Brian Joseph Hill, who was arrested last Friday in Hagerstown, Washington County, for the alleged attempted murder of a Carroll County Sheriff’s Deputy during a June 14 traffic stop, has been delivered to the Carroll County Detention Center.

Hill had been held at the Washington County Detention Center since his arrest on Friday, according to a release issued by Jonathan Light of the Sheriff's Office.

In addition to additional pending charges stemming from the five days he was fleeing apprehension, Hill faces numerous charges in the June 14 attempted shooting of a sheriff’s deputy.

Those charges include first-degree attempted murder, first-degree assault, reckless endangerment, use of a handgun in a felony/violent crime, possession of a handgun, possession of marijuana with intent to distribute and possession of marijuana, police said.

Following numerous tips from around the region, a search warrant was secured for a residence inside Hagerstown city limits. Hill was the subject of a nationwide search, and a reward of $10,000 for information leading to his arrest was posted last Thursday.

Brian Joseph Hill, who was arrested last Friday in Hagerstown, Washington County, for the alleged attempted murder of a Carroll County Sheriff’s Deputy during a June 14 traffic stop, has been delivered to the Carroll County Detention Center.

Hill had been held at the Washington County Detention Center since his arrest on Friday, according to a release issued by Jonathan Light of the Sheriff's Office.

Early Monday morning area police agencies quickly responded to the scene in the 1200 block of Old Westminster Pike at Rash Manor Drive where a motorist attempted to shoot a Carroll County Sheriff’s Deputy.

At approximately 2:28 a.m., a Carroll County Sheriff’s Deputy was heard on the police scanner to report that a black male suspect had fired upon the deputy during a traffic stop.

Black male Old Westminster Pike… the suspect’s gun misfired, “I got one round off,” the deputy was heard to say on the police scanner.

Units from the Carroll County Sheriff’s Office, Maryland State Police, and Westminster Police Department quickly responded.

According to the police scanner, the suspect sped away from the traffic stop only to have his vehicle quickly overturn. The suspect then fled on foot and the manhunt began in earnest.

He was identified as a 20 to 30 year-old male, dark shirt with dreadlocks and a possible last-known address was listed as Wimert Avenue in Westminster

A police perimeter was established and the Maryland State Police helicopter was called to aid in the search.

A gun was recovered from the suspect’s vehicle. According to information gathered from the police scanner it did not seem that the deputy was hurt.

As of 5:30 a.m., police tracked the suspect’s trail to Route 140 where the trail went cold. According to the police scanner, police speculated that he may have hitched a ride to unknown whereabouts at that point.

As this story goes to press, at 5:30 a.m. the manhunt and the investigation continued.

Carroll County’s District and Circuit Court buildings in Westminster were evacuated for several hours this past week when a traffic clerk received a bogus bomb threat.

At midday Wednesday, Maryland State Police, Westminster City Police, and the Carroll County Sheriff’s Department closed both courthouses located on the city’s North Court Street because of a telephoned bomb threat, the State Police reported.

At approximately 12:45 p.m on Wednesday, Maryland State Police, Westminster City Police, and the Carroll County Sheriff’s Department responded to both courthouses located on North Court Street in Westminster upon the report of a bomb threat, according to a State Police news release.

Commissioners plan to put resident troopers back in budget

Keeping nine troopers this year would result in $400,000 surplus

A discussion this past week about deferring the transition of nine resident Maryland State Police troopers to Sheriff's Office deputies turned into a political debate between Commissioners Julia Gouge and Michael Zimmer.

"You're strongly in favor of the sheriff, but don't mess it up by putting in this other crap," Gouge said to Zimmer during a heated back-and-forth at the commissioners' May 11 meeting.

In total, the county currently contracts 45 resident troopers to help patrol the county, in addition to Sheriff's Office deputies.

A Zimmer-initiated proposal would have moved to transfer nine resident trooper positions into the Sheriff's Office to save $400,000 in fiscal 2012.

But Gouge and Commissioner Dean Minnich gave county staff direction to keep the nine resident troopers in this year's proposed county budget, based on an offer by state police to reduce its contract cost to the county -- an offer that would save $400,000 in the county's proposed fiscal 2011 budget.

Zimmer fought the move, wanting instead to begin this year the phase-out of the troopers and a gradual hiring of additional Sheriff's Office deputies to take their place.

Two work sessions on the issue, on May 11 and May 13, included heated exchanges between Gouge and Zimmer.

On Saturday, May 10, 2010 the Carroll County Detention Center will be hosting an Open House for the general public between 9:00 a.m. and 11:00 a.m.  The Open House will include tours of the facility as well as light refreshments. This Open House is in conjunction with National Correctional Officer’s Week. National Correctional Officer’s Week is intended to recognize the many accomplishments of correctional officers and correctional employees. Tours will be limited to those persons eighteen-years-of-age and older with valid picture identification. The Detention Center reserves the right to deny anyone the opportunity to tour the facility.

CORRECTIONAL EMPLOYEE OF THE YEAR

We are proud to announce that DFC Kristy M. Kirk has been selected as the 2009 Correctional Officer of the Year for the Carroll County Detention Center. Officer Kirk has been employed with the Carroll County Detention Center since May 11, 2000 and is currently assigned to the Transportation Unit.
Officer Kirk is one of the senior officers assigned to the Transportation Unit. She has been identified by her supervisors as regularly performing duties beyond what is expected of her. She fills in for Home Detention when called upon, collects, and records work release funds as needed.


She often volunteers to assist with other aspects of the operation between transports.  She is a hard working professional and is very knowledgeable about every aspect of her position.  Kristy has a very friendly personality and is recognized by her peers as a team leader. Her superior efforts are to be commended and are worthy of this special recognition. 


We are equally proud to announce that Correctional Specialist I Raymond Smith has been selected as the Carroll County Detention Center Civilian Employee of the Year for 2009.  Ray has been employed with the Carroll County Detention Center since December 14, 2006 and is assigned to the Offender Diversion Unit within the Alternative Programs Bureau.

Ray has been described by his supervisors as always seeking to improve the processes being used within the Offender Diversion Unit. He is instrumental in examining how parole hearings are scheduled and has helped to streamline the process. The process now provides for quicker turn around time for parole hearings thereby helping to reduce the inmate population within the Carroll County detention Center. Ray is a seasoned professional and maintains a calm and confident attitude even under the most adverse working conditions. His efforts are to be commended and are worthy of special recognition.

More than 500 people crowded into the social hall at the Union Bridge fire station today to pay respects to Staff Sergeant Charles Isaac Cartwright, 26, of Union Bridge, who died Nov. 7 while supporting combat operations in Farah province, Afghanistan.

Cartwright was assigned as a member of Marine Special Operations Company A, serving his fifth overseas tour, three in Iraq and one previously in Afghanistan.

Carroll County Sheriff’s Dept: Fleeing Motorcyclist dies at Shock Trauma

“Fleeing Motorcyclist dies at Shock Trauma after striking oncoming vehicle”

Westminster, Carroll County, Maryland October 19, 2009 ---- At approximately 9:15 am, Corporal Mario DeVivio was patrolling in a marked sheriff’s car on Route 97 when a 2004 Yamaha Motorcycle, displaying registration plates belonging to another motorcycle, turned from Magna Way onto Northbound Route 97 in front of his car. As the Deputy signaled the motorcycle to stop, it fled a short distance reaching a speed in excess of 60mph, and turned Westbound onto Pleasant Valley Road where it disappeared from the deputy’s sight.

Attempting to relocate it, the deputy discovered the motorcycle had traveled approximately a quarter mile on Pleasant Valley Road before it crossed the centerline in a curve and struck an oncoming Ford Fusion, head-on. The motorcyclist, who was later identified as Edward Nicholas Dill aged 28 of Westminster, was thrown approximately 20 yards beyond the vehicle. The impact knocked Dill’s helmet loose, and he sustained abrasions to his arms, legs and hips. Alert and conscious at the scene, Dill struggled with paramedics as they attempted to treat him.

Dill was flown by Maryland State Police MedEvac to the University of Maryland Shock Trauma Center, where he expired early this afternoon. The driver of the Ford Fusion was transported to Carroll Hospital Center as a precaution and later released. During the investigation, it was learned that the motorcycle had been reported stolen by the Penn Township, Pennsylvania Police Department on September 17th of this year.

Sheriff’s Office Traffic Collision Reconstructionists, assisted by investigators from the Maryland State Police CRASH Team are conducting a detailed investigation of the accident, which could take several weeks. Westminster, Carroll County, Maryland, October 3, 2009 ---- At approximately 6:55p.m., Carroll County Sheriff’s Deputies and members of the Westminster Volunteer Fire Company responded to the railroad tracks along Route 27 beneath the Route 140 overpass for a report of an injured person.

Arriving deputies found a group of apparently intoxicated homeless persons at a makeshift campsite approximately 75 yards from the roadway.

Among them was a semiconscious middle aged man lying atop a pile of garbage below an eight foot tall retaining wall at the site, he was later identified as George Herbert Smith Jr. of no fixed address.

Suffering from severe head and facial injuries, paramedics transported Smith to a nearby landing site where he was flown to the University of Maryland Shock Trauma Center for treatment.

Smith remains in serious but stable condition.

During their investigation, deputies learned that Smith had been laying atop the retaining wall when Troy Thomas Haller aged 29 of no fixed address began punching Smith in the head and face approximately 9 times, before kicking him in the ribs until Smith fell from the wall.

Witnesses reported the attack was unprovoked.

Consequently, Haller was arrested and transported to Carroll County Central Booking where he was charged with the following criminal law violations:

· First Degree Assault
· Second Degree Assault
· Reckless Endangerment
· Disorderly Intoxication

Haller is currently awaiting a bail review before the District Court Commissioner.

Lineboro, Carroll County, Maryland, August 29, 2009 ---- At approximately 8:00 p.m. heavy rains fell in North-East Carroll County, swelling streams and flooding several roads. Personnel from the Maryland State Highway Administration, Maryland State Police, Carroll County Public Works, Carroll County Sheriff’s Office and Manchester Police closed several roadways in and around the North Carroll area into the early morning.

At approximately 9:51 p.m., Sheriff’s deputies responded to reports of flood waters that had risen above the guardrails along Church Street at the South Branch of Gunpowder Falls. Stopping traffic on the North side of the creek, a Deputy signaled an oncoming Ford Taurus approaching from the South side of the creek to stop, but the vehicle continued and drove into the water where it was swept from the roadway and carried approximately 75 yards down stream. Attempts to approach the vehicle were unsuccessful due to the depth and speed of the water.

Swift Water, Dive and Advanced Technical Rescue Teams from the Lineboro, Manchester, Gamber, Pleasant Hill and Glen Rock Fire Companies responded to assist. After coaxing him to the roof of his vehicle, rescue personnel were able to reach the driver and pull him to safety using rope lines. While speaking with the vehicle’s driver, who was identified as Prakah Rampatsingh, aged 45 from Hanover, Pennsylvania, Deputy 1st Class Ehrhart smelled the strong odor of an alcoholic beverage on the driver’s breath.

After further investigation, Rampatsingh was taken into custody and transported to Carroll County Central Booking, where he was charged by Deputy Ehrhart with the following Motor Vehicle Law violations:

· Disobeying order and direction of police officer
· Negligent Driving
· Driving Under the Influence of Alcohol

Rampatsingh is currently being held at the Carroll County Detention Center awaiting a bail review before the District Court Commissioner.

Just a few miles away from Church Street, Fire Rescue Crews performed a second water rescue of a motorist stranded in a pick-up truck on Grave Run Road at River Valley Ranch. In all cases, persons were treated at the scene and released by rescue personnel; there were no serious injuries. Before the night was over, approximately 15 Fire Rescue Units responded to the area, including teams from neighboring Baltimore County and Pennsylvania.

“Westminster motorcyclist killed after being struck by pick-up truck”

Westminster, Carroll County, Maryland, August 11, 2009 ---- At approximately 9:45 pm last evening Carroll County Sheriff’s Deputies responded to reports of a vehicle collision on Route 97 at Bartholow Road. Upon reaching the scene, deputies discovered a 2005 Harley Davidson Road King motorcycle laying on the roadway against the guardrail on the southbound shoulder of Route 97, its driver was being treated by paramedics from the Winfield Volunteer Fire Company.

Sheriff’s Office investigation revealed the motorcycle had been traveling North on Route 97 when it was struck by a 2007 Chevrolet Silverado Pick-up Truck, which failed to yield the right-of-way as it crossed Route 97 Westbound on Bartholow Road.

The motorcycle’s operator, Dennis Michael Henley Jr. aged 32 of Westminster was transported by helicopter to York County Hospital and died early this morning as a result of his injuries.

The truck’s operator, George Chochos aged 49 of Westminster was released from the scene uninjured.

Alcohol is not considered a factor in this collision.

Henley, who is a Police Officer with the Washington Metropolitan Area Transit Authority, was returning home after attending a training class at the Maryland Police & Correctional Training Commission Facility in Sykesville. Sheriff’s Office Traffic Homicide Investigators are conducting a detailed investigation and reconstruction of the accident, which could take several weeks. Charges are pending the outcome of that investigation.

Westminster, Carroll County, Maryland, June 11, 2009 ---- At approximately 8:35 pm, Deputy 1st Class Mark Devilbiss, a six-year veteran of the Carroll County Sheriff’s Office was traveling Eastbound along Route 140 at the intersection of Route 31 when his patrol car was struck by a 1992 Chevrolet Blazer operated by Cindy Marie Angles, aged 42 of Union Bridge.

According to witness statements, Angles failed to stop for the flashing red signal as she turned the Chevrolet from Westbound Route 140 onto Route 31, striking the patrol car in the front driver’s side fender and door while crossing the eastbound lane.

The Deputy, who was responding to assist another law enforcement officer with the service of an arrest warrant, was conscious but had to be freed from his vehicle by members of the Westminster Fire Department.

He was transported by ambulance to the University of Maryland, Adams Cowley Shock Trauma Center to treat several lacerations, and remains there for further evaluation.

Angles was transported to Carroll Hospital Center as a precaution. Investigators from the Westminster Police Department are conducting an investigation of the collision.

Charges are pending the outcome of that investigation.

Westminster, Carroll County, Maryland, January 7, 2009 ---- Sheriff Kenneth L. Tregoning is pleased to announce the law enforcement strategic priorities for 2009: “Promote Professional Development & Wellness; Implement New Technologies that Enhance Public Safety Communications & Information Sharing; Promote Service Excellence through Maintenance of [Accreditation] Standards; and, Increase Outreach Efforts.”

As with any organization the establishment of new goals is not the challenge, rather it’s their execution - an increasingly difficult task in a declining economy. In considering Governor Martin O’Malley’s December appeal to elected leaders, Sheriff Tregoning submitted a five (5) day furlough plan to the County Comptroller’s Office this past month, thereby returning the 2% salary increase legislated for his position this year.

With local government freezing employee Career Ladder Promotions this past summer in response to falling revenue projections, Sheriff Tregoning said, “I can not justify accepting a salary increase when my employees aren’t receiving theirs.” Likewise Sheriff Tregoning trimmed several projects from the coming year’s budget before submitting it to the Commissioner’s Budget Office for approval, including funding for transitioning deputies to a different model handgun and non-mandated training programs.

However, to insure that employee safety, professionalism and public service are not compromised by funding shortfalls, the office has established “Professional Development & Wellness” as its top priority. With the lowest rate of disability, death and retirement benefits among Maryland’s Sheriff’s Offices, funds for the evaluation of those programs are included as a budget item. Further, the office plans to expand its partnerships with public safety advocacy groups such as the Law Enforcement Employees & Families Association, and the Concerns of Police Survivors.

Additionally, the office will increase its pursuit of grants and scholarships from professional organizations to fund additional training and equipment needs. In fact, the Carroll County Sheriff’s Office was recently notified by the Governor’s Office of Crime Control & Prevention that it had been awarded more than $27,000 towards the agency’s goal of establishing “Public Safety Communications & Information Sharing”, or interoperability.

Contrary to the declining economy, the demand for police services continues to increase, including the incidents of identity theft, computer crimes and fraud. These crimes are costly to the victims, many of whom are seniors on a fixed income. For law enforcement, the investigations are labor intensive as they require expensive technology and extensive collaboration with criminal justice agencies abroad. The Sheriff’s Office will continue to partner with local and state government to expand the use of the use of technology to enhance investigative solvability and operational efficiency.

Likewise, the county’s population continues to increase in both size and diversity – leading the Sheriff’s Office to “Increase Outreach Efforts” not only to share resources with our government and public safety partners, but to define the community’s changing needs and align Office resources to communicate with new cultures, prevent emerging crime trends and close existing cases.

In as much, the Carroll County Sheriff’s Office takes seriously our obligation to provide quality service in a fiscally responsible manner. Until the full impact of budget shortfalls are known, the Sheriff’s Office will continue the cost saving measures implemented this past year, including restrictions on fuel consumption, off-duty vehicle usage and participation in the county’s car wash program. Embracing the challenges that lie ahead, we look towards the continued innovation of our staff and ever expanding partnerships to secure public safety.

The Westminster Police Department and the Carroll County Sheriff’s Office will institute a joint special patrol detail for the upcoming holiday season. This detail has several purposes:

To provide an enhanced police presence in commercial areas to serve as a deterrent to robberies, shoplifting, thefts and associated crimes;

To provide a swift response to calls for service in these areas and to assist Patrol in handling the increased activity during this time of year;

To provide for enhanced enforcement of all traffic laws. Particular attention will be focused on impaired driving violations, speed violations, and occupant protections laws.

Enjoy The Holiday Bustle - But Be Aware

The end-of-year holiday season - with all its hustle and bustle - is fast approaching. With all the distractions and activity, we sometimes forget the basics for maximizing our safety on the streets and at home.

By staying alert and following a few common sense crime prevention tips, you can ensure a holiday season that is both happy and safe. A primary factor in crime prevention is being aware of our surroundings and potential areas of danger - thereby closing the criminal's keyhole of opportunity.

Outside of the mall or shopping area, stick to well-lit, well-traveled streets, walkways and parking areas - for both walking and parking.

Don't flash large amounts of cash or offer tempting targets for theft such as expensive jewelry or clothing.

Carry a purse or shoulder bag close to your body, not dangling by straps. Put a wallet in an inside pocket of your coat or front pants pocket.

Don't fumble for house or car keys. Have them in your hand, ready to use when you reach the car door.

Hampstead, Carroll County, Maryland, August 4, 2008 ---- Anthony Scott Busick aged 19 of Hampstead was arrested this afternoon by Sheriff’s Deputies for burglarizing a home on Upper Becklysville Road just outside the Town of Hampstead. At approximately 11:00 am, Sheriff’s Deputies responded to a report from a resident at the home, who was awakened by loud “banging”. As the resident left his room to investigate, he encountered Busick, who apparently became frightened and fled the residence on foot.

During their investigation, sheriff’s deputies discovered that Busick had disabled the telephone line on the exterior of the home, before “kick[ing] open” the rear door. A witness identified Busick, who was located and arrested without incident at his home in Hampstead. Consequently, Busick was charged with several Criminal Law violations, including:

· First Degree Burglary
· Third Degree Burglary
· Fourth Degree Burglary
· Malicious Destruction of Property

Busick is currently being held at the Carroll County Detention Center while awaiting a bail review hearing before the District Court Commissioner.

Westminster, Carroll County, Maryland, September 25, 2008 ---- The Carroll County Sheriff’s Office is attempting to locate and arrest Vincente Gomora Bastida, aged 25 of Uniontown Road in Westminster.

A warrant has been issued for Bastida charging him with 2nd Degree Rape and Assault against an adult relative early Tuesday morning in her Westminster home.

A second warrant charging Bastida for failing to appear in court in a previous case is on file with the Westminster Police.

Vincente Gomora Bastida’s last known address is 440 Uniontown Road Westminster, and he is known to frequent Westminster’s Middle Grove Court and South Center Street Area.

Bastida is a latino male, born on February 18, 1983. With black hair and brown eyes, he is 5-4” tall, weighs approximately 150 pounds, and may use the alias Pablo Gomora Colin, or Louis Contreas.

Police recovered Bastida’s red Jeep Cherokee yesterday abandoned on West Main Street and believe he may still be in the Westminster area.
