Main Street businesses decry public safety isues

Westminster Eagle Westminster city council report:

Main Street businesses decry public safety issues

The use of surveillance cameras to be investigated

November 23, 2009 By Kevin Dayhoff
http://kevindayhoff.blogspot.com/2009/11/main-street-businesses-decry-public.html

The number one topic of recent discussions with downtown Westminster businesses was public safety, say Westminster officials.

The discussion and feedback come at a time when the flagging national economy continues to hurt local businesses and the city budget remains in dire straights.

Westminster Mayor Kevin Utz presented the Common Council with a number of recommendations that resulted from five Main Street roundtable discussions held by Westminster officials in the last two months.

The feedback from the Westminster Main Street businesses was the highlight the Westminster mayor and Common Council meeting last Monday.

“We have asked 35 businesses to attend five Main Street Roundtables over the past two months and I would like to summarize the discussions and put forth a series of recommendations for your consideration,” said Utz.

Utz then comprehensively reviewed a summary of the business roundtable findings and four recommendations.

A copy of the summary was given to the Westminster Eagle by Westminster city administrator Marge Wolf.

It reveals that the “business owners (have) requested more police presence, particularly when the stores are closing for the evening. The businesses owners would like to partner with the police department, reporting questionable activities and observations.”

“We need to have our residents and citizens feel comfortable being on Main Street,” said Utz as council members looked-on and nodded in approval.

As a result: “An officer has been assigned to patrol the Main Street area from 11:00 a.m. to 7:00 p.m. Additional officers will be assigned to patrol the area when businesses close.

“In addition, the (Westminster Police Department) will develop strategies to familiarize the merchants with both Command staff and patrol officers and will investigate the use of camera in strategic locations to assist the patrol officers,” Utz read from the report.

In a related problem, Utz noted that “The City of Westminster is also the County Seat for Carroll County and as such provides a wide range of social services in our town.

“This fact, coupled with the fact that the churches in the area are very magnanimous in providing additional services to this client group, results in groups of clients congregating in public areas.”

The recommendation offered at the meeting was that the “Mayor will convene a Roundtable with area church representatives to discuss possible solutions to this problem.”

Business owners also said at the roundtable discussions that many of the local shopkeepers “are not the property owners and, as group, they feel the landlords do not maintain the properties to even code standards.

“The rents are not affordable for most small businesses and the landlords are not willing to work with small businesses. Small businesses have special funding needs and need special assistance. The business owners supported the rental licensing of apartments as an avenue to improving properties to code standards.”

It was recommended that the city initiate “a revolving loan program … to provide low-interest loans to new businesses or businesses expanding in the Main Street area.”

The program would be undertaken by the Westminster Town Center Corporation, an organization developed a number of years ago to advance business interests in the city.

In addition it was recommended that city officials “Continue the work on the more stringent building maintenance code and maintain the timetable for implementation on July I, 2010.

“The Code Enforcement Officer will focus on the Main Street area in a concentrated effort to maintain not only the appearance but the health and safety standards in our Code.”

Marketing the downtown businesses was also the focus of concern: “The Roundtable participants offered a number of suggestions for increased activity on Main Street, including additional activities and events.

“The need for a solid marketing plan to promote the Westminster image was supported by a number of the participants.”

It was recommended that the city “Fund a marketing study for Main Street and consolidate our various promotional budget items into one line item to fund those marketing activities. Develop one brand and one coherent message to promote our downtown.”

It was not discussed at the meeting how the “marketing study” would be funded or whether or not the study would be done in-house or if an outside agency might be hired to do the job.

The final recommendation was that city officials “Continue the Main Street Roundtables on a monthly basis. Convene additional Roundtables with the property owners and church representatives to discuss various concerns expressed by the business owners.

“Continue to pursue the development of the Route 27 Corridor, former Westminster Inn, Stocksdale property and former Ain't that a Frame location to jumpstart the Main Street area and provide a destination for visitors and tourists.”

The newly elected mayor of Westminster, Kevin Utz, hits the ground running

The newly elected mayor of Westminster, Kevin Utz, hits the ground running.

By Kevin Dayhoff June 4, 2009

Westminster, MD - Yesterday afternoon, I had “Off Track Art” studio duty in downtown Westminster.

While I kept shop I had the opportunity to talk with a number of the downtown Westminster merchants.

The shopping district was all-abuzz over newly-elected Westminster Mayor Kevin Utz taking the time to stop and talk with the merchants this morning.

Hats off to the newly elected mayor of Westminster; apparently he took the time to ask questions, answer questions, and look into some opportunities to fix some things.

In a phone conversation later in the afternoon with Mayor Utz, he said that he had some time available during the annual Torch Run and really enjoyed getting out and talking with folks.

Mayor Utz, a local businessman in the real estate business, knows the value of doing business with local business and it is expected that we will see much more of Mayor Utz in downtown and at local community events.

In a later phone conversation – and a broad-sweeping conversation with Mayor Utz, the former Westminster Fire Department chief, - after the monthly fire department company meeting yesterday evening, he reiterated that after he gets settled into office, reinvigorating the downtown shopping district will be one of his first priorities, along with pursuing increasing the supply of water for Westminster, for the purpose of facilitating economic and employment development.

At the moment, in addition to getting feedback from citizens and the downtown merchants, he is meeting with Westminster city government department heads and supervisors to take stock of Westminster’s current strengths, challenges, and opportunities, from the Westminster staff point of view.

It certainly appears that he has hit the ground running.

In addition, I have had the opportunity since the election on May 11, 2009, to talk with newly-elected councilmembers Damian Halstad and Tony Chiavacci; and both appeared to have many good new ideas and have a great deal of fresh new energy for Westminster and Westminster government.

Many folks that I have talked to since the election are excited about the new administration. There is certainly a lot of work to do.

Locals running in the rain by Pat Stoetzer

Pat Stoetzer did a nice job with the Main Street Mile in Westminster last Wednesday – although he isn’t nearly as attractive as Carrie Ann Knauer…

Locals running in the rain by Pat Stoetzer Times Staff Writer Thursday, April 16, 2009

Ice cream sandwiches fueled many feet in Wednesday’s Main Street Mile.

The idea of venturing outside, braving the chilly, wet conditions and working up a quick sweat while running in downtown Westminster might not have been enough for some, but there were plenty of participants in the annual race. The 28th running of the Main Street Mile was a hit despite the dreary weather, which didn’t prevent fast times and big smiles on many faces.

Chris Frock, a senior at Winters Mill, hadn’t run in the Mile since he was a freshman. But there he was, the reigning Times Boys Indoor Track & Field Athlete of the Year, crossing the finish line in 4 minutes, 9 seconds to win the championship heat.

(The novice heat, or “fun run,” was run after the 7 p.m. championship run, and that race featured more parents and their children.)

Spring is for sunshine, flowers, and baseball.

Spring is for sunshine, flowers, and baseball.

(c) By Kevin Dayhoff Sunday, April 12, 2009 (Art: "Baltimore Baseball" April 12, 1988 by Kevin Dayhoff)

Well, spring weather is about to make its debut in Maryland. I can’t wait for warmer weather. My first clue was last week. It was the beginning of baseball season.

I could tell for two reasons. One, the sports fan in my family, my wife, Miss Caroline, told me. She is already rearranging her schedule to listen to, or watch baseball.

Another sign occurred late last week at a stop light in Westminster. As I sat there with my New Jersey tollbooth collector thousand-mile stare pondering my schedule and wondering how I was going to manage to be in two places later on in the day; my thoughts were interrupted by the sound of a steady stream of profanities.

I just assumed it was the usual Westminster Main Street regulars. As I slunk down in my seat ever so slightly, a well-dressed woman in the car next to me caught my eye.

Actually, she caught my ear. Lo and behold, next to me, in a newer model luxury automobile was a rather sophisticated-looking lady with the baseball game on the radio turned up loudly.

And she was swearing-up a storm about the current abilities of the Baltimore Oriole pitchers. Unfortunately the light changed before I could grab my camera and catch an instant YouTube hit…

Now that I think about it. If spring is for sunshine, flowers, and baseball; then this young lady was right in synch. She was after-all yelling at the top of her lungs, and using flowery language about how the pitcher could put the baseball where the sun does not shine.

Only she yelled it in a more colorful manner.

I’m a pathetic sports fan. Miss Caroline keeps me informed on the latest developments in the sports world so I don’t sound like a total dork when the conversation at a social event turns to sports.

Of course, Miss Caroline would prefer that I not sound like the “rather sophisticated-looking lady with the baseball game on the radio” at the stoplight in Westminster.

Next time you find yourself traveling through Westminster and you come upon an intersection and spot a light brown late model Mercedes – roll up your window. That is, unless you wish to hear some interesting and colorful ad-lib sportscasting… about how spring is for sunshine, flowers, and baseball.
