In November the people of Oakland, California, voted to increase minimum wage to just under $25,000 a year for a full-time job ($12.25 an hour). Their vote triggered the loss of jobs, businesses and hours for workers.

A survey by the Employment Policies Institute found that 27% of owners say it is somewhat or very likely the forced pay hike will force them to close.

47% said the hike forced them to raise prices.

30% said the hike forced them to reduce worker hours.

17% said the hike forced them to lay off workers.

Maryland, one of the bluest of blue states, is the poster child demonstrating that taxing the rich fails to balance the state budget.

Yet Democrats, who have complete monopoly control on all branches of state government, continue to think that doing the same thing over and over will lead to a different result.

Because of its proximity to Washington, D.C., Maryland is one of the wealthiest states in America. Still, it is plagued by fiscal woes. In a vain attempt to eliminate Maryland’s structural deficit, the administration of Gov. Martin O'Malley and Lt. Gov. Anthony Brown has raised taxes, tolls and fees more than 80 times since 2007, while increasing overall government spending by $9.6 billion, or 32 percent, over the same period.

This oppressive tax-and-spend climate is hurting Maryland’s families and forcing many of them to leave the state.

Wealthy and middle-class citizens have been fleeing Maryland, thus denying the state the ability to tax any of their income. Small businesses are moving their jobs to friendlier states.

Between 2000 and 2010, 66,000 people left the state, taking $5.5 billion with them. Maryland has also lost at least 6,500 small businesses.

When I served as policy director for Gov. Bob Ehrlich, we placed a strong emphasis in our legislative package each year on improving Maryland's business climate. The Ehrlich Administration wanted to make sure that companies throughout the United States knew that Maryland was "Open for Business."

We worked hard to insure that Maryland provided an excellent business environment so that existing businesses could thrive and to encourage out-of-state businesses to relocate their operations here.

My fundraiser "Maryland's Business Climate" on Dec. 17 will include Gov. Bob Ehrlich and Secretary Larry Hogan of Change Maryland to discuss trends and issues facing Maryland if we are to improve our state's competitiveness with our neighboring states (see flyer on reverse).

One of the keys to improving the business climate is tax policy. Gov. Ehrlich drew a line in the sand against increasing Maryland's personal income tax although this was a high priority for the Democrat leadership in the legislature from 2003-06. The Ehrlich Administration's economic development policy also included measures to reduce regulations and improve Maryland's competitiveness.

Our efforts were very successful based upon The Tax Foundation's annual "State Business Tax Climate Index." Under Gov. Ehrlich's business and tax policies, Maryland moved from 31st to 22nd best business climate in the nation.

Unfortunately, over the last seven years, Maryland's business climate ranking has plummeted. At the peak of the O'Malley Brown Administration tax increases in 2009-10, Maryland was the sixth worst business climate in the country. In the recently released 2014 rankings, Maryland marginally improved to the ninth worst.

The states in the bottom ten suffer from the same afflictions: complex, non-neutral taxes with comparatively high rates. The leading factor in Maryland's decline is our 46th highest individual income tax rates. Being the only state in the nation to adopt a "rain tax" further compounds Maryland's poor reputation among the nation's top businesses.

In a recent presentation to the Maryland Rural Counties Coalition, economist Anirban Basu said that such rankings do not tell the true story. In his experience working within the nation's business community, the word-of-mouth perceptions of Maryland's bad business climate are far worse than the rankings show.

Thus it is no surprise that Texas Gov. Rick Perry saw Maryland as easy pickings in an economic development advertising campaign to lure Maryland businesses to the "Lone Star" state. "We pray for rain in Texas," Perry said. "They tax rain in Maryland."

The current Obamacare debate being played out daily in the national media focuses on the failed mechanics of websites and apathetic enrollment numbers. But what are the long-term effects of Obamacare?

In the chapter "Securing a Healthcare Agenda, Not Quality Healthcare" from his book America: Hope for Change, Gov. Bob Ehrlich provides insights on what Americans may face in the coming years as Obamacare becomes the rule of the land in local hospitals and doctors' offices.

A Maryland family making more than $175,000 will pay at least $254 more in income taxes this year under a revenue-raising plan theMaryland General Assembly is expected to take up when it convenes for special session on Monday.

The same family of joint tax filers with two children reporting more than $1.1 million in gross income would pay an extra $3,269 — a larger hit to the very rich.

The tax proposal would target the state's more affluent — pleasing liberals because it spares everyone in the lowest tax brackets and ensures that education and other programs won't be cut. BALTIMORE -- For the eighth time in a row, Texas has been voted the best state for business in Chief Executive magazine's annual survey of CEOs.

In this year's survey, Florida moved up from number three last year to number two. North Carolina ranked third, Virginia was sixth and Georgia came in eighth.

Of the 50 states ranked, the bottom-placed included New York (49th), Massachusetts (47th), New Jersey (45th), Connecticut (44th), Pennsylvania (43rd) and Maryland (40th). California earned the dubious honor of being ranked dead last for the eighth consecutive year.

Drowning Boaters with Weighty Fees




Boaters, anglers and working watermen will soon be hit with a more than tripling of boat registration fees.

The House Environmental Matters Committee is hearing an Administration-sponsored bill today that drastically increases the current $24 bi-annual flat fee to $50 -$350, depending on the boat length.

The recreational boating industry has been hit hard in the recession, and boat sales have plummeted.  The DNR says the money in the Waterway Improvement Fund, which is paid for by the boat excise tax, has been depleted. This fund is used for dredging and maintaining channels.

But, O'Malley has pilfered $40 million dollars from the fund over the years to help balance the budget. Some of the funds have been replaced with bonds, but that means the state is using its credit card instead of paying cash for the waterway projects.  

Boaters who fill up their tanks dockside are paying the gas tax on each gallon they pump. That tax goes to mass transit and roads in the state, but should be used for channel improvements.  

There's a misconception that boaters will somehow absorb the fees, but this proposal will result in diminished returns with fewer boat slip rentals, fewer boat sales, and less maintenance and repair work for our working marinas.

The Obama administration will appoint Richard Cordray as head of the Consumer Financial Protection Bureau, using a rare recess appointment to get around the Senate's rejection of the nomination last month, sources said. The president will announce the move on Wednesday at an appearance in Cleveland, but it could spark a legal challenge from the Senate.

Bank of America today announced it will soon charge customers a monthly fee for using a debit card to make household purchases, a move geared towards preparing for “new federal rules” in the Dodd-Frank bill.  This is another example of how the job-crushing policies coming out of Washington are taking money from the pockets of cash-strapped families and small businesses.  Here are two others:
  • Higher Health Care Premiums.  According to newly released national surveyhealth care premiums in the workplace have jumped by a “whopping” 9 percent in the year following enactment of President Obama’s government takeover of health care.  For the typical family, this amounts to an increase of more than $1,200.  This is a far cry from the $2,500 decrease in premiums the president promised his plan would bring – a $3,700 swing, to be exact. 
  • Higher Gas Prices.  Average gas prices have risen by nearly 93 percent since the president took office, according to AAA data.  Unfortunately, Washington has consistently blocked American energy production that would lower costs and create jobs.  As gas prices rise, so does the cost of everyday life.  Higher fuel prices force food suppliers to charge restaurants and grocery stores more, costs that are inevitably passed on to customers.   Small businesses are also hit hard.  “The price of gas was putting me out of business,” the owner of a Kansas transportation company said recently.
Higher costs from regulations is also a major concern right now, as evidenced by the Bank of America story.  The Obama Administration currently has4,257 rules and regulations in the works, of which at least 219 will have an economic impact of $100 million or more – an increase of nearly 15 percent over last year.  There are, of course, good regulations that protect our kids and our environment, but there are also excessive regulations that increase costs for consumers and small businesses.  It’s these unnecessary regulations that hurt job creation and lead to higher prices for American families.  In Speaker Boehner’s home state of Ohio, there are roughly 845 regulations in the pipeline that would affect small businesses – an 11.5 percent jump since 2009.  Federal mandates are “forcing many area school districts to raise hot lunch prices” in Michigan, a state suffering from 10.9 percent unemployment.  Similar examples abound

Americans are paying more for health care, more for gas, more for food, and more to stay in business – largely on account of the Obama Administration – and now it wants taxpayers to send more of their hard-earned money to Washington.  “The economy is stalled, and it’s been stalled, and it’s not because the American people have lost their way,” Speaker Boehner said recently. “It’s because their government has let them down.”  Making job-crushing tax hikes the centerpiece of a jobs plan further proves this point.  

There’s a better way, and it starts with responsible, long-term solutions to address cost-of-living concerns and remove government barriers to job creation.  This is the focus of Republicans’ Plan for America’s Job Creators, the dozen or so jobs bills the House has passed, and areas of common ground that House GOP leaders have identified.  Learn more at jobs.gop.gov.

The number and scope of federal regulations, along with the costs of those regulations and the number of federal regulators, are all growing despite an executive order from President Obama that was touted as a measure to curb over-regulation, according to a new report by the House Government Oversight and Reform Committee.
The report says the Obama administration has "imposed 75 new major regulations costing more than $380 billion over ten years."  In addition, the report says there are 219 more "economically significant regulations" in the works which will cost businesses $100 million or more each year -- for a minimum cost of $21 billion over ten years. ...

Tomorrow evening President Barack Obama will lay out his job creation proposals in a campaign address to a joint session of Congress. The president previewed his plans Monday in a Labor Day speech in Detroit.

In short, the president said his plan would be to hold the Republican Party accountable if conservatives do not support his plan. The plan? Oh, nevermind. What plan? There is no plan except to shift the blame to the Republicans for the abysmal jobs situation across America. Yup, that’s the plan.

Just move along, people. Nothing to see here.
