Birds Leave Manchester But Others May Come

The Carroll Record, December 6, 1973.

The birds are gone from Manchester's Christmas Tree Park, but nobody is sure for just how long, including the "expert," Nelson F. Swink Jr. of the Wildlife Services Division in Annapolis.

The town turned to Mr. Swink earlier this year for help in getting rid of the hundreds of starlings and blackbirds that had come to the park to roost for the second straight year. "I was just getting ready to come up there when the mayor called and said the birds had left of their own accord," Mr. Swink told The RECORD this week. "That's a big roost," he said, "and I think they will probably be back.

There is a winter roost and a summer roost. I think the birds that just left were the summer roost, migrating south." But he believes the winter roost is on the way. If they do arrive, he is prepared to come to Manchester as promised and bring a variety of noise makers with him which he hopes will make life so miserable for the birds that they will decide to leave.

Thank you to our supporters for a great response at the Manchester Volunteer Fire Department's annual parade last night.
Bumper stickers were almost as popular as the patriotic Tootsie Rolls that we threw to the crowd. We distributed over 200 bumper stickers for both the Ehrlich for Governor and Getty for Senate campaigns.

This month is the 110th anniversary of the dedication of The Manchester Fire Engine and Hook and Ladder Co. No. 1 fire hall. The dedication, Sept, 2, 1899, was the scene of a community celebration. The fire company is part of a storied history of Manchester, whose roots go back as far as the 1730s.

This month marks the 110th anniversary of The Manchester Fire Engine and Hook and Ladder Co. No. 1 fire hall, which was dedicated Sept. 2, 1899, in a community-wide celebration.

The fire company is part of a storied history of Manchester that goes back hundreds of years, even before the German and English settlers first appeared on the scene in the early 1700s.

Manchester house fire quickly extinguished

At approximately 8:30 in the evening of March 9, units from the Hampstead and Manchester Volunteer Fire Departments responded to a working house fire at 3250 York Street.

The fire was quickly extinguished and units remained on the scene until almost midnight. The Maryland fire marshals’ office is investigating the incident. Victims of the fire were assisted by the Carroll County office of the American Red Cross.

Manchester — The glorious 4th was pretty generally observed in our town. The stores were closed and work of all kinds generally suspended, while young America, with toy pistol and fire cracker, made all the noise possible.

A pleasant feature of the morning was a parade of juveniles, with horn and drum, marshalled by Mr. C. Miller. The paper cap and tin sword, with plenty of bunting, made a good display.

Master Ross Shower represented Uncle Sam and Hirst Handley the Goddess of Liberty, both with good effect.

A family picnic, in the afternoon, in Miller's woods, north of town, was indulged in by 59 persons and a general good time enjoyed by all.

At night the street was ablaze for quite a time with rockets, wheels and numerous other explosives, which were enjoyed by the crowds, while the Junior Band discoursed some good music in their open air concert.

Manchester police chief steps down

After being asked to step aside for the second time in two weeks, Manchester Chief of Police Charles Lewis resigned Tuesday.

“I spoke to [Lewis] yesterday afternoon, and he said he would write me a letter [of resignation],” Mayor Chris D’Amario said. “We both agreed it would be better if he resigned.”

Effective immediately, Lt. Gerald Gall will be taking over as interim chief of police, D’Amario said.

“I have not found one person who is happy with the mayor’s decision,” said Manchester business owner Gene Woodhouse.

Woodhouse, who is also a member of the Manchester Area Merchants Association, said the organization still plans to send letters to D’Amario and attend next month’s Town Council meeting to show support for Lewis.

Lewis recently worked with residents of Hallie Hills, Whispering Valley and Crossroads Overlook to let them know what may happen to their communities in the future. The meetings were initiated because of heavy traffic cutting through the neighborhoods.

Hallie Hills resident Ann Colmus, who attended the council meeting, said she believes the mayor’s request for Lewis’ resignation had to do with Lewis urging residents to air their concerns at the meeting.

Councilmen Dale Wilder Jr., Daniel Riley and Councilwoman Kathleen Clagg did not immediately respond to phone calls Tuesday.

Councilman David Richardson said he was unaware of the decision and did not know the mayor had spoken with Lewis.

Manchester has hired a police chief who will begin duty next month, according to Mayor Christopher B. D'Amario.

After interviewing several candidates, the mayor recommended Charles Lewis, 46, who lives near Easton in Talbot County and is a deputy sheriff there.

Lewis' 16-year career in law enforcement has included service as police chief in the town of Ridgely in Caroline County from 1998 to 1999, 6 1/2 years as a town officer in St. Michaels, where he was a sergeant, and 2 1/2 as a detective for the Wicomico County sheriff.

"This was my recommendation to the council," D'Amario said of Lewis, whose position pays about $34,000 and does not provide a vehicle.

The new chief is looking for a residence and plans to begin work in the town of 3,200 about April 2.

A new town officer, Bryan J. Fraim, is in training now, D'Amario said. His hiring will bring the four-man force to full strength.

Timothy G. Timmons, Manchester's police chief since 1997, resigned in January.

D'Amario was criticized by council members because he told them about the resignation later, in a routine mayor's report at that month's council meeting.

Manchester must deal with a recent resignation and find a town manager to replace Philip L. Arbaugh. D'Amario said the position would be advertised.
