Information release from the Sykesville Police Department

Information release from the Sykesville Police Department

May 20, 2009

In an effort to obtain current information out to the community and dispel rumors, the Sykesville Police Department is releasing the following:

On May 15th, 2009, at approximately 4:45 pm a white male operating a mustard colored vehicle attempted to speak to a young child riding his bike on Harlan Lane. It is unknown what, if anything, was said as the child ran home to inform his parents. The parents contacted the police, the area was checked but the individual was not located.

Our officers have increased patrols in the area and will maintain a visible presence. To date, no crime has been committed. However, we do take these matters seriously and are eager to identify this person. It may have been a harmless gesture or event, but we want to gather all information in an effort to identify and question this person.

I certainly appreciate the support and cooperation of the community but we still need to approach this matter will great sensitivity and caution.

The Town of Sykesville will have a new mayor for the first time in 15 years.

Michael Miller won the mayoral contest with 294 votes while incumbent Mayor Jonathan Herman received 266 votes in the May 5 town election, according to results released by Town Clerk Janice Perrault.

Reed, 44, is a Sykesville Middle School clerical worker in Sykesville; Shaw, 43 is a Long and Foster associate real estate broker in Columbia and owner of Allied Quick Print, Inc. in Elkridge; and True, 43 is a computer consultant for CAS Severn in Severn.

For the remaining candidates, Howard Saslow received 212 votes, John Ellis received 199 votes, Julia Betz received 185 votes, Robert Willey received 140 votes and James Dore received 91 votes.

The Town Council and mayoral terms last four years.

The mayor receives a monthly stipend of $400, or $200 for months with one meeting.

Cutting the 'Horse Train Stop' of Sykesville out of Howard County

It was back on April 17, 1931, that the General Assembly approved legislation entitled "Chap 279 Unincorporate Sykesville in Howard Co."

The early beginnings of the "Horse Train Stop" as it was first called — the area we now know as Sykesville — trace back to the 1820s.

The Town of Sykesville was not officially incorporated until the state legislature passed Chapter 256 of the Acts of 1904.

The first mayor was Edwin M. Mellor Sr.

Although the 1931 legislation is complicated, the gist is to dissolve the Howard County portion of the town — or to "exclude all that part of (Sykesville) which lies in Howard County from its corporate limits."

I really do not know for a fact why it was decided to take away the part of the Town of Sykesville that existed in Howard County.

The answer might be because much of the Howard County portion of the town washed away in the devastating flood of July 1868 and never really recovered.

According to an introduction written by Duane Doxzen for Linda F. Greenberg's excellent history, "Sykesville Past and Present," written in 2000, the flooding resulted from a "reported 18 inches of rain in half an hour. ... 50 people died, and homes, mills and other businesses were reduced to rubble."

Of course, I can guess that perhaps another reason is that it gets a little too, how should I say, "interesting," to govern a municipality that exists in two counties.

I mean, think about it. If you believe dealing with one county government has its interesting moments, try dealing with two.

In Maryland, there are several municipalities whose boundaries lie in two counties. One of which, of course, is right here in Carroll County (and Frederick County) — Mount Airy.

One municipality, Delmar, exists in two states — Maryland and Delaware. Ay caramba, it gives me a headache just to think of the challenges that must bring.

For this week's question, I'm going to ask what may well be the most difficult question I've ever asked.

Really.

Since 1900, other than the Howard County portion of Sykesville, only one town in Carroll County dissolved its municipal charter and disbanded having a town or city government. Which town is it?

OK, OK. Because it's such a hard question, I'll give you a hint. It dissolved its municipal government in 1939.

Community invited to celebrate and join the fun!
Sykesville Fire Department’s 75th Anniversary Parade Rolls Down Sykesville’s Main Street this Sunday

SYKESVILLE, MD –The Westminster Municipal Band will lead the 75th anniversary parade of the Sykesville Freedom District Fire Department on Sunday, September 21, at 2 p.m. in Sykesville. The Department’s oldest living members will proudly serve as Honorary Parade Grand Marshals: Mr. Louis Rosier (87 years old), and Mrs. Isabella Harding (101 years old).

Participants will gather at the Sykesville Middle School and the parade will step out at 2 p.m. and move down Springfield Avenue to Main Street, ending at the south end of Main Street, the original site of the department. Following the parade, participants and parade watchers are all invited to the current Sykesville Freedom District Fire Department at 6680 Sykesville Road for light refreshments.

The parade will include antique fire engines, fire apparatus from neighboring departments, Boy Scouts, Girl Scouts, local service organizations and car clubs. Past Department fire chiefs, presidents, auxiliary and life members will also participate.

Sykesville plans to borrow $1M

SYKESVILLE — Taking advantage of the current economic slump and low interest rates, the Town Council is refinancing about $600,000 of debt and plans to save about $64,000 in the process.


Town Manager Matthew Candland said Sykesville will also borrow an additional $500,000 for capital projects. The total amount the town is looking to borrow will be slightly more than $1 million.

(Town Treasurer Irma Bast) said the loans the town are refinancing have interest rates varying from 5 percent to 6.5 percent. The new loan will have an interest rate of 3.46 percent, Bast said.
