WILMINGTON, Del., May 26 (Reuters) - Media conglomerate Tribune Co plans to pay top managers $16.2 million in bonuses and incentives when it exits bankruptcy under its plan of reorganization, according to court documents.

About $10.3 million of the payments will go to the company's top 20 managers for hitting the top of the company's 2009 cash flow projections, according to documents filed on Monday in the Delaware Bankruptcy Court.

The company, which owns the Chicago Tribune, Los Angeles Times as well as radio and television businesses, also plans to pay $4.6 million to 19 managers that head the company's operating units, based on last year's performance.
Five of those managers are also getting bonus payments under the cash flow-based program.

The company has been operating in bankruptcy since 2008 and has enjoyed a rebound with the stabilizing economy. Only two managers of operating units will not receive a bonus payment for the 2009 performance.

The day after Gov. Martin O'Malley's 18-year-old daughter was briefly hospitalized, apparently after drinking alcohol, the first lady called the incident a "teachable moment."

"We … encourage all parents and teenagers to be safe this graduation season," Katie Curran O'Malley said in a statement Friday.

Tara O'Malley, the second-eldest of the governor's four children, graduated Wednesday from Notre Dame Preparatory School and had been at a celebration Thursday. A Baltimore police officer found her "apparently unconscious" with a friend at the Inner Harbor about 7:30 p.m. She was treated at Harbor Hospital and released that night.

Well, we all figured this would be a carefully choreographed photo op for the current occupant of the White House, but little did we know having their boot firmly on the neck of BP meant the folks at BP were obliged to send in some stooges for the visuals. I guess the goons from SEIU were off harassing some bank workers or getting an early start on the holiday weekend and weren't available. Or maybe Organizing for America didn't factor stuff like this into their budget. I saw a report earlier from Grand Isle and the place was a virtual ghost town. Seems they have to pay the folks to show up.

The ACLU has taken up the cause of a Maryland motorcyclist who is facing wiretapping charges for making a video of a traffic stop by a Maryland state trooper that he later posted on YouTube.

Graber was wearing a helmet mounted camera when a state trooper in an unmarked car pulled in front of his motorcycle on March 5, jumped out with his gun drawn and began yelling before identifying himself as a police officer. After Graber posted the video of his encounter on YouTube it received widespread media attention for what appeared to be the officer’s hostile demeanor during a routine traffic stop.

But the Maryland State police struck back, charging Graber with recording the incident without the officer’s consent, a move that has put police at odds with first amendment the ACLU said.

“Police officers doing their jobs in a public place, such as an interstate highway, cannot reasonably claim that their communications are private, “said ACLU Legal Director Deborah Jean. “This is especially true for highway stops, since many police departments – including the Maryland State Police – record the stops themselves, thus negating any possibility that the officer would reasonably believe the conversation to be private.”

State police also executed a search warrant at Graber’s home several weeks ago, taking all his personal computers and audio visual equipment.

Ruth Marcus and Joe McGinniss: A Model of Ethical Advocacy and a Cad

This blog is about what some people have opined regarding writer Joe McGinniss’s moving in next door to Governor Sarah Palin to write a book on her. As described in disgustingly praising, jocular prose by Jack Shafer of Slate, McGinniss is “renting the house next door to the Palin family in Wasilla, Alaska, from which he is going to research and write his book -- that honors a long tradition of snooping. McGinniss's previous demonstration of overreach in pursuit of a story was to bid all the way to $60,101 in a charity auction on eBay last year for dinner with Palin before dropping out. Compared with that, renting a house next to Palin for five months seems pedestrian.”

What McGinniss is doing is simply despicable. No qualifiers are necessary. But, as I indicated, I am even more interested here in honor and dishonor in opinion-writing.

As this Memorial Day approaches, the Vietnam War has been over for 35 years, and yet for many of us; the memories of lost friends, and loved ones is indelibly etched in our minds. Hopefully, you and your friends, family and loved-ones will pause Monday to remember those men and women in uniform who have gone before us and made the ultimate sacrifice for our freedoms and our way of life.

Over 2.7 million Americans served in the Vietnam War. Of that number, 300,000 were wounded in action, and 75,000 were disabled. Of the 58,200 names listed on the Vietnam Memorial Wall in Washington, 1,046 are Marylanders who made the ultimate sacrifice in the Vietnam War.

Some we knew. Some we didn’t. But they were all someone’s son or father, daughter or mother, sister or brother or aunt or uncle – or a cherished childhood friend. Their faces have been silent for many years, but they all have a story to tell.

One of the stories is that of U.S. Army Capt. Christopher Jesse Miller, Jr., who died at the age of 34 on October 29, 1966, two months after he had arrived in Vietnam August 24, 1966.

The alarm first rang out at 4:13 p.m. on Wednesday of last week that “Library Associate Chile Rose”
