The City of Westminster this week pulled the plug on a pair of red light cameras at one of the county's busiest intersections — at routes 140 and 97 — saying the cameras had, by and large, done their job in helping reduce accidents and red light runners.

"You do what you say you're going to do," said Maj. Ron Stevens of the Westminster Police Department regarding the removal of the cameras, which was approved by the Westminster Common Council on Monday.

"We said all along that the cameras were needed because of safety issues," Stevens said. "They've definitely worked — people are much more aware of the dangers of the intersection."

But the department will continue to operate another red light camera a block away at Route 97 and Nursery Road, based on data that shows continued high rates of violations on that stretch of road.

It's the second time that Westminster has reduced its use of red light cameras since it first installed five of the devices in spring 2010.

On Monday, March 1, 2010, as part of an on-going comprehensive traffic safety initiative, the Westminster Police Department will activate red light cameras at two intersections within the City.

Red light cameras have been installed to monitor violations on eastbound and westbound MD Route 140 at Malcolm Drive (including the dual left turn lanes) as well as southbound MD Route 97 at Nursery Round (including the left turn lane). The cameras will monitor traffic twenty four hours a day.

Based on extensive research, these two intersections were approved by the Maryland State Highway Administration for the installation of cameras due to a high number of red light running violations as well as crashes that were the result of red light running.

Starting on March 1, 2010 and continuing through March 14, 2010, violators who are detected running red lights at either of these locations will receive a warning notice. Individuals who receive a warning notice during this period will not be subject to a fine or any other penalty, but simply reminded via the warning notice to correct the driving behavior that resulted in their running the red light. Beginning on March 15, 2010, violators will receive citations.

Consistent with Maryland law governing the use of red light cameras, violations are considered a civil infraction and carry a seventy five dollar fine. Citations are sent to the registered owner of the vehicle involved and the registered owner can either pay the fine or stand trial in District Court. Upon paying the fine or a conviction in court, the registered owner will not receive points on their driver’s license and their insurance company cannot raise their rates.

Red light cameras have been utilized in Maryland since 1998 and their usage has resulted in a significant decrease in not only the number of instances of red light running but in red light running related collisions as well.

A reliable source reports that if you wish to be an alleged hit-and-run driver in Westminster, you may not want to do it in front of newly elected Westminster councilmember Tony Chiavacci’s house on Willis Street, just a couple houses down from Westminster City Hall and the Westminster police station.

Reports of the councilmen’s heroic law-and-order behavior are, as yet, unconfirmed by phone calls to the Westminster city police, Westminster elected officials and Councilman Chiavacci’s home.

However, it has reported that earlier today, a loud crash was heard on the quiet bucolic Willis Street, the historic neighborhood noted for its large homes and well manicured lawns.

One witness shared that upon further investigation into the matter, it was revealed that an eastbound driver had apparently traveled from the direction of Westminster City Hall towards Center Street when he was alleged to have hit several parked automobiles.

Soon after the parked cars were hit, the offending auto stopped in the street and the driver attempted to flee. That’s when councilman Chiavacci sprang into action by running and tackling the individual.

As a crowd of older citizens gathered around, the alleged offender was reported to have been heard screaming, “Get off of me.” A request that the son of a career retired Maryland State Police officer did not seem to be in the mood to oblige.

Fortunately for the alleged hit-and-run driver, Westminster city police arrived very quickly and took quick control of the situation.

Local participation in State and community highway safety programs has gained momentum in Carroll County.

Carroll R. Dell, Director of Planning and Public Works for the city of Westminster, reports that within the past month the city has submited an application for Federal funds to prepare a feasibility study to connect Bond Street and John Street into one common intersection.

Also, Chief of Police, Leroy Day, submitted a preliminary draft of a police application for the purpose of adding a foot patrolman and an additional vehicle to the city's police force.

As Safety Coordinator for Carroll County, Leo F. Kuhn has the responsibility for coordinating all the highway safety projects within the geographic area of Carroll County and to administer the details of proposed programs.

At present, only the city of Westminster has projects being considered. However, the Mayor and members of the Town Council of each municipality in Carroll County has been contacted and encouraged to make inquiry with that particular geographic jurisdiction to determine if any needs exist relative to the National Highway Safety Program standards. Kuhn explained that he is available to answer questions and to further explain the implications of the safety standards.

The Westminster Police Department will be conducting a Sobriety Checkpoint sometime during the weekend of Friday, September 12 through Sunday September 14, 2008. The checkpoint is part of the Checkpoint Strikeforce initiative.

The exact location and time of the Sobriety Checkpoint is not being disclosed, however the location was chosen due to the number of alcohol related arrests and crashes in and around the Sobriety Checkpoint site.

The Sobriety Checkpoint location will be clearly marked and staffed by uniformed officers from Westminster City and other law enforcement jurisdictions within Carroll County.

Individuals who do drive into the Sobriety Checkpoint will be stopped for a brief period so that an officer can determine if the operator’s ability to drive is impaired. Drivers who display signs of impairment as the result of alcohol or drug consumption will be directed to the roadside for further evaluation.

Individuals who do not wish to drive through the Sobriety Checkpoint will be provided with an alternative route around the checkpoint.

This is the first Sobriety Checkpoint conducted by the Westminster Police Department. The Department joins a growing list of jurisdictions both locally and nationally that use this effective tool to combat drunk and drugged driving.

Statistical results for the Sobriety Checkpoint will be issued in a follow up media release.
