Taneytown Republican Women's Club: Joe Getty will be the speaker at the May meeting of the Taneytown Republican Women's Club. The topic of his presentation will be "Republican Challenges and Opportunities in the 2010 Election." The meeting will be held at 7:00 p.m. on Tuesday, May 4th at the Taneytown American Legion Hall, 9 Broad Street, Taneytown, Maryland. The public is invited.

Republican National Committee - 2010 GOP Redistricting Conference - "Mapping the GOP's Future"

One of the major responsibilities of the Governor that we elected in November will be to create the new legislative districts in the decienial redistricting process in Maryland.

This past weekend, I attended a conference about legislative redistricting sponsored by the Republican National Committee. The conference is held once every 10 years in preparation for the Census results to be released for drawing new legislative districts for State Senate, House of Delegates and Congress.

The illustration below is an 1812 cartoon drawn by Gilbert Stuart that depicts the Massachusetts district drawn for Elbridge Gerry to squash the competition from the opposing Federalist Party. The salamander shape of the district led to the coining of the phrase "gerrymander."

In 2002, I was one of the Petitioners to challenge the redistricting plan created by then-Governor Parris Glendening. I opposed the odd configuration of the Senate and House districts in Western Maryland, especially the splitting of the community of Hampstead in half. I also argued in the Court of Appeals that the shifting of the Washington County the prison population in Senate District 3 was gerrymandering for partisan purposes.

The Court of Appeals agreed with my arguments and with Petitioners from other parts of the state who opposed the plan for its inherent favoritism for Democrat incumbents in the state. The Court threw out the Glendening plan and redesigned the districts in July 2002.

In Maryland, we need to make sure that the 2012 Maryland redistricting plan is fair, strictly follows the law, and is totally devoid of partisan gerrymandering.
