WESTMINSTER WASTE REMOVAL SCHEDULE CHANGES

Changes to the Waste Removal Schedule for the

President’s Day Holiday Week

Westminster, MD – The City of Westminster has announced through its Department of Public Works that the City scheduled items collections and bulk trash removal will operate on a revised schedule for the President’s Day holiday week.

The revised schedule for waste removal services within the City limits will be effective Monday, February 21st through Friday, February 25th and is as follows:

Monday – CLOSED – NO BRUSH/ TREE LIMB PICKUPS, next scheduled pickup date is 3/7/11

Tuesday – Metal for entire city

Wednesday – Bagged yard waste, no loose leaves

Thursday – Bulk trash for residents East of MD RT31

Friday – Bulk trash for residents West of MD RT31

Household trash service provided by Ecology Services will NOT change.

While working in my office this afternoon, I heard the sound of “back-up beeper” outside. Upon looking out my window, I saw the City of Westminster public works street department personnel removing yard waste from my neighbor’s home across the street.

The bulk pick up program in Westminster is superb and the men and women of the department do a super job. They are some of the real unheralded heroes in our community. They usually get very little attention, yet go about their jobs on a day-to-day basis, and are a key component to our quality of life in Westminster.

One of the rewards of managing in municipal government is supervising employees who grew up in the community and lived in the municipality all their lives. They bring a sense of dedication and commitment to the job that embodies small town values at their best.

While the City of Westminster is extremely fortunate to have a number of these home grown employees, I was able to select only one of them for nomination as the MML Employee of the Year.

In part, the nomination read as follows:

“Mr. Larry Bloom is the Superintendent of our Streets Department in the Department of Public Works. He does an exceptional job of organizing and directing a crew of 24 in maintaining 317 acres of City property, spreading 1400 tons of salt to keep the streets clear of snow and ice, maintaining 10 municipal buildings, sweeping streets, responding to 4300 calls for bulk trash pickup as well as miscellaneous activities such as decorating for holidays and events, displaying banners, planting trees, and staffing approximately 20 special events.

Like all DPW Superintendents, he accomplishes these activities with ingenious, creative scheduling, “duct tape and paperclips” to keep recalcitrant vehicles and equipment operating and encouraging an exceptional work ethic in his employees. However, while his exemplary job performance alone would merit a nomination, it is the following activities which are above and beyond the scope of his job description that Larry is being recognized by this nomination:

· Mr. Bloom received a “Cost Saving Award” from the City for his idea to purchase a hybrid vehicle to save gas and reduce our emissions. So far, this vehicle has reduced our gas consumption from 21 miles per gallon to 13 miles per gallon and the projected savings keep increasing with the price of gasoline.

· He has participated in the establishment of a Safety Committee to produce a city-wide safety manual. When he realized how much it was costing the City to send our employees off site to training seminars on traffic control, he enrolled in the Trainer’s Course, became certified, and now provides that training on site to all employees at no cost.

· When our new health care provider suggested that we institute an employee wellness program, Larry was the first to again volunteer—the next time we heard from him was to receive an invitation to participate in the Tuesday and Thursday morning walks with his Streets Department employees.

Mr. Bloom had mapped out a mile long walk to start the day’s activities as the initial activity of the Wellness Committee and challenged the other departments to follow suit! At our annual Employee Wellness Day, he enlisted Wellness Committee members to join him in baking Weight Watchers cookies to provide a health(y) dessert.

Mr. Bloom approaches these extra activities with the same intensity that he approaches his regular duties—full steam ahead—with gusto! His contribution and leadership in these other activities extends far beyond his own division and he provides a good role model for other managers.

It is for his exemplary work ethic and leadership that we nominate Larry Bloom
as the MML Employee of the Year.”

A panel of City Administrators reviewed the nominations and selected Larry for this honor.

Larry Bloom will receive his award at the Maryland Municipal League Convention in late June. Please offer Larry congratulations on his selection as the MML Municipal Employee of the Year.

Briefly: The Maryland Municipal League, founded in 1936, works as a advocate for municipalities throughout the State of Maryland, strengthening the role and capacity of municipal government through research, legislation, technical assistance, training and the dissemination of information for its members.

MML is a statewide organization in Maryland composed solely of municipal officials.

The Maryland Municipal League represents 157 municipal governments and 2 special taxing districts throughout the state of Maryland. The MML is a voluntary, nonprofit, nonpartisan association controlled and maintained by city and town governments.

Disclosure: I served on the Maryland Municipal League Board of Directors annually for five consecutive years, from June 2000 to May 2005.

I graduated from the University of Maryland Academy for Excellence in Local Government in June 2001.

Photo: The City's new leaf vacuum mounts on the back of a Street Department dump truck or garbage truck. Leaves are vacuumed through the large blue hose, which can be operated from inside the truck's cab, are chopped, and stored in the body of the unit. Once full, the truck is driven to the landfill, where the chopped leaves are combined with other yard waste, and offered as free mulch to county residents.

Leaf Vacuum Program to begin on October 1, 2007

Several folks have asked about Westminster’s leaf vacuuming program for this fall. On the City of Westminster’s Street Department page I found the following:

The City of Westminster Department of Public Works announces the beginning of the Leaf Vac Program effective OCTOBER 1, 2007.

RESIDENTS MUST CALL THE STREET DEPARTMENT AT 410-848-9077 OR 410-857-9286 TO SCHEDULE A SPECIAL PICK-UP.

Please be sure the leaves are near the curb, or in a location that will allow access from the street when you call to schedule your pick-up.

The following schedule for pick-up of leaves within the City limits will go into effect on Monday, October 1, 2007:

* MONDAY - East of MD Route 27

* TUESDAY - East of MD Route 31 and West of MD Route 27

* THURSDAY - South of Uniontown Road & West of MD Route 31

* FRIDAY - North of Uniontown Road and West of MD Route 31

Leaves may be raked into the gutter area and should NOT be placed in the gutter area more that 12 hours ahead of the scheduled pick-up.

Additionally, leaves should NOT be placed in the gutter during inclement weather, as this creates blockages in the City's storm drainage system. The public is requested to cooperate in placing leaves at locations giving the vacuum unit the best access. ** The leaf vacuum is only equipped to handle leaves-please check to make sure there is no other debris in your leaf pile, as it may damage the equipment**

Open burning is prohibited by law within the corporate limits of Westminster, since public collection of leaves and debris is provided. The City will utilize the leaf vacuum unit as it has in the past. The leaf unit will be on the street according to the above schedule in the autumn season except during inclement weather.

Green Tip- Instead of having your leaves removed, rake them into your garden or flowerbed, or compost them to provide important nutrients and organic matter for your soil. To learn more about composting your lawn waste, visit:

If you've been out and about in Westminster in the wee hours of the morning near the playground and City Hall, you may have noticed a group of burly men walking together.

Recently the Westminster Street Department employees began "trying to do a wellness campaign," and have been walking a mile just before work two days a week, according to Larry Bloom, Westminster's superintendent of Parks, Buildings and Streets.

"We're trying to encourage the employees to be healthier," said Bloom. "Hopefully the city will see a reduction in our health insurance premiums as a result."

"We have a mile course laid out that takes us by city hall and around the playground and back," he said.

Showing off a picture of a grandchild, department employee Butch Duvall said, "hopefully exercise will keep me around longer to watch this little one grow up. Exercise helps; gives ya more energy for the day and wakes the body up. I ain't gettin' no younger."

Bubba Strawsburg, too, said he wanted "to get in shape," but coworker John Robertson Sr. rolled his eyes and said, "Some of 'em jog."

Bloom said members of the department would like to walk three days a week, but right now it's two.

Another employee, who asked not to be identified, said Westminster City Administrator Marge Wolf was scheduled to join the group, but so far has been a "no-show."

When reached for an explanation, Wolf pledged that she's "going to do it too," but hasn't been able to work it in her schedule.

She also said she usually walks with her dog and the dog would be annoyed if she walked without it.

But one employee responded that Wolf's dog, too, "is welcome to join us."

City takes delivery of new diesel dump truck

Last Friday, instead of getting an early start on the weekend, many employees of the Westminster Street Department hung around the shop a few minutes after work.

While she still drives her family around in a minivan, Duvall's driving techniques have been "tweaked" a bit after attending the Maryland Police and Correctional Training Commission Academy in Sykesville.

Leo F. Kuhn Serving As Safety Coordinator — To Attend Workshop April 2

Local participation in State and community highway safety programs has gained momentum in Carroll County.

Carroll R. Dell, Director of Planning and Public Works for the city of Westminster, reports that within the past month the city has submited an application for Federal funds to prepare a feasibility study to connect Bond Street and John Street into one common intersection.

Also, Chief of Police, Leroy Day, submitted a preliminary draft of a police application for the purpose of adding a foot patrolman and an additional vehicle to the city's police force.

As Safety Coordinator for Carroll County, Leo F. Kuhn has the responsibility for coordinating all the highway safety projects within the geographic area of Carroll County and to administer the details of proposed programs.

At present, only the city of Westminster has projects being considered. However, the Mayor and members of the Town Council of each municipality in Carroll County has been contacted and encouraged to make inquiry with that particular geographic jurisdiction to determine if any needs exist relative to the National Highway Safety Program standards. Kuhn explained that he is available to answer questions and to further explain the implications of the safety standards.
