Facebook plans to announce at a developer event Monday that it will open up user-contributed information to third-party developers, according to a report Sunday in The Wall Street Journal.

The move seems a continuation of APIs (application programming interfaces) Facebook launched in February that let developers access content and methods for sharing in Facebook apps including Status, Notes, Links, and Video.

Of course, all this hinges on persuading Facebook's 200 million users to share their personal data, a topic that ruffled some feathers in February. Facebook users threatened to revolt after the company announced changes to its terms of service…

But facing a rebellion from thousands of users and a possible federal complaint from the Electronic Privacy Information Center, the social-networking service returned to its previous terms.

At the Central Intelligence Agency, it's known as "slow rolling." That's what agency officers sometimes do on politically sensitive assignments. They go through the motions; they pass cables back and forth; they take other jobs out of the danger zone; they cover their backsides.

Sad to say, it's slow roll time at Langley after the release of interrogation memos that, in the words of one veteran officer, "hit the agency like a car bomb in the driveway." President Obama promised CIA officers that they won't be prosecuted for carrying out lawful orders, but the people on the firing line don't believe him. They think the memos have opened a new season of investigation and retribution.

The lesson for younger officers is obvious: Keep your head down. Duck the assignments that carry political risk. Stay away from a counterterrorism program that has become a career hazard.

Obama tried personally to reassure the CIA workforce during a visit to Langley on Monday. He said all the right things about the agency's clandestine role. But it had the look of a campaign event, with employees hooting and hollering and the president reading from his teleprompter with a backdrop of stars that commemorate the CIA's fallen warriors. By yesterday, Obama was deferring to the attorney general whether to prosecute "those who formulated those legal decisions," whatever that means.

Recently in his speech in France, Barack Obama called America "arrogant." (1) I'm sure the French loved it -- And so did the liberal press.

But who is this president who calls the American people arrogant?

This is the same politician whose supporters anointed him "The One" and a candidate who boasted that his election would be remembered as "the moment when the rise of the oceans began to slow and our planet began to heal." (2)

This is the same man who indicated his disdain for small town and working Americans when he said they "cling to guns or religion or antipathy to people who aren't like them," while addressing a group of San Francisco caviar and champagne liberal elitists.

How arrogant is that? Arrogant enough?

In truth, President Obama seems to champion the twisted "Blame-America First" mentality of the worst of the American left.

More importantly, it shows an absence of wisdom to criticize the United States while on foreign soil, and then join with the Pelosi-Reid Democrats in Congress to do everything possible to end American exceptionalism and create a weak, dependent socialist state patterned after the examples of Europe.

He has taken steps towards nationalizing American auto companies; firing executives while leaving in power the same Union Bosses who funded his campaign and helped cripple the U.S.'s manufacturing base.

He has refused to let financial firms pay back taxpayer-funded bailout loans (3) so he can make them hostages to the whims of the Federal government.

As a lawyer, Obama once sued the same financial institutions on behalf of radical groups like ACORN for failing to use leftist social engineering criteria for lending instead of an applicant's ability to repay a loan.

He campaigned on "transparency" and "integrity" in government and then has nominated a rogue gallery of tax evaders, Washington bureaucrats, and lobbyists to run his Administration.

Obama brazenly follows his chief of staff's maxim of "You never want a serious crisis to go to waste...This crisis provides the opportunity for us to do things that you could not do before" (4) to cripple our free markets with massive taxation and spending that wrests away our freedoms and puts even our great-grandchildren in debt.

And now, anyone who dares speak out against or challenge Obama's ultra-liberal agenda, such as the hundreds of thousands of patriots who attended last week's Tea Parties, should expect to be labeled "unhealthy" by this Adminstration. (5) Now, THAT is arrogance!

You know that Barack Obama's hubris and charisma conceal the inexperience and lack of wisdom that our country cannot afford in its president.
And though the teleprompter and mainstream media liberals may delay America's realization of the peril the Obama White House portends for our future for a while, the eventual failure of leftist policies and ineffective leadership will not.

We must be ready when that time comes.

 On Monday a smiling President Barack Obama stopped by CIA headquarters for the first time since taking office. It was a charm offensive to give the agency a pep talk to help stave off low morale issues.

 This comes after he released, just last Thursday, four Office of the Legal Counsel memos classified “Top Secret,” that were authored by John C. Yoo, Jay S. Bybee and Steven G. Bradbury.

 The first document was dated August 1, 2002, two were dated May 10, 2005, and a fourth was from May 30, 2005. They laid-out the argument that certain interrogation techniques used by the CIA on suspected al Qa’ida terrorist detainees were legal.

 Missing among the documents is the information as to when high-ranking members of Congress were briefed on these activities.

 The release of the 124 pages is the latest in a series of affronts that amount to a breach of faith and trust with the men and women who are tasked with protecting us from danger and harm. This has been done solely for political gain – and to run a stick in the eye of the previous administration as a function of a “We Won” personal vendetta.

 Whispers in the hallways indicate that as a result of this latest round of cutting the CIA off at the knees has resulted in serious morale problems at the agency with many dedicated members of the (once)elite arm of our frontline national defense force looking for the door.

CYBER TROOPERS MAKE ARREST FOR SEXUAL SOLICITATION OF A MINOR

CYBER TROOPERS MAKE ARREST FOR SEXUAL SOLICITATION OF A MINOR

(Columbia, MD) – A man who had been making on-line plans for months to allegedly have sex with someone he thought was a 13-year old girl had his plans interrupted last night when he was arrested by members of the Maryland State Police Computer Crimes Unit.                       The suspect is identified as Robert A. Prall, 28, of the 6200-block of Sandrise Court, Elkridge, Md.  He is charged with one count of solicitation of a minor.  If convicted, he could face up to ten years in prison and/or a $25,000 fine.                       The investigation began in late February 2009, when an undercover state trooper assigned to the Computer Crimes Unit and the Internet Crimes Against Children Task Force posted a listing on an Internet site featuring on-line classified advertisements.  The on-line identity indicated the person was a young girl.                       Within days, a communication was received from an individual who identified himself as a 28-year-old man from Elkridge.  During the next two months, on-line conversations occurred between the man and the trooper posing as the 13-year-old girl.  Most of the conversations had sexual overtones or were outright  discussions of the two meeting for sex.  In the interim, investigators identified the adult as the suspect, Prall.                     On April 22, 2009, through email, texting and instant messaging, Prall made arrangements to meet the person he thought was the 13-year-old girl in Columbia and take her back to his home for sexual intercourse.  The two were to meet at 4:30 p.m. and would go to Prall’s home while his live-in girlfriend was away.                       Prall arrived at the designated meeting place shortly before 4:30 p.m. yesterday.  He was arrested by Maryland State Police and taken to the Waterloo Barracks for processing.                         State Police coordinate Maryland’s Internet Crimes Against Children Task Force, which is made up of federal, state, county, and municipal law enforcement officers dedicated to identifying and apprehending criminals exploiting and victimizing children through the use of the Internet.  The Maryland State Police Computer Crimes Unit investigates all varieties of computer related criminal activity and operates the Computer Forensics Laboratory.  State Police provide assistance to police departments throughout Maryland in computer crime investigations.

... Friday, April 24th Governor O’Malley, Lt. Governor Brown, and the entire O’Malley Administration will be coming to Westminster for “Capital For A Day” (CFAD).

This will be our first CFAD of the 2009 schedule, and we have moved it up a little earlier than expected, but are really looking forward to spending the day in Carroll County.

The Governor was invited to join the new USDA Secretary Tom Vilsack at an event at a local farm, and so we have decided to make the entire day a CFAD event.

The Governor’s schedule will be as follows, and we would like you to join him at any events that you are interested in attending.

Then around 2:15 pm, it is open to the public for the Mayor, Commission President Gouge, and Senator Haines to give brief comments and for a Q and A with elected officials and the Cabinet members. So the Cabinet meeting agenda would look like this:

THE PRESIDENT: Thank you, everybody. (Applause.) Thank you. Thank you. (Applause.) Well, thank you for the extraordinary welcome. And thanks, for those of you who prepared from the CIA gift shop -- (laughter) -- the t-shirts, the caps, the water bottles. (Laughter.) Michelle and the girls will appreciate that very much. (Laughter.)

It is a great honor to be here with the men and women of the CIA. I’ve been eager to come out here to Langley for some time so I can deliver a simple message to you in person on behalf of the American people: Thank you. Thank you for all the work that you do to protect the American people and the freedom that we all cherish.

The CIA is fundamental to America's national security. And I want you to know that that's why I nominated such an outstanding public servant and close friend, Leon Panetta, to lead the agency. He is one of our nation’s finest public servants, he has my complete confidence, and he is a strong voice in my national security team, as well as a strong advocate for the men and women of the CIA.

I also benefit from the counsel of several agency veterans -- chief among them, Steve Kappes, who's stayed on to serve as Leon’s Deputy, and he's done outstanding work. (Applause.) I have to add just as an aside, by the way, I just met with a smaller group of about 50 so we could have a dialogue, and all of you look really young. (Laughter.) And so to have a graybeard literally and figuratively -- (laughter) -- like Steve Kappes here I think is absolutely critical.

I also want you to know that we have one of your own, John Brennan, who is doing a terrific job as my advisor for counterterrorism and homeland security. And we are very grateful for the work that he does and the insights that he brings from his long years of service here at the CIA.

And I’d be remiss if I didn’t mention the extraordinary former CIA officer and Director of Central Intelligence, Bob Gates, who is also part of our Cabinet and every once in a while gives me a few tips. (Applause.)

Let me share with you just a few thoughts about the situation in which we find ourselves. First, I want to underscore the importance of the CIA. When the CIA was founded, you were focused on one overarching threat: the Soviet Union. And for decades, the CIA carried out a critically important mission. With the end of the Cold War, some wondered how important the CIA would be to our future. Now we know.

Here in the 21st century, we've learned that the CIA is more important than ever, for, as Leon mentioned, we face a wide range of unconventional challenges: stateless terrorist networks like al Qaeda, the spread of catastrophic weapons, cyber threats, failed states, rogue regimes, persistent conflict, and now we have to add to our list piracy.

The CIA is unique in the capabilities of collection, analysis and operation that you bring to bear. So you are an indispensable tool, the tip of the spear, in America’s intelligence mission and our national security. It is because of you that I can make good decisions. You prove that the key to good intelligence is not simply technology -- it's the quality of the men and women who have signed up to serve.

You're on the front lines against unconventional challenges. You help us understand the world as it is. You support the work of our troops and our diplomats and law enforcement officers. You disrupt terrorist plots and you're critical to our efforts to destroy terrorist networks. You serve capably, courageously, and from here in Virginia to dangerous outposts around the globe, you make enormous sacrifices on our behalf. So you should be proud of what you do.

Second, you need to know that you've got my full support. For decades, the American people have counted on you to protect them. I know that I've come to personally count on your services; I rely on your reporting and your analysis, which finds its way onto my desk every single day.

And I know you've got a tough job. I know there's no margin for error. And I know there are endless demands for intelligence and there is an urgent necessity to collect and analyze information, and to work seamlessly with other agencies to act on it. And what makes it tougher is when you succeed –- as you so often do -- that success usually has to stay secret. So you don't get credit when things go good, but you sure get some blame when things don't. Now -- (laughter) -- I got a "Amen" corner out here. (Laughter.)

Now, in that context I know that the last few days have been difficult. As I made clear in releasing the OLC memos -- as a consequence of a court case that was pending and to which it was very difficult for us to mount an effective legal defense -- I acted primarily because of the exceptional circumstances that surrounded these memos; particularly the fact that so much of the information was public, had been publicly acknowledged, the covert nature of the information had been compromised.

I have fought to protect the integrity of classified information in the past, and I will do so in the future. And there is nothing more important than protecting the identities of CIA officers. So I need everybody to be clear: We will protect your identities and your security as you vigorously pursue your missions. I will be as vigorous in protecting you as you are vigorous in protecting the American people.

Now, I have put an end to the interrogation techniques described in those OLC memos, and I want to be very clear and very blunt. I've done so for a simple reason: because I believe that our nation is stronger and more secure when we deploy the full measure of both our power and the power of our values –- including the rule of law. I know I can count on you to do exactly that.

There have been some conversations that I've had with senior folks here at Langley in which I think people have expressed understandable anxiety and concern. So I want to make a point that I just made in the smaller group. I understand that it's hard when you are asked to protect the American people against people who have no scruples and would willingly and gladly kill innocents. Al Qaeda is not constrained by a constitution. Many of our adversaries are not constrained by a belief in freedom of speech, or representation in court, or rule of law. I'm sure that sometimes it seems as if that means we're operating with one hand tied behind our back, or that those who would argue for a higher standard are naïve. I understand that. You know, I watch the cable shows once in a while. (Laughter.)

What makes the United States special, and what makes you special, is precisely the fact that we are willing to uphold our values and our ideals even when it's hard, not just when it's easy; even when we are afraid and under threat, not just when it's expedient to do so. That's what makes us different.

So, yes, you've got a harder job. And so do I. And that's okay, because that's why we can take such extraordinary pride in being Americans. And over the long term, that is why I believe we will defeat our enemies, because we're on the better side of history.

So don't be discouraged by what's happened in the last few weeks. Don't be discouraged that we have to acknowledge potentially we've made some mistakes. That's how we learn. But the fact that we are willing to acknowledge them and then move forward, that is precisely why I am proud to be President of the United States, and that's why you should be proud to be members of the CIA. (Applause.)

Third point -- third point: I want you to know how much the American people appreciate your service. Sometimes it's hard to acknowledge sacrifices made by the people whose work or even identity must remain secret. And that's part of the enormous burden that you carry when you sign up. You make extraordinary sacrifices giving up parts of your life in service to your country. Many of you take long deployments overseas. You miss seeing your families. You miss weekend barbecues and the birthday parties, watching your children grow up. You can't even exchange in the simplest pleasure of talking about your job or complaining about your job openly. (Laughter.)

There are few signs of patriotism more powerful than offering to serve out of the limelight. And so many of you have signed up to serve after 9/11 -- that's partly why you're all so young -- fully aware of the dangers before you. You serve courageously, but your courage is only known to a few. You accomplish remarkable things, but the credit you receive is the private knowledge that you've done something to secure this country.

That's a sacrifice that's carved into those marble walls. Those 89 stars stand as a testament to both the men and women of the CIA who gave their lives in service to their country, and to all who dedicate themselves to the mission of this Agency.

Now we must look forward to the future with confidence. All that you've achieved, I believe that the CIA's best days are still yet to come. And you will have my support and appreciation as you carry on this critical work. We live in dangerous times. I am going to need you more than ever, precisely because we're seeing changes in our foreign policy and we want to send a new message to the world. That requires better intelligence, not less of it. That means that we're going to have to operate smarter and more effectively than ever.

So I'm going to be relying on you and the American people are going to rely on you. And I hope that you will continue to take extraordinary pride in the challenges that come with the job.

It has been a tough decision, to be sure. We've come to cherish The Eagle banner, and have formed bonds with the community over the years.

Those bonds will continue. We'll continue to publish an online edition of The Eldersburg Eagle at our Web site, explorecarroll.com, and we also hope those who have come to count on The Eagle for news, opinion and commentary will follow us to our Sunday edition as well.

Last Friday I had the pleasure of attending the rededication ceremony for the Carroll County Community Media Center.

More than 80 people attended, and it was a reunion for many of us who have watched this great community asset come out of a closet in a basement at what was then Western Maryland College to become a first-rate facility with many talented artists.

Marion Ware, executive director commented that “the rededication was to celebrate five years in this shared community resource… and to recognize all the people and organizations that have made the vision … of community and connections possible.”

Maryland State Police: Barricade In Carroll County Has Ended

BARRICADE IN CARROLL COUNTY HAS ENDED

(Westminster, MD) - Maryland State Police found one person deceased after entering a Carroll
County home this afternoon where they had been since this morning after receiving a phone call from a man who threatened to harm himself.

The deceased has been identified as Carl Michael Byczkowski, 45, of the 600-block Glen Drive, Westminster, Maryland. He sustained a self-inflicted gunshot wound and was pronounced dead at the scene by a forensic examiner. Byczkowski will be taken to the Office of the Chief Medical Examiner in Baltimore for an autopsy.

Shortly before 9:30 a.m. today, troopers at the Westminster Barracks surrounded a single-family home in the 600-block of Glen Drive, in Westminster, Maryland, after receiving a call from a man at that address who said he was going to shoot himself. The man closed the interior blinds to the home when troopers arrived on the scene.

Responding troopers established a perimeter around the house. Due to the statement of the man in the house about his possession and use of a firearm and the proximity of the house to other homes, troopers quickly notified nearby residences to evacuate until the situation was resolved. Area schools were also notified of the incident, but none were in close proximity to the home to be in danger. Detours around the area were established by troopers.

The Maryland State Police Special Tactical Assault Team Element (STATE), negotiators from the Hostage Recovery Team, and a representative from the Carroll County
State’s Attorney’s Office responded to the home. Throughout the day, troopers attempted to make contact with Byczkowski, but never received a response.

At about 2:00 p.m. STATE Team members made a tactical entry into the single family home where they found Byczkowski deceased. No one else was in the home.
