Carroll County Board of Commissioner President Doug Howard said he's disappointed in the governor's decision to accept PlanMaryland, but not surprised.


In June Gov. Martin O'Malley presented a draft of PlanMaryland at the Maryland Association of Counties (MACO) conference in Ocean City. PlanMaryland is the state's long-range sustainable growth plan.


As previously reported on Patch, Carroll County's commissioners spoke out against PlanMaryland, saying they did not like the idea of handing over local planning issues to the state. To go along with the historical video montage, here are some highlights of Westminster's founding.
According to a History of Westminster written by former Westminser Mayor Kevin Dayhoff, William Winchester of England founded Westminster in 1764.
Winchester originally named the community "Winchester's Town" but in 1768 the town name was changed to Westminster because the mail was often accidentally delivered to the town of Winchester in Virginia, according to Dayhoff's article...

Common Council: Well Wishes, Zoning Amendments, Pool Opening

Patch reports on five noteworthy items from Monday night's Common Council meeting.
Westminster’s Common Council meeting was the first for incoming council members Dennis Frazier and Paul Whitson. The two were sworn into office on May 16, replacing long-standing council members Suzanne Albert and Greg Pecoraro.
Outgoing Council Member Recognition
Westminster Mayor Kevin Utz thanked outgoing council members Suzanne Albert and Greg Pecoraro for their service and commitment. He noted that Albert served 16 consecutive years. Albert said she is likely the longest-standing female to serve on the Westminster council.
Utz noted Pecoraro served from 1994 until 2003 and then again from 2005 until 2011.
“I appreciate everybody’s hard work over the years," Peccoraro said. "I worked with a lot of terrific people and a terrific staff. Now I look forward to working with you all as a citizen.”
Recognition for 30 Years of ServicePublic Works Director Jeff Glass was recognized for 30 years of service in Westminster’s public works department. “We often say he has worked every job in the public works department, and it’s true,” Utz said...
