Senate president announces committee assignments

Senate President Mike Miller announced the full slate of committee assignments Tuesday, finding places for the 11 new senators and shifting several of the incumbents.

 The Democratic presiding officer determines the committee assignments for both Democrats and Republicans in the 47-member Senate. Miller had already announced any new chairs and vice chairs for the Senate’s standing committees to replace senators who are not returning.

 House Speaker Michael Busch has promised to announce committee assignments before Christmas. He faces a more complicated task since he has 58 new members of the House of Delegates to assign, more than 40% of the 141-member House.

 The committees must not only be balanced by party — in the Senate, 33 Democrats and 14 Republicans — but geography, gender and race are also considerations that come into play...

"Believing City Hall has betrayed them, cops demonstrated their anger Saturday by turning their backs on Mayor de Blasio as he entered a Brooklyn hospital to pay respects to two murdered officers. 

 A startling video shows a hallway at Woodhull Hospital filled with cops silently facing away from de Blasio as he walks a blue gauntlet. 

 The demonstration, captured by WPIX11 News, included the presidents of the Patrolmen’s Benevolent Association and the the Sergeants Benevolent Association.

 “Mayor de Blasio, the blood of these two officers is clearly on your hands,” Ed Mullins, president of the sergeants association, said in a statement to his union members Saturday night. 

 “It is your failed policies and actions that enabled this tragedy to occur,” Mullins said. “I only hope and pray that more of these ambushes and executions do not happen again.”"

Remarks made by Police Commissioner William J. Bratton:

Good evening, 

The Mayor and I have just come from visiting with the families of our two murdered police officers. It's a time of great emotion and great passion. And so, please bear with us as we try to bring some sense to the madness that occurred this afternoon on the streets of Brooklyn.

It's sometime difficult to find the words to speak to events like those that occurred today, to try and make sense of them. But, we'll try.

Today, two of New York's Finest were shot and killed, with no warning, no provocation. They were, quite simply, assassinated - targeted for their uniform, and for the responsibility they embraced: to keep the people of this city safe.

At approximately 2:47 PM today, Police Officer Wenjian Liu and Police Officer Rafael Ramos were assigned to a Critical Response Vehicle, CRVs as we refer to them, in the confines of the 79 Precinct.

While CRV is traditionally used for counterterrorism operations, this past May we also assigned some vehicles to Housing Developments throughout the city, Developments that has seen an increase in violence in the early part of the year, like the Tompkins Houses where the officers were stationed.

While sitting in a marked NYPD police car, in full uniform, both were ambushed and murdered in front of 98 Tompkins Avenue in the Bedford Stuyvesant area of Brooklyn, New York City.

Both officers are assigned to 84 Precinct, but were posted at this location as part of a Department crime reduction strategy to address the complaints of violence in the area of the Housing Developments in that area.

Officer Ramos was in the driver seat, and Officer Liu was in the front passenger seat beside him.

According to witness statements, the suspect, who has been identified as 28-year-old Ismaaiyl Brinsley, walked up to the police car. He took a shooting stance on the passenger side and fired his weapon several times through the front passenger window striking both officers in the head. 

Officer Liu and Officer Ramos never had the opportunity to draw their weapons. They may never have actually seen their assailant, their murderer.

Other officers, who were also assigned to the CRV post, immediately pursued Brinsley southbound on Tompkins Avenue.

Brinsley then turned westbound on Myrtle Avenue and fled into the Myrtle Avenue and Willoughby Street (G) train subway station.

He proceeded down the stairs onto the westbound subway platform.  While on the platform, Brinsley shot himself in the head, took his own life.  A silver semi-automatic Taurus firearm was recovered on the subway platform near the suspect's body.

Officers Liu and Ramos were transported here, to Woodhull Hospital. Despite every effort to save their lives, both officers tragically succumbed to their injuries.

On behalf of the New York City Police Department, I extend my deepest condolences to the Liu and Ramos families, and their families within the NYPD.

Both officers paid the ultimate sacrifice today while protecting the communities they serve.   

The suspect was transported to Brooklyn Hospital where he was pronounced dead. 

We are currently continuing to investigate this incident.

I want to thank, at this time, Doctor Raju and his trauma staff for their valiant efforts to resuscitate our officers.

Some background information relative to the events leading up to the murder of our two officers today:

At approximately 5:45 this morning in Baltimore County Maryland, a female, believed to be Brinsley's former girlfriend, was shot and seriously wounded by Brinsley at her residence.

Baltimore County Detectives later received information from the victim's mother that Brinsley was posting on the victim's Instagram account.

Further information was developed indicating that Brinsley may have had associations with the East Flatbush area of Brooklyn.

At approximately 2:45 in the afternoon, Baltimore authorities sent a fax, a wanted flyer, to the NYPD and other agencies.

Tragically, this was essentially at the same time as our officers were being ambushed and murdered by Brinsley.

Tragically too, this is not the first time this Department has seen such violence.

Seven times since 1972 we have seen partners murdered together, often in incidents such as this, mindless assassinations without warning.

Officers know this from the memorial walls in our precincts and Headquarters and from the stories they hand down.

Nevertheless, they do what we expect of them. They grieve, they mourn, but then the go out on the streets of this city and work to keep it safe, every day and every night. We have never and never will forget that mission. We will never forget the two young men who lost their lives today.

Officer Ramos was 40-years-old and a two year veteran of the NYPD. He was married and has a 13-year-old son.

Officer Liu was 32-years-old and a seven year veteran of the NYPD. He was recently married.

This month’s Harvard Health Letter has an article about getting shingles a second time or even a third time. (Click here to read the full article.) The bottom line is that recurrence is a) certainly possible and b) if some recent research is correct, much more common than previously thought and about as likely as getting shingles in the first place if you’re age 60 or older.
I talked to Barbara P. Yawn, director of research at the Olmsted Medical Center in Rochester, Minn., for the March article and mentioned results that she and her colleagues first presented at a conference several years ago.
Yawn reported a more complete version of those results in last month’s issue of theMayo Clinic Proceedings (a favorite journal of mine). Inspired by the Twitter hashtag "I’ll ride with you", some commuters heading into the city for work on Tuesday gave their support to Muslims who might feel vulnerable amid concerns about a blowback after the hostage drama.

The hashtag was trending around the world, popping up across Asia, Europe, Africa and North America as it featured in more than 300,000 tweets. Actor Russell Crowe, who grew up in Sydney and keeps a home here, added his star power to the campaign.

A POLICE OFFICERS CHRISTMAS

We give thanks to those who are serving our country. We Pray and ask the Lord for the protection of our military personnel, law enforcement, firefighters and EMS personnel and their families.

We especially pray at this time our military, the CIA and members of the intelligence community who risk their lives for our safety and quality of life. 

We pray for the quick recovery of Andrew Groman, a three-year veteran of the Baltimore City Police Dept. that was shot last night in the line of duty.

A POLICE OFFICERS CHRISTMAS

'Twas the night before Christmas, and all through the streets,
not a person was stirring, 'cept an officer on the beat.
As he quietly patrolled the town with great care,
children and parents slept peacefully there.

The officer was clad in his blues and his vest,
gun on his hip, always looking his best.
He'd just pulled aside for a quick bite to eat,
When all of a sudden, out on the street,

A bright light appeared from out of nowhere,
He shielded his eyes from the brilliant glare.
'Twas an angel of the Lord at the squad's rear,
He smiled and spoke, "Dear Officer, don't fear."

"I've been sent by God with a message for you
who faithfully serve while wearing the blue.
He wants you to know He loves you all,
He's pleased with the way you've answered His call.

"To protect and serve others, so selfless you've been,
Your bravery and kindness have known no end.
Even in tragedy, when nights became long,
You've helped countless strangers by being strong.

"God sees your heart, the joy and the pain,
He knows the profession can often bring strain.
So he sent me here to let you know,
That as you patrol, He goes where you go.

"As you protect others, your Father protects you,
His angels go with you, His Spirit does, too.
No bullet too fast, no bad guy too strong,

The officer sat stunned by the love of His God,

The Mental Health Administration delivers comprehensive care, treatment, and rehabilitation of individuals with mental illnesses, either through a network of hospital facilities operated by MHA or through community service agencies. MHA spent $788 million during fiscal year 2013.

MHA receives funding from multiple federal and state sources and each funding source can have different eligibility rules. Because of this, MHA must keep detailed records about patients so the funding source is correctly matched to each patient service.

Eligibility documentation missing; important statistics not kept

MHA utilizes an Administrative Services Organization (ASO) to review its mental health services. During fiscal 2013, the ASO paid approximately $16.4 million of State funds for “uninsured” patient care, without keeping documentation showing patients were eligible for the mental health services they received.

The documentation is important because it is the basis for determining who ultimately pays for care: the state, federal government or the individual. This finding was repeated from the previous audit.

The leader of a group hoping to improve liberals' fortunes at the state level revealed on Friday plans to start tracking conservative state legislators based on the assumption that "someone’s going to say something about black people" or women.
The comments came at the first ever conference of the State Innovation Exchange (SiX), the Left’s attempt to counter conservative policy successes that have followed Republican victories at the state level.
“We’re working with David Brock and Media Matters and American Bridge who have trackers that we can send out to monitor the debate on some bills that you all might be running," Nick Rathod, executive director of SiX, said. "I think in many legislatures my understanding is that a lot of legislatures stream their floor debates but don’t necessarily transcribe it or capture it in any kind of way. And so we want to start capturing them on that. I think we know, someone’s going to say something about black people. Someone’s going to say something about women. Someone is going to say something.

What could be more innocent than a letter to Santa? A child jotting down her heart’s desires in pencil or crayon and dropping it in the mailbox, naively hoping the wish will be granted by Christmas morning: It’s a tradition that goes back at least to the mid-1800s, and it is a reminder of the holiday’s more idyllic past.

These days, such letters are viewed as an opportunity to help the less fortunate. In many cities across the U.S., the Postal Service makes available Santa letters to groups or individuals who want to fulfill the wishes enclosed within. It’s a small gesture, multiplied hundreds of thousands of times a year, that brings joy to both the giver and the recipient. What harm could come from that?
Oh, just teaching kids to beg, cheat, and lie—at least, that was the conventional wisdom of charity groups in the early 1900s. As such, the Post Office Department, now known as the U.S. Postal Service, found itself in the middle of a wild confrontation between a press and public that never failed to find delight in a note opening with “Dear Santy,” and groups that claimed Santa letters were the product of con artists in training.
