Westminster man wanted for burglary found near his home

The Carroll County Sheriff’s Office announced that they have an inmate back in custody after he was accidentally released from the county detention center just before noon Friday.

Thomas Manley Raver, 42 of the 100-block of Pennsylvania Ave. in Westminster, was being held at the Carroll County Detention Center without bail while awaiting trail on charges of burglary when he was mistakenly released by corrections just before noon.
