The Maryland State Police put the Maryland snow emergency plan in effect for Carroll County MD at 2 a.m.

The Maryland Department of Transportation announced that the Maryland State Police put the Maryland snow emergency plan in effect at 2 a.m. Saturday morning for Carroll County.

Previously the snow emergency plan went into effect the previous Friday evening for much of Western Maryland counties: at 11 p.m. for Allegany County; 10:30 p.m. for Garrett County and 11:30 p.m. for Washington County.

According to the department of transportation, the state police declare snow emergencies after receiving input from the Maryland State Highway Administration.

Once the snow emergency has been declared, parking is prohibited on streets and roads that are designated as snow emergency routes and the snow tires, all weather tires and or chains are required for vehicles traveling on the roadways.

When checked at 2:45 a.m., the National Weather Service forecast for Westminster and Carroll County had a “winter weather advisory posted.” “Snow before 4 am, then snow, freezing rain, and sleet. Low around 26. East wind around 8 mph. Chance of precipitation is 100%. Total nighttime ice accumulation of less than a 0.1 of an inch possible. Total nighttime snow and sleet accumulation of 1 to 3 inches possible.”

For Saturday night the weather service was forecasting mostly cloudy skies. But most importantly for Ravens fans, the Sunday forecast says, “A slight chance of rain, freezing rain, and sleet after noon. Increasing clouds, with a high near 33. East wind around 6 mph. Chance of precipitation is 20%.” And later Sunday night, Rain likely, possibly mixed with freezing rain, becoming all rain after 1am. Cloudy, with a low around 32. East wind between 3 and 6 mph. Chance of precipitation is 60%. New precipitation amounts of less than a tenth of an inch possible.”

(Reuters) - Eastman Kodak Co, which invented the hand-held camera and helped bring the world the first pictures from the moon, has filed for bankruptcy protection, capping a prolonged plunge for one of America's best-known companies.

The more than 130-year-old photographic film pioneer, which had tried to restructure to become a seller of consumer products like cameras, said it had also obtained a $950 million, 18-month credit facility from Citigroup to keep it going.

U.S. Department of State: Denial of the Keystone XL Pipeline Application

Denial of the Keystone XL Pipeline Application
Media Note
Office of the Spokesperson
Washington, DC
January 18, 2012

Today, the Department of State recommended to President Obama that the presidential permit for the proposed Keystone XL Pipeline be denied and, that at this time, the TransCanada Keystone XL Pipeline be determined not to serve the national interest. The President concurred with the Department’s recommendation, which was predicated on the fact that the Department does not have sufficient time to obtain the information necessary to assess whether the project, in its current state, is in the national interest.

Since 2008, the Department has been conducting a transparent, thorough, and rigorous review of TransCanada’s permit application for the proposed Keystone XL Pipeline project. As a result of this process, particularly given the concentration of concerns regarding the proposed route through the Sand Hills area of Nebraska, on November 10, 2011, the Department announced that it could not make a national interest determination regarding the permit application without additional information. Specifically, the Department called for an assessment of alternative pipeline routes that avoided the uniquely sensitive terrain of the Sand Hills in Nebraska. The Department estimated, based on prior projects of similar length and scope, that it could complete the necessary review to make a decision by the first quarter of 2013. In consultations with the State of Nebraska and TransCanada, they agreed with the estimated timeline.

On December 23, 2011, the Congress passed the Temporary Payroll Tax Cut Continuation Act of 2011 (“the Act”). The Act provides 60 days for the President to determine whether the Keystone XL pipeline is in the national interest – which is insufficient for such a determination.

The Department’s denial of the permit application does not preclude any subsequent permit application or applications for similar projects.

Jay Hancock: O'Malley gets publicity savvy about tax hikes

O'Malley gets publicity savvy about tax hikes

[....]

There had been discussion about reviving Maryland's millionaire tax, which would have raised the state's rates and hurt its rankings on lists compiled by the Tax Foundation, corporate site-location consultants and others. By proposing to eliminate income-tax deductions and exemptions for households over a certain threshold, however, the governor is proposing a tax hike withiout hurting Maryland's tax-rate rankings. Instead of a rate increase it'll be an effective tax increase on a fifth of Maryland households, many of which aren't close to the millionaire category.
