Westminster police chief, mayor attack union chief over allegations of misspent money



Westminster's mayor and police chief denied accusations leveled by a union chief that they misspent money at the expense of public safety, saying the labor representative is trying to drive a wedge through the city's small police force.
Joined by two City Council members and the town manager, the officials went through an hourlong, point-by-point rebuttal of allegations raised by Gary McLhinney, who was hired by the Carroll County Fraternal Order of Police to push for collective bargaining rights for Westminster officers.
"This is nothing more than the Fraternal Order of Police trying to pressure the city, the Police Department and the chief," said Mayor Kevin R. Utz, a retired 28-year veteran of the Maryland State Police. Added Councilman Tony Chiavacci: "It's a game they're playing, and we're not playing the game."

Rank-and-file police officers are accusing the small department in Westminster of misspending money seized from drug suspects by buying iPads and iPhones for top commanders.

The Carroll County Fraternal Order of Police, through a Baltimore law firm it hired, also alleges in a news release that department leaders have pressured officers to work extra-duty shifts at Walmart, sometimes at the expense of patrolling city streets.

"We're looking for answers," said Gary McLhinney, a labor negotiator for Schlachman, Belsky and Weiner, a firm that represents police labor unions around the state. "Morale has clearly suffered because of the impression that the bosses are getting all the perks while the rank and file are left cleaning up the mess."

Westminster's mayor and police chief denied some of the allegations, such as requiring officers to work overtime at Walmart, and declined to comment on others, saying they wanted to confer with the city attorney before commenting publicly.

Mayor Kevin R. Utz, a retired 28-year veteran of the Maryland State Police, questioned the motive of the union's law firm, calling it "one of their steps to get the city to agree to collective bargaining," which the city of Westminster has refused to do. The Carroll County FOP represents the Westminster force on legal and civil matters.

"Clearly, someone disagrees with the manner in which some of the forfeiture funds have been spent," said Westminster Police Chief Jeffrey Spaulding, declining to confirm, as the law firm alleges, that he and his top commanders — a major and three captains — have iPhones or iPads purchased with funds collected as part of criminal forfeitures… http://www.baltimoresun.com/news/breaking/bs-md-ca-westminster-police-funds-20111212,0,7044577.story

Harry Zook, a former member of the Westminster Fire Department and the Westminster Police Department passed away November 14, 2008

Harry A. Zook, 83, of Westminster

Harry Arthur Zook, 83, of Westminster died Friday, Nov. 14, 2008, at Carroll Hospice Dove House.

Born Nov. 16, 1924, in Hanover, Pa., he was the son of the late Arthur Abraham and Ruth Zincon Zook.

He was a 1943 graduate of Westminster High School and was a World War II Navy veteran. He was a retired police sergeant with the Westminster Police Department, joining the force in December 1954 and retiring in March 1982.

He was a member of Grace Lutheran Church, Fraternal Order of Police Lodge No. 20 and a former member of the Westminster fire company.

Surviving are a daughter, Barbara E. Zook of Westminster; son and daughter-in-law John and Lori Zook of Westminster; and a grandson, Torey Daniel Zook.

He was predeceased by a son, William "Billy" Zook; and a sister, Delores Zook Ecker.

A funeral service will be held at 11 a.m. Wednesday at Pritts Funeral Home & Chapel, 412 Washington Road, Westminster, with his pastor, the Rev. Kevin Clementson, officiating. Interment will be in Westminster Cemetery.

The family will receive friends from 2 to 4 and 6 to 8 p.m. Tuesday at the funeral home.

Memorial contributions may be sent to Grace Lutheran Church, 21 Carroll St., Westminster, MD 21157.

On Tuesday, August 5, 2008, Neighborhoods throughout the City of Westminster, Carroll County, and across the nation are ask to join forces with thousands of communities nationwide for the "25th Annual National Night Out" event. National Night Out, is sponsored by the National Association of Town Watch (NATW) and co-sponsored by the various Law Enforcement Agencies and organizations nationwide.

This event will involve over 11,000 communities from all 50 states, U.S. territories, Canadian cities and military bases around the world. In all, over 35 million people are expected to participate in "National Night Out Against Crime" on August 5, 2008.

National Night Out is designed to (1) Heighten crime and drug prevention awareness; (2) Generate support for, and participation in, local anti-crime programs; (3) Strengthen neighborhood spirit and police-community partnerships; and (4) Send a message to criminals letting them know that neighborhoods are organized and fighting back.

From at least 6 to 10 p.m. on August 5th, residents in neighborhoods throughout the City of Westminster, will lock their homes, turn on outside lights and spend the evening outside with neighbors and police. Many neighborhoods throughout the Westminster will be hosting a variety of special events such as block parties, cookouts, sidewalk parades, and visits from police, flashlight walks, and youth activities.
