting a tour of their Anchorage dairy, officials refused to let her in and made her wait in the lobby for an hour. She eventually left for a scheduled meeting.

Voters chose change over experience Tuesday night, making Republican Sarah Palin Alaska’s next governor and the first woman to hold the job.

On a night of political upheaval across the country, Democrat Tony Knowles couldn’t stop the wave of anti-­establishment momentum that carried Palin from her small town roots in Wasilla, past incumbent Gov. Frank Murkowski in the primary and into Alaska government’s top job.

With 98 percent of the precincts counted this morning, Palin had clinched the race with 48.7 percent of the vote to Knowles' 40.5 percent. Independent Andrew Halcro had 9.6 percent.

Palin, 42, claimed victory late Tuesday.
