Recently, the Carroll County Times reported on our sheriff and state's attorney seeking pay increases for the next election cycle. A related editorial asked whether the salaries for Carroll County employees' are too low. I am the president of Carroll County's Fraternal Order of Police Lodge 20, and I am writing to confirm that Carroll County has some of the lowest-paid police in the state.

Skeletal Remains Found Along A Path In Carroll County Launches An Investigation


(Westminster, MD) -- A Maryland State Police investigation has been initiated after skeletal remains were found along a path in a vacant lot in Carroll County, Md.

Maryland State Police Homicide investigators were contacted by Westminster Police Department and asked to assume this investigation.

Preliminary, the investigation reveals a human bone was found by citizens as they walked through a vacant lot in the 500 block of Baltimore Blvd in Westminster, shortly before noon on October 6, 2012.

The walkers immediately contacted 911 alerting the Westminster Police Department. Additional assistance was requested from the Maryland State Police Homicide Unit. After investigators arrived, a search of the area revealed additional skeletal remains.

All remains were processed and recovered at the scene by a forensic investigator and crime scene technicians. The skeletal remains were transported to the Office of the Chief Medical Examiner in Baltimore for an examination and autopsy.

Investigators are unable to identify the remains at this time. The medical examiner’s findings stated the skeletal remains were consistent with a male. Information has been communicated to police departments throughout the region and requests have been made to check missing person files for potential persons matching the currently available information.

Additional forensic tests are continuing. Evidence obtained at the Office of the Chief Medical Examiner will be reviewed and used to further the investigation into the identity of the remains and the mode of death.

State Police Homicide Unit will continue the investigation. They have been assisted by Westminster Barrack criminal investigators, State Police crime scene technicians as well as members of the Westminster Police Department.

“OPERATION CRACK DOWN”

June 17th, 2008

During the month of May 2008 the Narcotics Section of the Westminster Police Department initiated a significant undercover investigation within the City of Westminster to identify street-level distributors of illicit drugs.

The investigation utilized the collective resources of the Westminster Police Department, the Frederick Police Department, the Maryland State Police Drug Task Force and the Office of the State’s Attorney for Carroll County.

The investigation, dubbed “Operation Crack Down”, was carried out utilizing undercover officers provided by the Frederick Police Department to purchase illegal drugs from local suspects. Nineteen (19) hand-to-hand purchases of illegal drugs were made by the undercover investigators during the course of the operation.

As a result of this investigation, seven (7) Grand Jury indictments were obtained charging the suspects with felonious drug distribution and related charges. Six (6) of the indictments have been served to date. Additionally, nine (9) search and seizure warrants have been obtained and served. A total of fifteen (15) suspects have been arrested during the month of June for drug violations stemming from this investigation. Additional arrests are pending (See attached synopsis for additional details relating to the arrests).

The following property/evidence was seized during the course of this operation:

Total U.S. currency seized for forfeiture: Approx. $3,630.00

Counterfeit U.S. currency seized: Approx. $2,080.00

Total crack cocaine seized: Approx. 28 grams

Total marijuana seized: Approx. 51 grams

Total Oxycontin seized: Approx. 140 pills

“I hope that this operation sends a strong message to those who facilitate and perpetuate the drug problems in our community”, states Chief Jeffrey Spaulding of the Westminster Police Department. “The use, sale and addiction to illicit drugs are significant causal factors in many crimes committed in Westminster and other communities across our country. Collaborative and proactive law enforcement efforts, like those employed during this investigation, illustrate our collective resolve to rid our communities of this significant public safety problem. We in Carroll County law enforcement will continue our collaborative efforts to arrest and prosecute those responsible”. Chief Spaulding gratefully acknowledges the active participation and invaluable assistance provided by the Frederick Police Department and the Office of the State’s Attorney for Carroll County.

On 06-11-08 at 6:44 AM, this department arrested Bonifacio Araujo-Ramiro, age 35, of Shaeffer Ave., Westminster. He was taken into custody following a traffic stop that occurred in the area of Sullivan and Wimert Avenues. He was charged with one count of driving without a license.


On 06-11-08 at 9:12 AM, this department arrested Joseph Lee Stein, age 21, of Oakland Ave., Mountain Lake Park, Maryland. He was charged with being a fugitive from other agency.


On 06-12-08 at 12:14 PM, this department served a criminal summons on James Edward Hardy, age 24, of Denham Cir., Baltimore. He was charged with one count each possession of controlled dangerous substance marihuana and possession of controlled dangerous substance paraphernalia.


On 06-12-08 at 12:53 AM, this department arrested James Lewell Hamlet, age 18, of Westchester Rd., Baltimore. He was taken into custody following an incident that occurred in the 100 block of West Main Street in Westminster and charged with one count of assault-2nd degree.

Lieutenant Misty Budzinski graduates from Northwestern University’s Center for Public Safety.

The Westminster Police Department is pleased to announce the recent graduation of Lieutenant Misty Budzinski from the School of Police Staff and Command (SPSC) at Northwestern University. Lieutenant Misty Budzinski has successfully completed the ten (10) week Staff and Command program hosted by Maryland Highway Safety Office held in Sykesville, Maryland from February 18 – May 2, 2008. This program, which was implemented by the Center for Public Safety in 1983, has graduated over 8000 students both nationally and internationally. Lieutenant Misty Budzinski was a student in SPSC Class #263 which accommodated a total of 32 students for the ten week period.

The School of Police Staff and Command provides upper-level college instruction in a total of twenty-two core or mandatory blocks of instruction and utilizes nine additional optional blocks of instruction during each session. The major topics of study include: Management and Management Theory, Organizational Behavior, Human Resources for Law Enforcement, Budgeting, Staffing Allocation and Personnel Deployment.

Each student is academically challenged through a total of eighteen written examinations, projects, and quizzes in addition to two research papers that are a required part of the curriculum. Upon successful completion, students may be awarded a total of 8 units of undergraduate credit from Northwestern University in Evanston, Illinois.

The Center for Public Safety was established at Northwestern University in 1936 as the Traffic Institute, with the specific goal of expanding university-based education and training for the Law Enforcement Community. Since its inception, the Center has broadened its original objective and now provides a variety of courses and programs in the area of Police Training, Management Training, and Executive Development.

The Westminster Police Department anticipates a variety of benefits from Lieutenant Misty Budzinski’s attendance at this program. Many of the program’s graduates do go on to achieve a variety of leadership positions within their respective agencies. Currently, over 750 graduates hold the title of Chief of Police and 39 of the 50 Directors of State Police Agencies are also graduates of this program.

The Westminster Police Department is currently investigating a domestic related assault which occurred on June 6, 2008 at approximately 0230 hours in the 1800 block of Ewing Dr., Westminster.

The suspect, Mary Julieanne Phillips, age 43, threw what is believed to be hot cooking oil on her husband, Daniel Patrick Phillips, age 45, resulting in extensive burns to his face and torso.

Mr. Phillips was transported to Bayview Hospital where he remains for treatment of the extensive burns that he received in the assault. Mr. Phillips is listed in guarded condition.

Mary Phillips fled the area after the assault and a broadcast to neighboring police jurisdictions resulted in Mary Phillips being located by the Pennsylvania State Police at approximately 0530 hours on Route 214 west of the Susquehanna Trail near Loganville, Pa. Mary Phillips remains in the custody of the Pennsylvania State Police in Shrewsbury, Pa. pending extradition proceedings.

A warrant for Mary Phillips has been issued charging the following violations:

Carroll County Kicks Off Click It or Ticket Enforcement Mobilization

No Excuses, No Exceptions – Buckle Up Day and Night

Carroll County, MD– The Carroll County Sheriff’s Office, Hampstead Police Department, Manchester Police Department, Sykesville Police Department, Taneytown Police Department, Westminster Police Department and Maryland State Police, Westminster Barrack announced today they are joining with the Maryland State Highway Administration’s Safety Office and other safety advocates in renewing a pledge to save lives through the 2008 Click It or Ticket mobilization.

The campaign, which begins in Maryland on May 1, intensifies seat belt enforcement among all motorists and around the clock. Despite Maryland having one of the highest safety belt use rates in the nation at 93.1 percent, it is estimated that more than 90 additional lives could be saved every year if all motorists buckled up on every single trip.

“Although most motorists in Maryland do buckle up, it’s clear that many people still don’t take belt laws seriously,” Chief Jeff Spaulding, Westminster Police Department said. “So look for us to be out on the streets day and night making sure that everyone is buckled up.”

This year’s Click It or Ticket campaign will emphasize enforcement during nighttime hours – when drivers and occupants are less likely to wear seat belts. In 2006, according to the National Highway Traffic Safety Administration, 15,046 passenger vehicle occupants were killed between the nighttime hours of 6 p.m. and 6:00 a.m. Nearly two-thirds (of those killed at night were NOT wearing seat belts — compared to less than half of the passenger vehicle occupants killed during daytime hours. Preliminary results in Maryland during 2007 indicate that 52 percent of MD drivers killed in motor vehicle crashes at night (8 p.m. – 6 a.m.) were not wearing seat belts. By comparison, only 36 percent of drivers killed in daytime crashes were not wearing seat belts

Young people, men in particular, are at greatly increased risk, and are among those least likely to buckle up at night. In fact, the most recent data available shows that roughly 66 percent of Maryland drivers killed not wearing seat belts at night were between the ages of 19-34 years old. In 2006, 73 percent of male passenger vehicle occupants between the ages of 18 and 34 who were killed in crashes were NOT wearing seat belts.

Lt. Mark Gonder, Carroll County Sheriff’s Office said, “Worn correctly, seat belts have proven to reduce the risk of fatal injury in a crash by 45 percent for front-seat passenger vehicle occupants and by 60 percent in pickup trucks, SUVs, and minivans. In fact, national data shows that more than three-quarters of passenger vehicle occupants who were in a serious crash in 2006 and were buckled up survived the crash.”

Increased law enforcement activities, including seat belt checkpoints, will be conducted nationwide during the 2008 Click It or Ticket mobilization. Paid national advertising, as well as State advertising, will support the mobilization by promoting the life-saving benefits of regular seat belt use, especially nighttime belt use, to all motorists.

Regular seat belt use is the single most effective way to protect people and reduce motor vehicle crash fatalities. High-visibility enforcement has been proven effective at getting people to buckle up.

“Wearing your seat belt is easy and it costs you nothing. Not wearing your belt will probably cost you $25 in Maryland, or worse — it may cost you your life,” said Cpt. Jay Gribbin, Hampstead Police Department. “Be safe and buckle up day and night.”

“Buckle up” is one of the key messages of the State’s Choose Safety for Life campaign, a partnership to save lives and prevent injuries on Maryland’s roadways. For more information, please log onto www.choosesafetyforlife.com.

The Westminster Police Department, the Maryland State Police, the U.S. Postal Service and other allied law enforcement agencies are currently investigating a series of threatening letters received by department stores located in Carroll County on March 31, 2008. The letters were received at Boscov’s, Wal-Mart and Target stores in Westminster, as well as the Wal-Mart stores in Eldersburg and Hampstead.

Each letter contained similar threats and all appear to have been authored by the same individual(s), although that remains under investigation. The letters threaten a shooting incident at the establishments.

Investigation later determined that a similar letter was received at a Target Store in Germantown (Montgomery County). This case is being investigated by the Montgomery County Police Department. The United States Postal Inspection Service is collaborating on each of the investigations.

The Westminster Police Department is offering a cash reward of up to $500.00 for information leading to the arrest and conviction of the individual’s responsible for the malicious destruction of property in the areas of Union Street, Main Street, Pennsylvania Ave., Schoolhouse Ave. and McDaniel College.

Sometime between the late evening hours of Saturday February 23, 2008 and the morning hours of Sunday February 24, 2008 unknown subjects scratched and spray painted vehicles and buildings in these areas.

The Westminster Police Department is asking the public to assist us in identifying those responsible for these acts of malicious destruction of property. Anyone having information about these crimes are asked to call the Westminster Police Department on-duty supervisor at 410- 848-4646 or to remain anonymous call 410- 857-TIPS (8477).

Westminster cops to add computers to vehicles

Westminster police officers on patrol will soon have faster access to information now that the city police department was awarded a grant to outfit three of its vehicles with portable computers.

The computers were purchased with money from the Governor’s Office of Crime Control and Prevention, said Capt. Randy Barnes, a spokesman for the police department. The grant totaled $20,442.

The grant also included money for docking stations, so officers can set up their computers in their cars.

The computers will let police check driver’s licenses and vehicle information and see if suspects have outstanding warrants, Barnes said. Officers will also be able to create reports from their vehicles, allowing them to stay out on patrol longer, he said.

The computers will be connected to a network that will let Westminster officers communicate with police in Maryland, Virginia and Washington, D.C., who are logged onto the system at the time, Barnes said.

Last Friday, November 16th, 2007, Westminster Police Chief Jeff Spaulding and Westminster Wal Mart store manager Harry Anuszewski kicked off the 4th annual “Shop With A Cop” Christmas program at the Westminster Wal Mart.

They were joined by Bill Gereny - the owner of The Water Depot, Lori Graham representing the Night Train Foundation, members of the Westminster Police Department and curious shoppers.

In his remarks, Spaulding explained that the “Shop With A Cop is a program that allows our community to reach out to and help less fortunate children and families in our community and ensure that they have a great holiday season.”

The program which has helped 34 families and 72 children have a special Christmas in the past 3 years has designated 11 families and 24 children to be helped by this year’s efforts.

Spaulding said, “We are kicking off our celebration with the placement of this Angel Tree here at Wal-Mart. Each ornament on this tree represents a need for a needy child or family in our community. We are here today to invite the members of our community to be an ‘Angel’ and take one or more ornaments of the tree – purchase the gift – and leave the gift in this box here at the store. We will ensure that the gift is wrapped and delivered to the family in time for the holidays.”

The program was initiated by Wal Mart 4 years ago, said Spaulding. Wal-Mart approached us in the fall of 2004 and asked if we would be interested in partnering with them on this effort. We jumped at the opportunity and we haven’t looked back. They also provided the initial seed money to make it a reality. Without their corporate citizenship – and the efforts of their hardworking and dedicated staff – we wouldn’t be standing here today.”

Anuszewski said he was “looking forward to seeing all the smiles on the excited childrens’ faces” at this year’s Christmas at Wal Mart event. “We here at Wal Mart believe in giving back to the community as part of our ‘Good Works and Good Neighbors’ initiative.” He went to say that he has “been impressed with how the (Westminster) police officers are really in tune with the families.”

Spaulding noted that Shop With A Cop “allows these children to bond with our police officers in a positive and non-threatening environment – and it provides our officers and staff with the opportunity to give back to the community we serve while building what can be long-term relationships with some of our youngest citizens.”

Westminster Police Sergeant Keith Benfer said that last year more than 80 different businesses made donations to Shop With A Cop. This year, in addition to Wal Mart, the Night Train Foundation, and The Water Depot, other contributors include the Carroll County Technology Council, that is donating computers and the Westminster Fire Department and Fire Police, who are donating bicycles. Some of the other contributors in the community are the Greater Westminster Development Corporation and Tom Riggin.

Westminster Police dispatcher Linda Knott and Westminster Police Administrative Assistant Karen Bullock were all smiles as they traded notes and made plans with Lori Graham for shopping with the families and police officers on December 15 and the holiday party which follows.

It was remembered that at last year’s event, (as mentioned in a Westminster Eagle article by Kym Byrnes,) one of the children who was partnered with Westminster Officer Steve Launchi, declared him “soft and cuddly.”

As folks chatted together after the event, many nodded their heads in agreement as Graham remarked that “is truly remarkable the sense of community and holiday spirit in Westminster.”

And how everyone is looking forward to December 15 to witness the “soft and cuddly” police officers help bring the spirit of Christmas to some Westminster families.

On Tuesday, August 7, 2007, Neighborhoods throughout the City of Westminster, Carroll County, and across the nation are ask to join forces with thousands of communities nationwide for the "24th Annual National Night Out" event. National Night Out, is sponsored by the National Association of Town Watch (NATW) and co-sponsored by the various Law Enforcement Agencies and organizations nationwide. This event will involve over 11,000 communities from all 50 states, U.S. territories, Canadian cities and military bases around the world. In all, over 35 million people are expected to participate in "National Night Out Against Crime" on August 7, 2007.

National Night Out is designed to (1) Heighten crime and drug prevention awareness; (2) Generate support for, and participation in, local anti-crime programs; (3) Strengthen neighborhood spirit and police-community partnerships; and (4) Send a message to criminals letting them know that neighborhoods are organized and fighting back.

From at least 6 to 10 p.m. on August 7th, residents in neighborhoods throughout the City of Westminster, will lock their homes, turn on outside lights and spend the evening outside with neighbors and police. Many neighborhoods throughout the Westminster will be hosting a variety of special events such as block parties, cookouts, sidewalk parades, visits from police, flashlight walks, and youth activities.

In Westminster, Officers have been assigned to various communities, along with McGruff and K-9 demonstrations. Below you'll find a list of communities who are a part of National Night Out 2007.
