Hogan announced the appointment of former Senate Minority Leader David R. Brinkley, long recognized as a leading Republican specialist on fiscal matters, to head the Department of Budget and Management. The person who fills that role typically takes on the job of chief explainer of the details of the governor's budget.

Brinkley, 55, served eight years in the House of Delegates and 12 in the Senate before he was defeated in the GOP primary last year by a challenger who said he was too accommodating with Gov. Martin O'Malley and Senate President Thomas V. Mike Miller, both Democrats.

Hogan said he didn't clear Brinkley's appointment with that intraparty rival, now-Sen. Michael J. Hough, but didn't expect any problems with the Republican caucus.

Maryland has become known as a test kitchen for liberal policies. After the passage of Obamacare in DC, Maryland spent more than $100 million to voluntarily set up and market its own exchange. Led by Lt. Governor Anthony Brown, Democrats in Annapolis patted themselves on the back for leading the way. Yet, when these health care exchange web sites went live last fall,Maryland's site made the Federal rollout look like a success.  Hard to believe, isn't it?

Now Maryland is scrambling to find a way to clean up this mess and help the many Marylanders who lost their existing health care plan and could not sign up for a new plan on the State's exchange web site.

I am leading the call for a full independent investigation to uncover how these millions of tax dollars were spent and who is responsible for the mess. Only through an independent investigation with the power to subpoena will we be able to learn the truth. The Democrats are avoiding investigating this and getting the answers we as citizens deserve until this summer, conveniently timed after the Primary Election.

. . . Frankly, the best idea we've heard so far is from Senate Minority Leader David R. Brinkley who called for an independent probe. That was good enough for the Democrats when they weren't happy with hiring and firing practices in the administration of Republican Gov. Robert L. Ehrlich Jr. nine years ago, and the same standard ought to apply today.

Senate Minority Leader David R. Brinkley (R-Frederick), who wants the state to hire outside counsel to investigate, scoffed at the suggestion that such an inquiry would reduce the number of Marylanders who get health insurance.
"They are recognizing that there's an ongoing problem, but they don't want to address it because it might cause embarrassment to the lieutenant governor in his gubernatorial bid," he said.

September 27, 2013 From the desk of Sen. David Brinkley




Fall is upon us! Crisp mornings, fog in the valleys, and soon the colors of fall will change the landscape around us, as parades and fall festivals bring in the fall season.

Historically, we look to this time of year for the harvest, as we reflect on the bounties of our life and the summers' labors, and look to the winter and another year.  That also means legislators gear up for another legislative session.

This year, I will serve as the Minority Leader of the Maryland Senate, alongside my friend Senator Joe Getty (R - District 5, Baltimore and Carroll counties) as Minority Whip.

It is a tremendous honor for both of us to lead the 12 Republican members of the Senate, and I am honored by their trust and confidence.

Legislators are getting requests from constituents and their local governments.  This session will be the last of this term, and I look to see a myriad of issues present themselves.  Corporate taxes, the "Rain tax", minimum wage, environmental issues etc.

The Frederick City Primary election took place on September 10, 2013.  Thanks to all of you who came out and voted.  You can find the election results here.
  
  

Laws to take effect October 1, 2013
On October 1, 2013, many new laws will go into effect.  At the local level we will see new legislation regarding Frederick County Gaming Permits (SB315 and HB414) that will repeal the limitation on the amount of specified raffles to be held on a single day, authorizing the Board of County Commissioners of Frederick County to determine the number of permits allotted per calendar year to specified organizations in the county to conduct raffles.

In addition, HB527 will go into effect, which establishes the Frederick Regional Higher Education Advisory Board.

On a State level, controversial legislation that repeals the death penalty (SB276) and the Governor's gun control bill, (SB281) will also take effect October 1, 2013.

9/11 Tributes
On September 11th, I stopped by two events, Skills USA and FCPS Career and Tech Patriot Day Ceremony and the Brunswick Volunteer Fire Department, that paid tribute to those we lost on 9/11, and recognized our first responders' across the land. 
  
Taneytown Business Breakfast
On September 13th, the Taneytown Business Breakfast had Senator Joe Getty discuss the impact of the Gettysburg Battle 150 years ago on the region.
  
The 151st Great Frederick Fair
During fair week, I had the chance to meet and speak with many community members.  The Frederick County Farm Bureau had myself and others raise money for Agriculture Education by selling ice cream.  Participating in the Celebrity Harness Race, I came in 1st place after competing against City of Frederick Alderwoman, Kelly Russell and Frederick County Commissioner, Billy Shreve in support of the racing industry.  

Walkersville Elementary School - Constitution Day
On September 17th, Constitution Day, I was invited to Walkersville Elementary School to speak to 4th graders about why the Constitution is so important and what my role is in government.
  
Daughters of the American Revolution Dinner
On September 18th, I spoke on the history of the Maryland flag at the Daughters of the American Revolution dinner.
  
Carroll County Lincoln Reagan Dinner
On September 25th, I attended the Carroll County Republican Central Committee's annual Lincoln Reagan dinner, where keynote speaker, John Lott, author of best-sellers: More Guns Less Crime and Dumbing Down the Courts:  How Politics Keeps the Smartest Judges Off the Bench, spoke about gun issues and dumbing down the courts.

The Republican Primary in Maryland's 6th Congressional District is getting crazy as we get closer to election day. Over the weekend, Rep. Roscoe Bartlett took out a sledgehammer and smacked challenger State Sen David Brinkley in the head. His supporters unearthed audio tapes of 911 calls placed by Brinkley's ex-wife that were made when the Senator was caught in an affair.


Two Republican candidates are now condemning the shenanigans in the CD6 race. Below we print email blast responses from former Delegate Robin Ficker and Delegate Kathy Afzali. Nearly a half-dozen Maryland state lawmakers are hoping to exploit the nation's anti-incumbent mood with campaigns for Congress that focus heavily on Washington's dysfunction.

Two Republican state senators, David Brinkley of Frederick County and Nancy Jacobs of Harford County, announced plans this week to run for the House of Representatives. A third, Democrat C. December 13, 2011 (Frederick, MD) — State Senator David Brinkley announced today that State Senator
Chris Shank of Hagerstown, the former House Minority Whip, would be his campaign chair for Washington
County. Senator Shank was one of the first to join the Exploratory Committee to support Brinkley’s
candidacy for the United States House of Representatives in the newly-redrawn 6th Congressional District.

“A victory in this election will be determined by who wins Washington County,” said Brinkley. “Senator
Shank’s effort on our behalf will play a major role in this campaign. I cannot think of a better person to
organize our campaign than someone who whipped votes in the State House,” he added.

“I served with David for four years in the House, and now in the Senate, and I have witnessed firsthand his
conservative leadership, superior constituent service and tireless work ethic. In these trying economic times,
as a financial planner, I believe David is the best candidate to represent the new 6th,” said Shank.

In addition to Senator Shank, a partial list of the Committee co-chairs include State Senators George
Edwards, Joe Getty, Alan Kittleman and Minority Leader E.J. Pipkin; State Delegates Wendell Beitzel,
Leroy Myers, Don Elliott, Susan Krebs, Donna Stifler and Kelly Schulz; and Montgomery County
Republican Central Committee Chair Mark Uncapher.

David Brinkley served as vice chair of the local Republican State Central Committee, was elected to two
terms in the Maryland House of Delegates representing Frederick County, and was recently re-elected to his
third term in the State Senate representing Frederick and Carroll Counties.

David is a Charter Life Underwriter (CLU), a Charter Financial Consultant (ChFC), a financial planner and a
small business owner. He is a former volunteer EMT and firefighter with the New Market District Volunteer
Fire and Rescue Company. He was born in the City of Frederick and has an undergraduate degree from
the University of Maryland. He has two children and lives in Frederick County. He is a member of Grace
Episcopal Church.

Senator Edwards joins Exploratory Committee
 
December 20, 2011 (Frederick, MD) — State Senator David Brinkley announced today that Delegate Wendell Beitzel would be his campaign chair for Garrett County and Delegate Leroy Myers would chair Allegany County. Along with Senator George Edwards, they were among the first to join the Exploratory Committee to support Brinkley’s candidacy for the United States House of Representatives in the newly-redrawn 6th Congressional District.
 
“Garrett and Allegany Counties have always been among the most reliable conservative counties within the 6th Congressional District,” said Brinkley. “Just like Route 68, the road to the Republican nomination runs right through Mountain Maryland,” he added. 
 
The endorsement by these Western Maryland legislative leaders is evidence of the growing support for new leadership in Congress. “I could not take on this challenge without their support,” Brinkley said.
 
In his endorsement, Beitzel said, “I first became acquainted with Senator Brinkley during my freshman term in the Maryland House of Delegates.   Although we served in different chambers, I soon realized that he possessed impressive leadership qualities. David is a very strong champion for Western Maryland and steadfastly works to uphold the conservative values and principles that I admire in a leader. I believe Senator Brinkley is the best candidate to represent the new 6th in Congress as the nation struggles to regain its footing from economic decline and social unrest,” said Beitzel.
"David and I serve on the budget committees in Annapolis and he knows how to submit balanced budgets without resorting to tax increases," Myers added.  "David Brinkley is the proven fiscal conservative we need in Washington, now more than ever."

Speculating over the political future of Rep. Roscoe Bartlett (R., MD 6) has fast become a routine spectator sport. It's just too juicy to ignore, the idea the 10-term congressman might be vulnerable after two decades of electoral dominance.

Dr. Bartlett rode into office thanks to Tom Hattery's brutal Democrat primary campaign against former Rep. Beverly Byron in 1992.

Disclosure statement: I have always held Mrs. Byron in the highest of esteem. She, more than most, seems to me to represent the highest standards of integrity and honor throughout her service, following the legendary legacy of her late husband and congressional predecessor Goodloe.

Former state Del. Hattery had other ideas. He ran some cheap-shot commercials highlighting junket trips Mrs. Bryon took, creating the false impression that she was a jet-setting vacationer on the public dole. She wasn't.

His strategy worked, at least temporarily. He narrowly defeated the great lady in the primary, only to be taken out in the General Election by Mr. Bartlett. Representative Bartlett ran a non-traditional campaign. He promised to be a different kind of congressman, a fighter for fiscal discipline and traditional family values reflecting the will of western Maryland voters.

He has been true to his word, at least by most accounts.

A recurring criticism of Roscoe is that he reneged on a promise to only serve two terms, something every Democrat that has ever run against him repeats like a mantra. One problem: that's not what he said.

The promise Mr. Bartlett made was to only serve two terms if Congress were to pass a balanced budget. Ignoring the fact that this is like promising to only serve two terms if pigs fly, he did not make an unconditional promise to walk away after four years in Congress... http://www.thetentacle.com/ShowArticle.cfm?mydocid=4782
