Commissioners claim successes

Carroll County saw considerable successes last year in areas such as farmland preservation and protecting valuable water supplies, but much work remains to be done.

Speaking at the annual State of the County luncheon sponsored by the Carroll County Chamber of Commerce, County Commissioner Julia Walsh Gouge said Carroll is among the top in the state for farmland preservation, and the water resource ordinance enacted last year was recognized by the federal government's Environmental Protection Agency as one of the best in the region.

But Commissioner Dean L. Minnich said other projects, such as paving gravel roads and providing relief to overburdened volunteer firefighters, are being squeezed as state legislators force unfunded mandates onto county government. January is Thyroid Awareness Month, a campaign of the American Association of Clinical Endocrinologists designed to inform the public of the importance of this organ and how to recognize when something goes wrong.

The thyroid is a butterfly shaped gland at the base of the neck that releases compounds, the thyroid hormones T3 and T4, in order to help regulate the body's metabolism, according to Dr. Mack Harrell, immediate past president of the association.

This year, the thyroid awareness campaign is focusing on hypothyroidism, the most common thyroid disorder, where decreased levels of thyroid hormones can create a wide range of symptoms from depression, lack of energy and weight fluctuations, to constipation, sensitivity to cold and dry, itchy skin.

According to information provided by the American Association of Clinical Endocrinologists, hypothyroidism is one of the most frequently misdiagnosed conditions in the U.S., with estimates that as much as 10 percent to the population may have the disease.

We recently received a notice from an outfit called iDNS - Internet Domain Name Services which encouraged us to renew our domain name….

It certainly appears to be a cleverly worded letter designed for the purpose of criminally tricking you into paying an exorbitant rate for your domain registration renewal – and in the process you will have moved your domain registration to iDNS which will then charge you excessive yearly maintenance fees….

There are also reports that you can – may lose control of your domain registration, an identity theft of sorts which will result in hours upon hours of frustrating time and money lost.

If you try to remedy your mistake, it has been reported that iDNS will not release your domain name – or charge you an exorbitant rate to release it.

In addition, several sites note that “it may be a phishing scam for credit card numbers…”, i.e., for stealing your credit card…

Shred it and pass the word. And encourage your state’s attorney’s office and state legislatures to aggressively pursue these attempts at fraud and criminal enterprise.

Changes could be coming to the standards by which fire and emergency response teams are graded around the county.

At a meeting of the County Board of Commissioners on Thursday, representatives from the county's planning and public safety agencies asked the commissioners to consider amendments to the county's fire and emergency response standards, including expanding the amount of time considered acceptable for fire departments and cutting down on the acceptable percentage of times emergency medical service providers can be documented as late or nonresponsive to calls in order to be rated "adequate" by the county.

The fire and emergency response times are tied to the county's concurrency management standards, which are designed to prevent residential growth from proceeding at a rate that strains public facilities like schools, sewers, water, and public safety. Each year, according to county code, a report is compiled by the county's Planning and Zoning Commission staff to assess the county's capacity to undertake more development and to make any recommendation for changes.


This year, Clayton Black, chief of development review for Carroll County, told the commissioners the only recommendation made by the staff is to amend the standards for fire and emergency medical services. Charles Douglas (Doug) Bostian, 71, died Fri., Jan. 8, 2016

He was an active life member of the Union Bridge Vol. Fire Co for 52 years, joining in May 1963.

A memorial service will be held at 2:00 p.m. Saturday, January 16 at the fire hall of the Union Bridge Fire Company, Whyte & Locust Sts., with Rev. Richard L. Michael, pastor of St. James Lutheran Church, Union Bridge and Deacon Charles Barnhart of Keysville Lutheran Church, officiating.

Charles Douglas (Doug) Bostian, 71, of Otterdale Mill Road, Taneytown, died Friday, January 8, 2016 at The Dove House, Westminster, after a two-year fight with cancer. He was the husband of Linda E. Bostian, his wife of 30 years. Born June 19, 1944, he was the son of the late Charles T. and Lois Hobbs Bostian of Middleburg.

He was an active life member of the Union Bridge Volunteer Fire Company for 52 years, joining in May 1963. He was a proud volunteer fireman, serving as president, vice president, trustee, on the executive board, the executive committee and he chaired many committees including the Building Committee. He was the chief cook and purchasing agent at the fire hall, always seen in the kitchen with his apron on. He was the Juniors' Director for many years and served as a delegate to the Maryland State Firemen's Association. Doug was the past president of the Carroll County Volunteer Firemen's Association in 2002-2003 and was inducted into their Hall of Fame in 2001. He served on many committees of the Firemen's Association.

He was a member of the Monocacy Lodge #203, AF & AM in Taneytown, serving as Worshipful Master in 1983. He was also a member of the Boumi Temple, Baltimore, the Western Maryland Shriners, 32nd Degree A & A Scottish Rite, Carroll Scottish Rite Club and Plymouth Chapter #41, Order of the Eastern Star. He was employed at the National Bureau of Standards (NIST) for 32 years, retiring in December 1999. He enjoyed his grandchildren, fire company activities, going to sales and auctions to collect "treasures", coin collecting, guns and tools.

In addition to his wife he is survived by two daughters Jennie Jack and husband Andrew of Hagerstown and Lottie Wieboldt and husband James of Honeye Falls, NY; four grandchildren, Braiden and Ashlynn Allen and Wyatt and Charles Wieboldt; two step grandchildren, Dylan and Kasey Jack; two nieces, Kristy Erb and Robin Zinn and two nephews, John and William Harchenhorn and two great nephews, Billy and Derek Erb. He was preceded in death by his parents and cousin, Melvin "Pete" Bostian.

A memorial service will be held at 2:00 p.m. Saturday, January 16 at the fire hall of the Union Bridge Fire Company, Whyte & Locust Sts., with Rev. Richard L. Michael, pastor of St. James Lutheran Church, Union Bridge and Deacon Charles Barnhart of Keysville Lutheran Church, officiating.

The family will have private inurnment services at Haugh's Cemetery, Ladiesburg.

In lieu of flowers, memorial contributions may be made to the Union Bridge Volunteer Fire Company, P.O. Box 1050, Union Bridge, MD 21791 or to The Dove House, 292 Stoner Ave., Westminster, MD 21157
