Miller wants to ensure gas tax revenue would go to transportation projects


Some say constitutional amendment is stronger, hands-off measure

Senate President Thomas V. Mike Miller said last week that he favors a super-majority vote in the legislature to transfer transportation money to other uses rather than a constitutional amendment that would keep the money off limits for other purposes.

The issue surfaced recently with talk of a possible gas tax increase to fund transportation projects, which the General Assembly could address in its upcoming session.

The move, which observers say would pave the way for a Democrat to take control of a long-held western Maryland Republican seat, follows a legislative session early this year in which lawmakers complained a proposed gas tax, potential ban on new septic systems and toll hikes unfairly target the state’s outer reaches.
Sen. David R. Brinkley, who leads the Frederick County delegation, said in attempting to give Maryland Democrats a 7-1 advantage in congressional seats, the map, proposed by the governor’s Redistricting Advisory Committee, lumps dissimilar communities under one lawmaker.
The move, which observers say would pave the way for a Democrat to take control of a long-held western Maryland Republican seat, follows a legislative session early this year in which lawmakers complained a proposed gas tax, potential ban on new septic systems and toll hikes unfairly target the state’s outer reaches.
A proposed redistricting map that transfers part of the 6th Congressional District from Frederick County farther into more liberal Montgomery County is a continuation of what some lawmakers are calling a war on rural Maryland.

Meet the Freshmen

This year's class of incoming legislators is looking to make immediate impact

The 40 freshmen legislators who make up the General Assembly's Class of 2011 possess various backgrounds.

Only two of the 10 incoming senators have not served previously in the House of Delegates, and three House Republicans are reclaiming seats they lost or relinquished four years ago, so the number of "true freshmen" is lower. Several more have held local office, and others have Annapolis experience as one-time legislative staffers.

There are entrepreneurs, educators and, of course, numerous attorneys.

A Frederick County restaurateur said he is learning the hard way that engaging in a war of words with county Commissioner John L. Thompson Jr. can leave battle scars.

Gary Brooks, who criticized Thompson (R) for supporting a proposed alcohol tax increase in The Gazette on Sept. 2, was stunned when an e-mail exchange he had with Thompson last week deteriorated into what he called a "personal attack" involving a failed business endeavor.

The e-mail recipients included members of the media and a number of Frederick County residents.

"These e-mails included personal attacks on myself and many other citizens," said Brooks, who operates Barley and Hops on Urbana Pike, in a written statement. "While Mr. Thompson's references ‘may' have been accurate, they did not include all the information, and hence created a circumstance of innuendo. In short, the implications were that myself and other citizens did not have good standing in the community, as the information was too limited."

A new fight is brewing in the politics of growth in Frederick County, this time revolving around how one defines "friend."

Adam Avery of Frederick, host of 930 AM WFMD's "Senior Talk Radio" and an emerging outspoken figure in local politics, announced this week that he is president and owner of a new organization called "Friends of Frederick County Inc."

Avery's new group is intended to be the opposite of "Friends of Frederick County," which emerged in the 2006 election to fight what it considers to be urban sprawl and poorly planned development.

Instead of fighting development, however, Avery said his group will encourage it and highlight the benefits growth brings.

"I found [Friends of Frederick County] to be poorly organized and poorly funded," Avery said. "And I wanted to bring a positive light to the men and women who risk their [financial] lives to bring businesses to Frederick County."

Lawrence J. Hogan Jr. bowed out of the Republican gubernatorial race Monday, calling on his former boss, Robert L. Ehrlich Jr., to enter the campaign against Gov. Martin O'Malley.

Lt. Gov. Anthony G. Brown said Friday that he didn't think Ehrlich had much of a record to run on, in case he does try to reclaim the governorship.

Also on the election front, Carmen Amedori, a former delegate, announced she was running for U.S. Senate.

Meanwhile, Amedori would be the third Republican to file a candidacy for U.S. Senate. Daniel W. McAndrew and Jim Rutledge, both of Forest Hill, have filed to run as Republican candidates for senator, according to the Maryland State Board of Elections. Eric Wargotz, a Queen Anne's County commissioner and pathologist, also is planning to run for the seat.

"It's not something on a whim. It's something I've been wanting all my life," said Amedori, who spent five and a half years in the House of Delegates representing a Carroll County district before Ehrlich appointed her to the Maryland Parole Commission.

The winner of the Sept. 14 Republican primary is likely to face U.S. Sen. Barbara Mikulski, who is seeking a fifth term.

Defeating Mikulski, a Baltimore Democrat, could be an uphill climb for any Republican. A January poll by Gonzales Research and Marketing of Annapolis put her approval rating at 64 percent, higher than President Barack Obama and Gov. Martin O'Malley.

"Sen. Mikulski has been in office for four terms. I'm sure she has helped a lot of constituents. I'm sure her constituent service has been excellent. But they have not met Carmen Amedori," Amedori said. "I know how to provide for my constituency. And I would hope that anyone who has covered a seat for that long would have that kind of approval rating. But that's not going to deter me."

Amedori, 54, said she would work to remove excess regulations.

"For every law or regulation that people are out there supporting, I would work hard to repeal three or four others," she said.

Amedori served in the House of Delegates until 2004, when Ehrlich appointed her to the Parole Commission. That appointment ended in January.

Shortly after we arrived in St. Paul, one of the fist things we did was travel over to the Minneapolis Convention Center for “A Minnesota Red Carpet Extravaganza” called “Civic Fest.”

I was happy to see the Gazette’s Sean Sedam there. The last time I saw him was at the Tawes annual clambake in Crisfield Maryland.

I always enjoy Blair Lee’s approach to commentary, however, after having only recently returned from a week in Key West myself, I thoroughly enjoyed Mr. Lee’s take on “Those crazy Keys.”

Life begins when the kids leave home and the dog dies. Or, in my case, when my wife and I leave the dog with the kids and spend a few mid-winter weeks in the Florida Keys.

Here’s the best way to describe the Keys to Marylanders: Make the Delmarva barrier islands from Rehoboth to Cape Charles into a single county (Monroe) connected by a single highway (Route 1) with Ocean City (Key West) at the southernmost tip. Then relocate it to the Caribbean with an offshore coral reef making it a fishing paradise. Or as a local sports columnist writes, ‘‘The fish come to the Keys for the same reason the tourists do: food, sex and comfort.” And, of course, drinking.

Fishing, drinking and sun worshiping are the chief local pastimes. There are more marinas than car dealerships and more bait and tackle shops than 7-Elevens. The local paper has a daily ‘‘catch of the day” photo and the Walgreens sells frozen chum (bait) and hard liquor.

During the winter months, the Keys are the warmest spot in continental America. Local high school baseball, softball and tennis are already under way and we needed car and motel a⁄c most days.

But in most respects the Keys are more casual, friendly, ramshackle and eccentric than ‘‘back home.” Where else can you find a ‘‘Jack Nicklaus-designed putting green?” And crime in the Keys is more likely to be lobster trap-raiding than carjacking.

There’s always something weird going on… […]

But the weirdest things in the Keys are the people. For instance, November’s Monroe County elections include a sheriff’s candidate running on a ‘‘legalize pot” platform and a commissioner candidate who says he gets daily instructions from angels while he sleeps. Then there’s Susan Stanton seeking a city manager job she⁄he formally held as Steve Stanton.
