"Never waste a good crisis" has become the semi-official motto of the Obama administration.

We first heard it from the Machiavellian Rahm Emmanuel last November, when he said "you never want a serious crisis to go to waste. … It's an opportunity to do things that you think you could not do before." The gaffe-prone Hillary Clinton echoed this sentiment in Europe earlier this month. Then
President Obama, in his Saturday radio address, urged America to "discover great opportunity in the midst of great crisis."

Emergencies call for urgent responses that allow little time for substantive debate. That is why ambitious pols treat them like winning lottery tickets. In one sense, we can't blame them. Some lawmakers have been quietly feeding their pet ideas since the Watergate crisis or the recession of 1982. They missed out back then and won't see another chance in their lifetimes. So every aged idea got crated onto the stimulus bill. One thing we can say about this Congress: It has learned nothing and forgotten nothing.

(When I was young and idealistic, I lived in Charles Village for a year. Although I do not recall ever getting a parking ticket - parking and worry over parking enforcement are not my fonder memories. However, I will always remember my truck being towed once. To this day I never saw the sign… and I have never thoroughly understood why it was towed. If was an off-the-scale unpleasant experience. It re-wired my entire outlook on going to Baltimore for anything. In other major cities – I use public transportation – which is beyond horrid in Baltimore. Kevin Dayhoff)

Not even the U.S. Secret Service is immune from the wrath of Baltimore parking agents.

Baltimore parking authority officials confirmed today that Jenna Bush's Secret Service vehicle was towed for several unpaid parking tickets.

The Secret Service vehicle was towed from in front of Bush's South Baltimore home, a source told Investigative Voice. Vehicles are booted and towed for three or more unpaid parking tickets.

STATE POLICE ARREST TEACHER FOR SOLICITATION OF A MINOR

(Bel Air, MD) The Maryland State Police Computer Crimes Unit arrested a Harford County middle school physical education teacher today for allegedly sexually soliciting a fifteen year old boy from Prince George�s County.

The accused is identified as Jonathan S. Dick, 43, of the 1300-block of Sheridan Place in Bel Air. He is charged with two counts of solicitation of a minor. If convicted, Dick could be sentenced up to ten years and/or a $25,000 fine per count.

The Maryland State Police Computer Crimes Section began this investigation in February after receiving a complaint from the victim�s parents when they located disturbing sexual text messages between the juvenile victim and Dick. Investigators obtained the juvenile�s cellular phone and laptop computer and were able to recover the Internet chats. The solicitation occurred over a period of several weeks, after the juvenile and Dick began communicating on a social networking website. Investigators were able to trace the account information back to Dick.

Police learned that Dick is employed as a physical education teacher at Fallston Middle School in Harford County. He also serves as a boys lacrosse coach at Fallston High School.

Police executed a search warrant at Dick�s Bel Air residence early this morning, seizing a desktop computer, a laptop computer, and several printed documents and pictures relevant to the investigation. The seized computers will be sent to the State Police Computer Forensics Laboratory for examination.

Dick was arrested at the Harford County Administrative Offices at noon today. He was then processed at the Bel Air barrack and transported to the Harford County Detention Center. A bond hearing before a court commissioner will occur later today.

Because this investigation involves a teacher, the State Police coordinated efforts with the Harford County Child Advocacy Center, the Harford County State�s Attorney Office, and the Harford County Public Schools administration.

This case continues to be investigated by the State Police and the Harford County Child Advocacy Center. Anyone with any information concerning this case is urged to contact the Center at 410-638-3294.

The Computer Crimes Unit�s primary mission is to protect children from computer-facilitated sexual exploitation. The unit works cooperatively with law enforcement agencies and prosecutors to provide resources to combat these crimes. The unit is also charged with helping to prevent the spread of these crimes through education and community awareness.

The Parade starts at 44th Street at 11 am and is held every March 17th, except when March 17th falls on a Sunday, it is celebrated the day before, Saturday the 16th because of religious observances.


The parade marches up Fifth Avenue past St. Patrick's Cathedral at 50th Street all the way up past the American Irish Historical Society at 83rd and the Metropolitan Museum of Art at 83rd Street to 86th Street, where the parade finishes around 4:30 - 5:00 pm

WOODBINE, Md.

Maryland horse owners are "dumping" their unwanted livestock at 10 times the rate of last year, and the horses they're shedding are not just backyard ponies, according to informal statistics from rescue organizations.

Horse-rescue operators are wrestling with a staggering number of horses in need of homes, a byproduct of the region's crumbling economy, struggling racetracks and the closure of U.S. slaughter plants.

Kathy Howe, president of the Days End Farm Horse Rescue in Woodbine, keeps records of every call the farm receives from owners trying to surrender horses.

In February 2008, Days End received eight calls involving eight horses. In February 2009, Ms. Howe recorded 17 calls involving 101 horses - a tenfold increase in just one year. Of the 101, 47 were thoroughbreds.

The majority of callers say they're surrendering their horses for financial reasons, Ms. Howe said…

But Nicky Ratliff, executive director of the Carroll County Humane Society, thinks many are racing or show horses no longer wanted in the industry for financial or performance reasons.

"Any time that you are using animals for any kind of competition, a certain percentage of those animals will never be able to compete on the necessary level," Ms. Ratliff said. "You're only going to take the cream of the crop. You see how they perform, and the ones that don't, don't have another use."
