Davis, a well-known Westminster city leader and philanthropist this week in a small park area on the corner of Bond and Main Street. The plantings and bronze plaque were donated to the city by Mr. and Mrs. Walter H. Davis.

January 15, 2015 update: I noticed today that the Carroll County Commissioners scheduled a meeting today with the Carroll County Mayors: “Thursday ~ January 15, 2015 7:00 p.m. Joint Board of County Commissioners/Mayors Meeting County Office Building ~ Reagan Room Commissioners Howard, Wantz, Weaver, Frazier & Rothschild”

I would have like to have attended but got behind… Anyway it reminded me of this news brief from February 5, 1971…. If I am not mistaken – I attended this meeting… The commissioners were G. Herbert Rice, Norman Graham, and John Meyer.

Commissioners Meet With Town Officials - The County Commissioners of Carroll County during the week of January 18th scheduled a meeting with the Mayors and Representatives of the incorporated towns of Carroll County to discuss several matters pertaining to the two general governmental units within the county.

Included in the discussions were procedures which could be implemented by town and county in establishing coordination between planning and zoning programs, the development and implementation of the county wide water and sewer plan and cooperation in further studies involving the financing of facilities of joint concern within and without the incorporated area.

General agreement was expressed at the meeting that periodic meetings should be scheduled and that the programs proposed would be given further study, and discussion would be continued at such further meetings.

Helicopter Beat Stork; Mother, Girl Fine

The Carroll Record, February 24, 1972

The helicopter beat the stork early Monday morning and Mrs. Samuel Grammer and baby are doing fine at Carroll County General Hospital. The child, a daughter, was born about 11 a.m. but the call came to the State Police at 3:50 a.m. Monday morning. Mr. Grammer was unable to get his car out through the drifting snow. Police were unable to get in with cars and called for the helicopter at 4:15 a.m. The helicopter was on the scene by 4:55 a.m.

The Wilmington 10: North Carolina Urged to Pardon Civil Rights Activists...

Bev Perdue is being urged to pardon a group of civil rights activists who were falsely convicted and imprisoned 40 years ago for the firebombing of a white-owned grocery store. Their conviction was overturned in 1980, but the state has never pardoned them. We're joined by one of "The Wilmington Ten," longtime civil rights activist Benjamin Chavis, who served eight years behind bars before later becoming head of the NAACP. We also speak to James Ferguson, a lead defense attorney for The Wilmington Ten; and to Cash Michaels, coordinator for The Wilmington Ten Pardons of Innocence Project and a reporter for the Wilmington Journal where he has been covering the activists' case.

The NAACP has launched a campaign to pardon the Wilmington Ten.  Forty years ago, ten young activists were falsely accused and framed for crimes they did not commit.  And though they all went on to become leaders in their community—their names were never cleared.  Add your name to this petition asking North Carolina Governor Bev Perdue to pardon the Wilmington Ten.

The Wilmington Ten included Rev. Benjamin Chavis—who later went on to become the leader of the NAACP and eight African-American male high school students, and an older white women activist. They each spent four to six years incarcerated for a crime they did not commit.

The state of North Carolina has let forty years pass without clearing the names of the Wilmington Ten—it is high time for justice to be served.  Sign your name to the NAACP petition asking for Governor Perdue to pardon the Wilmington Ten and clear their names once and for all.

Geritol Jet Set To Meet April 1—The Geritol Jet Set will meet at 10 a.m. on Monday, April 1st, in the Social Hall of Calvary United Methodist Church, Mt. Airy.

Mrs. Dorothy Etzler will have the devotions and at 11:30 a.m., Bruce Hildebrand will speak on "Recreation for the Aging."

At 1:00 p.m., Mrs. Sherman Kline will show pictures of her trip to Canada. Come and bring a sandwich with you.

Coffee, tea and dessert will be furnished. Members and their friends are reminded that the trip to Washington, D.C., to see the cherry blossoms is scheduled for April 4th.

The price of the trip will be three dollars and the money should be turned in at the April 1st meeting. The bus will leave the church at 9 a.m. April 4.

Be on time and again it would be wise to bring along a sandwich or whatever is desirable for lunch.

Community Reporter Editorial - Is There A Gasoline Shortage?— With Congress getting its "back up" at last over the energy crisis, oil companies are being forced to reveal that their storage tanks are overflowing and that they actually have more gasoline on hand than at this time last year.

Yet, through a foolish and totally unfathomable policy of the energy administration, gasoline stations in numbers of localities are being denied the amounts of gasoline that customers need to carry out their normal operations of travel — many times with serious implications to their work and their means of earning a livelihood.

There is every evidence that there is enough gasoline to permit normal operation of these stations, but under the monthly quota established they are prevented from receiving what they need to maintain their businesses.

Just what is back of this ridiculous contrived shortage?

Is it, as some suggest, a political maneuver to take people's attention off the "watergate" mess? Or is it, as seems much more likely, a deliberate attempt to force up prices and give the oil companies larger profits, in order that the government can collect higher taxes from them?

THE NATIONAL ANTHEM - The latest in the series of efforts to discredit "The Star Spangled Banner" as this country's National Anthem has come from the Artistic Administrator of the John F. Kennedy Center for the Performing Arts, in Washington, D. C. George London, a 50-year-old Canadian vocalist who has made a name for himself in the opera world by singing grand opera parts in the Hollywood Bowl, in San Francisco and in Vienna, Austria, and who also sang the title role in "Boris Gudunov," in Moscow, in the U.S. S. R., has given it as his opinion that "The Star Spangled Banner" is "difficult for most people to sing."

Mr. London may be an authority on opera music, but apparently he possesses weak objections to patriotic airs.

"The Star Spangled Banner" is sung by thousands of Americans in patriotic gatherings all over the country, and apparently not too many who have any talent for singing at all have difficulty in handling this number.

Authorities in the type of music which stirs and stimulates the patriotic feelings, such as John Philip Sousa, the "March King," have given it as their opinions that it is an excellent composition, well-adapted not only for singling, but also for marching music.

We have no criticism of Mr. London's ability in his field, but his field is not patriotic musical composition. Irving Berlin, who wrote "God Bless America," would be a more acceptable critic in this area.

Millions have grown to love Francis Scott Key's stirring version, and perhaps it is not so much the fact that the music is objectionable as it is that the words were inspired during a British abortive attack on Fort McHenry.

After all Mr. London is a Canadian native, and may still have some feeling for the land of his birth, which has pretty close ties with the British Crown.

Birds Leave Manchester But Others May Come

The Carroll Record, December 6, 1973.

The birds are gone from Manchester's Christmas Tree Park, but nobody is sure for just how long, including the "expert," Nelson F. Swink Jr. of the Wildlife Services Division in Annapolis.

The town turned to Mr. Swink earlier this year for help in getting rid of the hundreds of starlings and blackbirds that had come to the park to roost for the second straight year. "I was just getting ready to come up there when the mayor called and said the birds had left of their own accord," Mr. Swink told The RECORD this week. "That's a big roost," he said, "and I think they will probably be back.

There is a winter roost and a summer roost. I think the birds that just left were the summer roost, migrating south." But he believes the winter roost is on the way. If they do arrive, he is prepared to come to Manchester as promised and bring a variety of noise makers with him which he hopes will make life so miserable for the birds that they will decide to leave.

Annoying Phone Calls? Chamber Gives Advice

The Carroll County Chamber of Commerce has received several complaints recently about annoying phone calls and calls which involve aggressive and bothersome sales techniques, a Chamber press release reported last week.

To deal with calls which are abusive or which involve pranks, the safest course of action starts with positive identification of the caller, the Chamber said. If there is any doubt, ask to return the call which will give you the opportunity to check the number for accuracy.

Most importantly, never, never answer questions of a personal nature unless you are sure of the identity of the caller, the Chamber cautioned.

Concerning the Deficit
Concern about the deficit is growing. Eleven percent of respondents in March 2010 volunteered to Pew Research Center for the People and the Press that it was the most important national problem, but the issue still trailed far behind unemployment (31 percent). In August 2009, only 6 percent mentioned the deficit. There were no partisan differences on another question that asked people about the top priorities for the president and Congress. Roughly 60 percent of Democratic, Independent, and Republican respondents said the deficit should be a top priority.
