Doing business in the state of Maryland is an ordeal in hell: Permitting issue ends local firm's recycling of food scraps

A Woodbine company that had been processing food scraps into composted materials with commercial applications — a process lauded by state and local officials as the next great frontier in recycling — has ceased those operations after hearing concerns about pollution from the Maryland Department of the Environment.

The impact has been far reaching, causing a string of institutions and the Howard County government, which were all sending food scraps to the facility, to find other, out-of-state facilities to handle the material.

Recycled Green Industries, which is still processing yard waste at its Carroll County facility off Kabik Court, received a verbal request to stop its food waste operations from the department on Dec. 22 because it did not have correct permits or processes in place to handle food scraps, according to a department spokesman… http://www.baltimoresun.com/explore/carroll/news/business/ph-ce-recycled-green-0205-20120205,0,5133383.story

Maryland Reporter: State employee unions will start collecting fees from non-members

Starting this month, all of the state’s employees who are represented by two labor unions will be paying a service fee to the unions, even if they are not members.

The service fees authorized by a 2009 state law range from $161 to $388 a year. They were negotiated as part of the most recent contracts for the American Federation of State, County, and Municipal Employees and the State Law Enforcement Officers Labor Alliance. Both contracts went into effect July 1.

The fees are based on the theory that the unions furnish services that impact all employees. These services include negotiating health benefits and work conditions, or representing workers in disputes with managers. Those who don’t join the union and pay union dues have to pay a fee for that representation.

AFSCME represents 21,000 employees throughout state government, and about 8,500 of them are members of the union.

Sue Esty, associate director of AFSCME Maryland, said that the fee will start coming out of non-members’ paychecks during the first entire pay period in the new fiscal year, which began Friday. Members’ dues are $14.96 a pay period. Most non-members will also have to pay $14.96 a pay period, though non-members who object to the union’s political activities will be paying just $10.80 out of each paycheck. Additionally, non-members who object to paying the union on religious grounds will either have their money donated to a nonprofit, or not have to pay.

The Tax Foundation presents the 2011 version of the State Business Tax Climate Index (SBTCI) as a tool for lawmakers, the media, and individuals alike to gauge how their states' tax systems compare. Policymakers can use the SBTCI to pinpoint changes to their tax systems that will explicitly improve their states' standing in relation to competing states.

The modern market is characterized by mobile capital and labor. Therefore, companies will locate where they have the greatest competitive advantage. States with the best tax systems will be the most competitive in attracting new businesses and most effective at generating economic and employment growth.

American companies often function at a competitive disadvantage in the global economy. They pay one of the highest corporate tax rates of any of the industrialized countries. The top federal rate on corporate income is 35 percent, and states with punitive tax systems cause companies to be even less competitive globally.
