The Westminster Department of Planning and Public Works will be reorganized into two separate departments after the Westminster Common Council approved an ordinance to do so at a meeting on Dec. l0.

The Department of Public Works will be headed by Jeff Glass, and Thomas Beyard will head the new Department of Planning, Zoning and Development. The council approved both appointments Monday night.

Questions related to zoning, the Zoning Appeals Board and zoning classifications have been reassigned to the Department of Planning, Zoning and Development.

Plans to restructure the city's staff and changes in the location of several city offices were also formally announced and approved by the council at Monday night's meeting.

The newly formed Department of Planning, Zoning and Development will join the Economic Development, Community Development and Finance Departments at 56 W. Main St. The administrative offices of the Department of Public Works also relocated to the same address, so they will have easy access to the planning staff.

Patch reports on five noteworthy items from Monday night's Common Council meeting.
Westminster’s Common Council meeting was the first for incoming council members Dennis Frazier and Paul Whitson. The two were sworn into office on May 16, replacing long-standing council members Suzanne Albert and Greg Pecoraro.
Outgoing Council Member Recognition
Westminster Mayor Kevin Utz thanked outgoing council members Suzanne Albert and Greg Pecoraro for their service and commitment. He noted that Albert served 16 consecutive years. Albert said she is likely the longest-standing female to serve on the Westminster council.
Utz noted Pecoraro served from 1994 until 2003 and then again from 2005 until 2011.
“I appreciate everybody’s hard work over the years," Peccoraro said. "I worked with a lot of terrific people and a terrific staff. Now I look forward to working with you all as a citizen.”
Recognition for 30 Years of ServicePublic Works Director Jeff Glass was recognized for 30 years of service in Westminster’s public works department. “We often say he has worked every job in the public works department, and it’s true,” Utz said...

Is there something in the air these days? Or did I miss a memo?

It seems that, recently, not a day goes by in which we are not deluged with bad news about the economy, politics, the economy, higher taxes, government deficits, international turmoil or just folks in the news acting like they are one french fry short of Happy Meal.

I used to ask if there was something in the water, but Jeff Glass, the Westminster director of public works, always corrected me with a smile: "No, Kevin, there must be something in the air, the water is fine. Got that?"

OK, I get it.

And something else I "get" is that we have many things for which to be thankful, and I should focus on that.

It used to be easier. I recall a time when a fellow elected official criticized me in a public meeting for being an eternal Pollyanna. Gee, I guess I'll take that criticism. I've heard worse things said about me.

So in the interest of mental health -- mine and yours -- I'll focus on things to be thankful for:

I'm thankful Charlie Sheen and Lindsay Lohan are not dating.

I'm thankful that I did not watch the Oscar ceremonies.

First, on March 3, our nation celebrated the 80th anniversary of Congress enacting "The Star-Spangled Banner" -- written by Carroll County's native son, Francis Scott Key -- as our official national anthem. In the early morning hours of Aug. 3, the old clock atop the old Westminster fire hall -- which served Westminster from 1896 to 1998 at 66 E. Main St. -- got a brand new shiny pair of hands. The venerable timepiece has been a fixture in town since it was dedicated at 3:30 p.m. on Thanksgiving Day, Nov. 26, 1896.


City of Westminster workers used a crane from Thomas Bennett and Hunter, a local road-building firm; and Dave Booth of Precision Repair, a timepiece restoration firm, to accomplish the delicate surgery performed four stories in the air.

Clock doctor Booth was assisted by Wayne Reifsnider, assistant city Street Department superintendent. Meanwhile, Superintendent Larry Bloom, along with Jeff Glass, the city public works director; and city workers Shawn Lockard and Alan Miller, served as ground support.

Keeping the old timepiece working has been challenging for the city workers in the last number of years.

Miller said it was good to get it worked on, as he looked briefly up at the old clock. Lockard added, “I’m glad that we’re finally getting it fixed.”
