Former Carroll County Commissioner Roger Mann has died

Roger Mann was a county commissioner from 1974 to 1982

According to an obituary published by the Fletcher Funeral Home early Tuesday afternoon, January 27, 2014, former Carroll County Commissioner Roger Mann has died.


Former Carroll County Commissioner, Roger L. Mann, 85, of Selbyville, Delaware, formerly of Westminster, died Tuesday, January 27, 2015, at Homewood at Plum Creek.  Born December 4, 1929, in Finksburg, Maryland, he was the son of the late Carroll I. Mann, Sr. and Alpha Schaeffer Mann.

He began working, as a teenager, at Congoleum Industries in Finksburg, and shortly thereafter, became a lifelong entrepreneur.  He owned various produce stands in the Westminster and Finksburg area, Woodsboro, and Ocean City, Maryland; operated Mann’s Cider Mill in Westminster; and also for many years, owned and drove school busses in the Westminster area.

Roger was a two term Carroll County Commissioner, having been elected first in 1974, and re-elected in 1978.  Following his retirement from the Commissioner’s office, he relocated to Selbyville, Delaware, opened his produce stand in Ocean City, Maryland, and wintered in Florida.

He is survived by a son, Roger Larry Mann of Pooler, Georgia, a sister, Betty Mann Wiley of Estero, Florida, devoted friend, Gladys Morelock of Littlestown, Pennsylvania, and nieces and nephews, Kenny Mann, Joyce Crigger, Jerry Mann, Debbie Munshower, Cindy Lewis and Sandy Magnante.

He was predeceased by his former wife, Mae Barnhart Mann, and brother, Carroll I. Mann, Jr.

The family will receive friends on Thursday from 4 to 7 p.m. at the Fletcher Funeral & Cremation Services, 254 E. Main St., Westminster.

Funeral services will be held Friday at 1 p.m. at the funeral home.  Interment will follow in Finksburg Cemetery.

I have worked with Del. Cavey for many years and I have appreciated every moment of it. Del. Cavey is thoughtful, very bright, insightful, a strategic thinker and always seems to easily understand the context in we serve and see the bigger picture. 

In an era when it is not good enough to be the best, Del. Cavey is nice.

And yes, many of us are looking forward to Cavey now “participating in the administrative side of things in Annapolis during Hogan's term as governor…”

At a time when reaching across the aisle and playing nice in order to move the ball forward; Del. Cavey is perfect for leadership in the Hogan administration in Annapolis.

Del. Cavey knows Maryland government and remembers when members of Maryland General Assembly may have disagreed upon various issues; but they always worked together harmoniously for the greater good of Maryland. Remember the name Cavey – it rhymes with civility.

WE are looking forward to many great things from Del. Cavey.

When the Maryland General Assembly kicked off its 90-day session a week ago, two members of the House of Delegates from Baltimore County were missing.

One of them is a familiar name to people living in rural parts of the county — Del. Wade Kach, a fixture in the Maryland State House for four decades. The retired teacher just kept getting reelected.

The other missing delegate is not nearly as familiar — Chris Cavey.

Cavey served as a Baltimore County delegate for just 16 days. Clearly, some explanation is in order.

Kach did the smart thing and ran for Baltimore County Council instead.

His name recognition and reputation as a diligent, moderate conservative helped him defeat one-term incumbent GOP Councilman Todd Huff of Lutherville.

Kach then won easily in November with 68 percent of the vote.

He was sworn in as a councilman in early December, leaving a void in the county's legislative delegation. By law, the Republican Central Committee for the county gets to appoint a replacement, with the governor's consent.
Enter, Chris Cavey.

The former insurance agent has been a longtime field worker for Republican candidates. He served as chair of the Baltimore County Republican Party for seven years and as first vice-chair of the state Republican Party for 7 1/2 years.

Hogan and Lt. Gov. Boyd Rutherford attended Cavey's swearing-in ceremony in the House chambers. The interim delegate's grandchildren held the Bible as he took the oath of office.


Now that Chris Cavey's name has been entered in the legislative record book, he can turn to his next assignment — participating in the administrative side of things in Annapolis during Hogan's term as governor…

The Obama administration on Monday announced an ambitious goal to overhaul the way doctors are paid, tying their fees more closely to the quality of care rather than the quantity.

Rather than pay more money to Medicare doctors simply for every procedure they perform, the government will also evaluate whether patients are healthier, among other measures.

The goal is for half of all Medicare payments to be handled this way by 2018.

Monday’s announcement marks the administration’s biggest effort yet to shape how doctors are compensated across the health-care system. As the country's largest payer of health-care services, Medicare influences medical care generally, meaning the changes being initiated by the administration will likely be felt in doctor's offices and hospitals across the country.

TROOPERS ARREST THREE YOUTHS FOR SHOOTING AT VEHICLES ON I-95 IN CECIL CO.

(ELKTON, MD) – Three juveniles, who are believed to have shared a BB rifle to shoot the windows of more than a dozen vehicles traveling on I-95 in Cecil Co., have been identified and charged by state troopers who apprehended them within minutes of the latest incident.

The three were charged late last night as juveniles and are identified only as males, ages 14, 15, and 16, from Elkton, Md. They are charged with reckless endangerment, malicious destruction of property, throwing/shooting an object at a vehicle, and trespassing. All three were released to the custody of parents, pending a juvenile hearing.

On January 16, 2015, Maryland State Police at the JFK Highway Barrack took their first recent report regarding a vehicle window damaged while traveling south on I-95 near Deaver Road, in Elkton. Other incidents occurred on the 23rd and 24th. Troopers began patrol checks in the area in an attempt to identify those responsible.

Shortly after 9:30 p.m. yesterday, a trooper was making a patrol check in the area when a victim called the barrack to report his window had just been shot out. The trooper contacted the victim while he was still on the phone with the barrack. Additional troopers were summoned to the area. A search led troopers to a home in the area. A vehicle leaving the home was stopped and three juveniles and an adult were contacted. One of the juveniles lived at the nearby home.

Further investigation led to the identification of all three juveniles in the car as those responsible for the shootings. Troopers recovered a BB rifle that belonged to one of the three at the nearby home where he lived.

At this time, the investigation indicates the three may have been responsible for shooting at and damaging the passenger side windows in 18 vehicles. The vehicles are all types, including cars, buses, and tractor trailers. The total cost of the damage to the vehicles is estimated to be at least $15,000.

Troopers found where the Maryland Transportation Authority fence that runs along the interstate had been cut, permitting access to the southbound lanes of I-95. They believe the three suspects set up near the interstate and aimed for the passenger windows of vehicles traveling southbound on I-95. The investigation indicates the three may have shot at 50 vehicles, striking 20 or more. The three took turns using the BB gun owned by one of the suspects to shoot at vehicles, usually during the hours between 7:00 p.m. and 10:30 p.m.

When the windows were struck by the projectile, some shattered, some cracked, and some sustained just a hole. Fortunately, no drivers reported any injury to themselves or their passengers. However, most reported being very frightened when their window was struck and shattered.

Troopers believe there may be additional victims. Anyone who sustained passenger window damage during January in the area of southbound I-95 and Deaver Road near Elkton, is urged to contact the Maryland State Police at 410-537-1150.

After a week filled with briefings concerning the rise in Medicaid costs and the status of health insurance in Maryland, the activity in the General Assembly will now ramp up into high gear following the historic inauguration of Maryland's 62nd Governor, Larry Hogan and Lt. Governor, Boyd K. Rutherford.

 

My husband, Mark, joined me for the snowy Inauguration ceremonies on Wednesday and for the Gala that evening.

  

The Inauguration had a special significance for Carroll Countians. I was proud to help arrange for Carroll instructor, Lt. Col. Lee Mitchell, and his three daughters, to perform at the Pre-Inauguration Ceremony.

Lt. Col. Mitchell, a former member of the Baltimore Opera, is a world-renown singer and is currently the senior Army Instructor of the JRROTC at Century High School. 
  
He sang a heartwarming rendition of the "God Bless America" and "Impossible Dream," the signature song from the musical "Man of La Mancha." Three of Lt. Col. Mitchell's four daughters, Cierra, 29, Christen, 24, and Chelsea, 14, performed "America the Beautiful."

Having the Mitchell's perform at the Inauguration was one of the true highlights of the day.

Maryland finally has a Governor who will actually stop spending more than he is taking in in revenue. Our focus will continue to be towards lowering taxes on Maryland's families and ensuring that our business climate is one that will allow our families to get back to work. The growth in Medicaid is the single largest pressure on the state budget and there is no end in sight. As a member of the Health and Government Operations Committee, in addition to briefings on the budget and Medicaid, we also heard reports from the Maryland Healthcare Commission on TeleHealth, the Patient Centered Medical Home Pilot Program, a report on MRI study of self-referrals, and a report on Health Insurance Assignment of Benefits & Re-imbursement of Non-Preferred Providers.

I just called by 646-712-8141. I did not answer because neither me, nor my phone recognized the number. A quick search on the internet reveals that it is a scammer according to multiple posts, for example, “Business loan offer from a robo-call.” Another post said, “Unknown caller is a breather. The breather called to our personal home phone which is an unlisted number. I've been getting numerous unwanted calls at all hours of the day/night by various phone numbers. I'm very unhappy about this.”

According to MyCallBot: “Central Office: NWYRCYZN01, NY - NEW CINGULAR WIRELESS PCS, LLC – NY”

A (real) friend on Facebook recently wrote what many of us are feeling these days, “About a month ago, we ditched our landline to save a few bucks and to free us from the dozens of robocalls, marketing surveys and other come-ons. Since then, my cell phone has received Frederick city-sponsored poll, a woman who wants me to save on my car insurance and, just now, a recording that says I just won a cruise to the Bahamas. When we had the landline, I could pretty much guarantee a call on my cell phone was worthwhile. What the hell is going on?”

I’m guessing here – but I can only imagine that this is all okay with the telecommunications industry – that is not known for really caring about the user experience of its customers.

Apparently the recent spate of unwanted phone calls – and text messages has spawned a cottage busy with lawyers: “Why You Should Report Text Message Spam… Stop Text Message Spam … Did you know that it’s illegal for marketers to send you a text message without your consent?  According to the Telephone Consumer Protection Act (TCPA) if a company sends you an unsolicited text message, then they are responsible to pay you $500 for each spam text message that they sent you.   This law is in place to protect you from the annoyance, nuisance, and invasion of privacy from these telemarketers.  If you report the unsolicited text message that you received to us, we’ll track down the sender of the text message and help you recover $500 for each unsolicited text message you received.  We’ve helped hundred of individuals collect against telemarketers for their spam text message campaigns.  Report now above and we’ll see if we can help you recover $500 for each text message.”

After hardly ever getting spam phone calls on our cellphones for many years, in the last two days we have received two unwanted sales calls – calls that, in reality were probably attempts to commit fraud…

Today, the phone call was from 602-346-9758. I answered it. Yes, I understand that I probably should not have answered it…

The computer-generated robocall immediately began, “Attention, this is not a sales call. You have been referred by a friend to receive a free wireless system.  There is no cost for this system." 

What a load of crap… I did wait for the opportunity to block it.

Do NOT answer a phone call in which the caller id indicates that the number is 909 387 2418. I got the call earlier today.

Fortunately, I have a policy that if you are not in my phone system, I usually, more often than not, do not answer the phone. This policy has saved me an enormous amount of time. Furthermore, this policy has probably saved me from many scams.

Today I got a phone call from 909 387 2418. I did not answer it. Afterwards, a quick search on the internet indicated it was indeed spam. For example, http://www.scamcallfighters.com/scam-cal:

“Scam Phone Number 9093872418, Robocall 909-387-2418. Important message about your credit card: https://www.google.com/webhp?sourceid=chrome-instant&ion=1&espv=2&es_th=1&ie=UTF-8#safe=off&q=909-387-2418

“Calls and would not leave any message. Picked up and found a recording. "Important message about your credit card. Press 1 to speak to a representative". Clicked 1 hoping that I could get them to take me off, to escape the harassment but the line went dead. That's it! Waste of time... I've blocked this number for good” http://www.scamcallfighters.com/scam-call-9093872418-Robocall-909-387-2418--Important-message-about-your-credit-card--Credit---Debit--ATM-Card-Fraud-17791.html

Another post by “David Fights, Lead Investigator for Scamcallfighters,” reports, “This must be the "lower your interest rate" scammer. It's good that the darned system is not working! That should save the gullible from getting scammed.

“By enticing people with offer to lower interest rate, the scammers get the victim to reveal his personal & banking info apart from credit card details!

“According to the FTC, the companies behind these Card Services Offers can’t do anything for you that you can’t do for yourself, for free. If you are not able to get the rates reduces with your card issuer, neither would they. These scammers try to obtain your card details and will steal money as ‘fees’.

“However, FTC’s Telemarketing Sales Rule prohibits companies that sell relief services like these rate reduction scams on the phone from charging a fee before they settle or reduce your debt.

“You should file complaint with FTC, whenever you get a ‘Card Services’ call.
