Former Westminster police officer Don Hood has died at age 80.

Don Hood, 80; of Westminster, formerly of Sykesville, passed away on Friday, January 21, 2022, at Bridging Life (Dove House) in Westminster.

I am not sure when Westminster Police Officer Don Hood started with Westminster. I remember him from the 1970s. He retired as a corporal. I always found it interesting that he was an airplane pilot. He probably left the agency in the early 1980s. Cpl Hood was known as a patient, kind and understanding police officer. He was always quick to praise and encourage. He served in the National Guard, and many credited his military service as the source of his calm demeaner and command presence. He is survived by his wife, Janet.

According to his obit – he was born on November 26, 1941, in Westminster, he was the son of the late Crawmer Andrew Hood "Bud" and Edith (Jackson) (Hood) Germroth "Jackie".

Don was a 1960 graduate of Francis Scott Key High School. He was a retired grocer for Safeway, a former Westminster City police officer and served in the Army National Guard.

He was a member of the Meadow Branch Church of The Brethren where he enjoyed working at the churches pancake breakfasts. His hobbies included RVing, boating, riding his motorcycle, but his greatest passion was flying his airplane.

Don is survived by his loving wife Janet (Wolfe) Hood of 61 years. He was a cherished father of Terri Newsome and husband Johnny, and Donna Eppler and husband Thomas; beloved grandfather of Courtney (Imler) Quintano, Nathan Newsome, Lindsey Eppler and Riley Eppler; great grandfather of Madalyn Quintano. Besides his parents he was pre-deceased by his siblings John W. Hood, Robert A. Hood and Carol G. Baker.

The family will receive family and friends on Saturday, March 12, 2022, from 11:00-12:30 with a Celebration of Life Service immediately following at the Meadow Branch Church of the Brethren. 818 Old Taneytown Rd. Westminster MD 21158.

Bill Hughes, 61, City of Westminster employee


William Henry “Bill” Hughes, 61, of Finksburg, died unexpectedly August 16, 2012 while on vacation in Wyoming.

Born July 7, 1951 in Hanover, PA, he was the son of C. Henry Hughes of Finksburg and the late M. Louise Waddell Hughes who died March 18, 2012. He was the husband of Cindy Hughes whom he married September 28, 2007.

He was an Inspector for Infrastructure for the City of Westminster for 28 years. He enjoyed going to Blues music festivals. He was known as “Mr. Fixit”, doing construction, home improvement and was working on building his home in Buffalo, WY. He had previously coached Jaycees Girls Softball and also was an umpire for Carroll County High School girls's softball games. He had volunteered to work at the United Methodist Church's Camp Hope in Western Maryland. He and his wife loved to travel. He was a member and former President of the Veterans of Foreign Wars Men's Auxiliary/Home Association.

Surviving is daughter and son-in-law Shawn and Jim Hurman of Baltimore; daughter Gina Hughes of Hampstead; step-children and spouses Eric and Alicia Stonesifer of Ambler, PA, Bradley and Emily Stonesifer of Los Angeles, CA, Wesley and Elizabeth Stonesifer of Taneytown and Amanda and Michael McGrew of Sabillasville, MD; grandchildren Emma and Abby Hurman of Baltimore and step-grandchildren Joshua and Matthew Stonesifer. He is also survived by many aunts, uncles and cousins.

The family will receive friends on Thursday from 6-8 p.m. and on Friday from 2-4 & 6-8 p.m. at the Pritts Funeral Home and Chapel, 412 Washington Rd., Westminster.

Funeral Services will be held on Saturday at 11:00 a.m. at the funeral home. Officiating will be Rev. Frank Trotter. Interment will follow in Providence Cemetery at Calvary United Methodist Church in Gamber.

It is interesting to see how compensation for local government workers has changed in the past ten years.

Sadly, while much of the public’s attention has been distracted by perceived excesses in compensation and job security among state and federal workers – and in some situations, workers higher-up on local county and municipal government pay scales; the workers at the bottom of the pay scale have not seen any increases for as much as five-years.

Preface

The Institute for Governmental Service (IGS) of the University of Maryland, College Park, in collaboration with the Maryland Association of Counties (MACo) and the Maryland Municipal League (MML), is pleased to present this report of the fiscal year 2001 Compensation Survey of Maryland Local Governments, the latest of a series of wage surveys that IGS began in the 1980s. One hundred thirty jurisdictions, including 107 municipalities and all 23 counties, participated in the survey and contributed to the data for more than 150 different positions. This report also includes information regarding the benefits offered by these participating jurisdictions during the 2001 fiscal year. In addition, compensation information for a number of positions was provided by the administrative office of the courts, boards of education, and public library systems.

In this report, Baltimore City is treated as both a county and a municipality. For positions that are unique to counties, Baltimore City is listed as a county. For positions that are unique to municipalities, Baltimore City is listed as a municipality. For positions and other information that occur in both counties and municipalities, Baltimore City is listed separately at the end of the county list and before the municipal list.

The first table in the report, "Represented Counties and Municipalities," provides estimated populations, expenditure budgets, and numbers of employees for jurisdictions represented in this report. This information may be helpful in the selection of jurisdictions to serve as a reference group against which comparisons can be made.

In using the salary data, we suggest that you refer to the job descriptions given for each position. Respondents were asked to read these descriptions before recording salary data under any particular job title. It is more important that the job description match the position you are comparing than that the job titles match. Also, be aware that the standard workweek varies among jurisdictions, as reported in the table, "Normal Work Schedule," which begins on page 7.

Marilyn Corrine Reichert 66 City of Westminster



Marilyn Corrine Reichert, 66 of Westminster, died Wednesday July 25, 2012 at Carroll Hospice Dove House. Born January 14, 1946 in Westminster, she was the daughter of the late Howard Richard Niner and Mary Madeline Bixler Niner. She was the wife of Joseph Reichert Jr.

Before retiring she worked for the City of Westminster in the water department. She was a member of Westminster First Church of God.

Surviving in addition to her husband are daughters and sons-in-law Amy Bryson, Ann and Dennis Weidner, Laura and Joseph Rogers, all of Westminster, sister and brother in law Susan and Bruce Dell of Westminster, three grandchildren Andrew Stewart Jr., Tabitha DeCoursey, and Kayla Baker, and a nephew Matthew Dell all of Westminster.

Funeral services will be held at 11:00 a.m. on Saturday at Fletcher Funeral and Cremation Services, P.A., 254 E. Main St., Westminster with Pastor Sharon Meyer officiating. Interment will follow in Deer Park Cemetery.

The family will receive friends from 3-5 and 7-9 on Friday at the funeral home.

John Mahlon Harmon, 66, of Westminster, died unexpectedly Monday, Dec. 13, 2010, at Carroll Hospital Center. Born Dec. 19, 1943, in Baltimore, he was the son of the late John Edward Harmon and Cora Allison Howard Morningstar.

He was the stepson of Millie Harmon, of Westminster, and the late John Morningstar.

He was the husband of Carole P. Harmon, his wife of 40 years. He was a veteran of the Army, having served in the Vietnam War.

He had retired with more than 30 years of service at Keith's Car Wash in Westminster. He was a member of Stone Chapel United Methodist Church and the American Legion Carroll Post No. 31.

He enjoyed spending time with his family, especially his grandchildren, and watching television.

Surviving, in addition to his wife and stepmother, are children and spouses Terri and Robert Whitestone, of Conway, S.C., Robert and Rennie Pearre, of Lancaster, S.C., James Harmon, of Merritt Island, Fla., Wendy and Larry Bloom, and Jacqui Harmon, all of Westminster…

[S]iblings and spouses Barbara and Arthur Ensor, Sue Blizzard and companion Bud Hartman, and Cindy and Mark Miller, all of Westminster, Pam Harmon, of Sykesville, Dr. Greg Harmon, of New York City, Linda and Mike Imhoff, of Cockeysville, and Fran and Denny Medlin, of Timonium; grandchildren Mark Jr., Bradley, Tyler, Lexi, Bobby, Stephanie, Sarah, Robbie III, Christy, Dylan, McKayla, Chase and Ryleigh; seven great-grandchildren; and numerous nieces and nephews.

He was predeceased by a son, Mark Harmon Sr.; and a granddaughter, Kamryn.

The family will receive friends from 2 to 4 and 7 to 9 p.m. Thursday at Pritts Funeral Home & Chapel, 412 Washington Road, Westminster. Please use the chapel entrance.

A funeral service will be held at 2 p.m. Friday at the funeral home, with his pastor, the Rev. Michael Bynum, officiating.

There are three versions of my story on the Westminster clock tower.

In the early morning hours of Tuesday morning, Main Street of Westminster was relatively quiet, with the exception of Westminster street department superintendent Larry Bloom, and Jeff Glass, the city public works director standing on the sidewalk across the street from the old firehouse at 66 E. Main Street in Westminster and looking up into the sky.

Was it a bird, a plane – superman?  Well no, they were staring at the old clock which sits atop the old fire hall - which served our community from 1896 to 1998.

After the fire company moved to its new location on John Street in 1998 and the building was sold, the city retained ownership of just the clock and the clock tower which sits on top of the three-story building that once housed the Westminster city offices until the late 1930s, in addition to the fire company.

A plaque at the base of the clock tower reads: “Henry Baile; Born January 9, 1809; Died October 26, 1891.  The above clock erected to his memory by his wife Margaret Cassell Baile Sept. 1, 1896.”

A newspaper article from January 1896 reports that the clock tower was the source of a great deal of excitement in the community:

“It is pleasant to record the fact that the clock … (built by the) Seth Thomas Clock Company, of Stamford, Conn., for a tower clock which the company lists at $1010, and which will be a contribution to the department...”

Meanwhile, 114 years later, last Tuesday, on the sidewalk below the clock, the assistant city street department superintendent Wayne Reifsnider, and David Booth of Precision Repair, a timepiece restoration company, were busy sorting through brand new clock hands and safety belts.

According to Booth, Tuesday morning’s task was to replace “the cedar hands, which require painting every two years, with powder coated aluminum ones, and stainless steel counterweights.”

It’s neat to be here and be a part of history, said Glass as he and Bloom kept looking up.  It’s exciting to see the clock being preserved, said Bloom.

Moments later, a Thomas Bennett and Hunter crane arrived and city workers Shawn Lockard and Alan Miller joined Reifsnider as they set-up the crane and attached a steel cage on the end of a cable.

Keeping the old timepiece working has been challenging for the city workers in the last number of years.

Miller said it was good to get it worked on, as he looked briefly up at the old clock.  Lockard added, “I’m glad that we’re finally getting it fixed.”

Booth and Reifsnider subsequently jumped into the steel cage and away they were whisked into the air four stories to replace the clock hands on the old historic clock that has been a fixture in the center of town since it was dedicated at 3:30 in the afternoon on Thanksgiving Day, November 26, 1896.

Replacing the clock hands on the old timepiece is part of an ongoing effort to save and restore the clock that has been in need of repair for a number of years. 

Booth said that it was exciting to see the refurbishing come along…

Booth shared that on November 17, 2008 a group of clock historians from Chapter 11 of the National Association of Watch and Clock Collectors visited the old clock and did an assessment of the clock’s condition.

“After inspecting the clock, this group found the clock to be in surprisingly good condition,” although, “prior to (that) visit, vandals did extensive damage to the mechanism…

“The clock is a Seth Thomas (number 16.)  The nameplate is dated May 16, 1896, and it is clock #897, and marked ‘A. S. Hotchkiss.’” 

Just then, as traffic on Main Street began to increase, Ben Rogers walked up the street as he made his way to his office at Edward Jones, at the corner of Main Street and Longwell Avenue.

“It rings the time…  It will great to see the time on the face,” said Rogers just – as if on cue – the clock bell chimed.

Booth later e-mailed, “The bell was cast by J. Resister & Sons, Baltimore, MD, and measures 37” in diameter at the mouth…  It is inscribed ‘Westminster Fire Engine & Hose #1, Incorporated 1879’...  The other side has several names of officials on an 1881 executive committee.”

Nancy Hernandez of the Community Media Center was also there to film the repairs.  This is fun.  It’s exciting to be a witness… to record this.

Although Booth is donating his time, other expenses incurred in the clock repair are being covered by private donations collected by a fund spearheaded by Westminster councilwoman Suzanne Albert. 

Albert, the granddaughter of David E. Walsh, the city's mayor from 1912 to 1916, told Explore Carroll in 2008 that she has fond memories of the clock from the days when she grew up on Main Street in Westminster.

John D. Dudderar, 74, Longtime Westminster city clerk

John D. Dudderar 
John David Dudderar, age 74 of Westminster died Monday, August 23, 2010 at Golden Living Center in Westminster. 

He was born December 13, 1935 in Unionville, Frederick County, son of the late Benjamin Ecker and Mary Danner Dudderar. He was the husband of Shirley Koons Dudderar, his wife of 53 years. 

He was a 1954 graduate of Taneytown High School and later served in the U.S. Army spending one year in Germany. He retired from theCity of Westminster after 37 years as City Clerk and Zoning Administrator. He was a member of Trinity Evangelical Lutheran Church and Sunday School, where he served in the past on the Stewardship Board, Church Council, secretary of the Sunday School and usher. In addition to his wife he is survived by daughters, Dr. Diane J. Dudderar of Middletown, DE and Angela Dudderar Mann of Frederick, MD; grandchildren, John and Elizabeth Foster and Rebecca and Lindsay Mann; brother, Benjamin Dudderar and wife, of Frederick, and twin brother, William Wilson Dudderar of Mt. Airy; He was predeceased by an infant son and brother, Edward Danner Dudderar. 

A memorial service will be held on Saturday, August 28, 2010 at 10:00 A.M. at Trinity Evangelical Lutheran Church, 38 W. Baltimore Street, Taneytown. The family will receive friends Saturday from 9:00 A.M. until time of service at the church. Memorial contributions may be sent to Trinity Evangelical Lutheran Church Memorial Fund, 38 W. Funeral Service for Laurell Taylor to be held Saturday, October 24, 2009 at 1 pm

A funeral Mass for Westminster City Clerk and former county attorney for Carroll County Laurell Elizabeth Taylor, 58, of Westminster will be held at 1 p.m. Saturday at St. John Catholic Church, 43 Monroe St., Westminster.

She died Thursday, Oct. 8, 2009, at Carroll Hospital Center in Westminster of natural causes. According to a published obituary: Taylor was born Aug. 23, 1951, in southern California. She was the daughter of Valerie Trousdale Brown, of Washington, and the late Jack Reynolds Brown; and stepdaughter of Richard Mailander, of Washington.

She was a graduate of Towson University and the University of Baltimore School of Law, where she graduated with honors.

She was admitted to practice law in Maryland in 1985. Before her work with Carroll County and Westminster, she served as an appellate judicial law clerk with Alan Wilner, then on the Court of Special Appeals.

Surviving, in addition to her mother, are children James "JR" Taylor, of College Park, and Miles Taylor, of Westminster; niece and nephew Laura and Alex Brown, both of Washington; and a brother, Lance Brown, of New York City.

Westminster city clerk dies

Laurell Taylor was also former county attorney

Westminster and Carroll County officials are mourning the loss of City Clerk Laurell Taylor, who died at her home Thursday morning.

“She was a very dedicated city employee,” Mayor Kevin Utz said in an interview with The Eagle. “She did everything asked of her. She would never bat an eye at anything she had to do.”

Arrangements are pending, and the cause of death is unknown at this time, Utz said.
