IMMEDIATE RELEASE
February 26, 2010
On Monday, March 1, 2010, as part of an on-going comprehensive traffic safety initiative, the Westminster Police Department will activate red light cameras at two intersections within the City.
Red light cameras have been installed to monitor violations on eastbound and westbound MD Route 140 at Malcolm Drive (including the dual left turn lanes) as well as southbound MD Route 97 at Nursery Round (including the left turn lane). The cameras will monitor traffic twenty four hours a day.
Based on extensive research, these two intersections were approved by the Maryland State Highway Administration for the installation of cameras due to a high number of red light running violations as well as crashes that were the result of red light running.
Starting on March 1, 2010 and continuing through March 14, 2010, violators who are detected running red lights at either of these locations will receive a warning notice. Individuals who receive a warning notice during this period will not be subject to a fine or any other penalty, but simply reminded via the warning notice to correct the driving behavior that resulted in their running the red light. Beginning on March 15, 2010, violators will receive citations.
Consistent with Maryland law governing the use of red light cameras, violations are considered a civil infraction and carry a seventy five dollar fine. Citations are sent to the registered owner of the vehicle involved and the registered owner can either pay the fine or stand trial in District Court. Upon paying the fine or a conviction in court, the registered owner will not receive points on their driver’s license and their insurance company cannot raise their rates.
Red light cameras have been utilized in Maryland since 1998 and their usage has resulted in a significant decrease in not only the number of instances of red light running but in red light running related collisions as well.

If hell owned an airline, Route 140 would be its landing strip.
10/18/09
This month in history, 51 years to be exact, Taneytown bore witness to a "Dive Bomber Crash" at the fairgrounds.
A story in an October 1948 newspaper offers this exciting preview:
"The amazing 'Dive Bomber' crash, in which a daredevil sends a speeding stock sedan hurdling a two-ton truck and deliberately crashes his machine into a parked car, is listed as one of the featured thrillers scheduled at the Carroll County Fair grounds..."
[…]
What a hoot.
I must confess, I had never heard of the "Hell Drivers" before. In fact, I always thought "hell drivers" was a reference to the friendly folks with whom we "share" Route 140.
If hell owned an airline, Route 140 would be its landing strip.

STATE HIGHWAY ADMINISTRATION TO REHABILITATE MD 97 BRIDGE OVER MORGAN RUN IN CARROLL COUNTY
Bridge Deck to Be Replaced This Summer; Temporary Traffic Signals Will Maintain Northbound and Southbound Traffic
(June 8, 2009) – The Maryland Department of Transportation’s State Highway Administration (SHA) will begin a $1 million project this month to replace the bridge deck along MD 97 over Morgan Run in Carroll County. SHA anticipates completing the deck replacement in September, weather permitting. The bridge, built in 1959, is structurally sound; however the concrete deck (the riding surface on the bridge) is in need of replacement.
Crews are installing temporary traffic signals at both approaches of the bridge, which will maintain northbound and southbound MD 97 traffic during the deck replacement. Single-lane closures will continue this week for this phase, Monday through Thursday, 9 a.m. to 3 p.m. and 9 p.m. to 5 a.m., and Friday between midnight and 5 a.m. On Wednesday, June 17, SHA will close the southbound lane along MD 97 over Morgan Run, which is north of MD 26 (Liberty Road).
The deck of this bridge has out lived its usable life; SHA will replace the southbound side of the deck first, followed by the northbound side. The bridge carries approximately 14,500 vehicles a day. SHA awarded the contract to Anchor Construction. SHA encourages motorists to stay alert in work zones and slow down. Those who have questions about traffic operations along MD 97 or other State numbered routes in Carroll County may call SHA’s District 7 Office at 301-624-8100 or toll-free at 1-800-635-5119.
During the next several months there could be more than 350 work zones. Remember that work zones are not only large construction projects possibly taking years to complete, but smaller, mobile operations such as mowing, pothole repair and litter pick ups. March 27, 1970: Highway Safety Program Slated For This County
Leo F. Kuhn Serving As Safety Coordinator — To Attend Workshop April 2
Local participation in State and community highway safety programs has gained momentum in Carroll County.
Carroll R. Dell, Director of Planning and Public Works for the city of Westminster, reports that within the past month the city has submited an application for Federal funds to prepare a feasibility study to connect Bond Street and John Street into one common intersection.
Also, Chief of Police, Leroy Day, submitted a preliminary draft of a police application for the purpose of adding a foot patrolman and an additional vehicle to the city's police force.
As Safety Coordinator for Carroll County, Leo F. Kuhn has the responsibility for coordinating all the highway safety projects within the geographic area of Carroll County and to administer the details of proposed programs.
At present, only the city of Westminster has projects being considered. However, the Mayor and members of the Town Council of each municipality in Carroll County has been contacted and encouraged to make inquiry with that particular geographic jurisdiction to determine if any needs exist relative to the National Highway Safety Program standards. Kuhn explained that he is available to answer questions and to further explain the implications of the safety standards.

Police: Speeding, truck traffic not a problem on Pennsylvania Avenue By Mary Scott
I’m just catching up on my reading after the hectic holidays and being away for the last week and I came across this article in the Carroll County Times.
Oh my. I can only be sure that this report from the Westminster Police Department did not sit well with some of the folks up on Pennsylvania Avenue in Westminster who like to sustain attention to themselves by keeping a steady drumbeat of doom and gloom and therefore stay relevant by maintaining an air of crisis.
Police: Speeding, truck traffic not a problem on Pennsylvania Avenue By Mary Scott, Landmark News Service
Saturday, December 27, 2008
Despite resident concerns about truck traffic and speeding vehicles on Pennsylvania Avenue, data compiled by the Westminster Police Department shows that the two issues are not major safety risks.
Although truck traffic on Pennsylvania Avenue is 2.4 times higher than the average amount of truck traffic on other roadways of its type, Westminster Police Chief Jeffrey Spaulding said there’s no objective evidence that the trucks have contributed a significant level of collisions, property damage or injuries, according to data he presented at a recent meeting of the Tri-Street Area Advisory Committee, which centered on various traffic issues.
