In the early morning hours of Aug. 3, the old clock atop the old Westminster fire hall -- which served Westminster from 1896 to 1998 at 66 E. Main St. -- got a brand new shiny pair of hands. The venerable timepiece has been a fixture in town since it was dedicated at 3:30 p.m. on Thanksgiving Day, Nov. 26, 1896.


City of Westminster workers used a crane from Thomas Bennett and Hunter, a local road-building firm; and Dave Booth of Precision Repair, a timepiece restoration firm, to accomplish the delicate surgery performed four stories in the air.

Clock doctor Booth was assisted by Wayne Reifsnider, assistant city Street Department superintendent. Meanwhile, Superintendent Larry Bloom, along with Jeff Glass, the city public works director; and city workers Shawn Lockard and Alan Miller, served as ground support.

Keeping the old timepiece working has been challenging for the city workers in the last number of years.

Miller said it was good to get it worked on, as he looked briefly up at the old clock. Lockard added, “I’m glad that we’re finally getting it fixed.”

Developing a more sustainable, competitive job market is my top priority as a candidate for the state Senate. Gainful employment guarantees the revenue stream that supports schools, infrastructure and other essential services.

Our area has been spared many of the most severe effects of the economic downturn that have befallen other areas of the country. Nevertheless, we still have too many citizens who are unemployed, underemployed or concerned about their job security. We must determine the best approaches for creating a robust economic recovery following the deepest recession in decades.

We are fortunate to have a wide diversity of businesses and industries. Our leading employer, Fort Detrick, and its strategic partners are poised for growth. Between Fort Detrick and the National Cancer Institute an additional 2,500 new jobs are expected during the next five years. It's not an old oven.

But that's about the only thing State Highway Administration archaeologist Lisa Kraus said is certain about a small stone building unearthed recently near I-70 and the LaFarge Quarry.

Workers stumbled on the structure while they were setting up a retaining wall before construction on the interstate bridge over South Street begins, said Kellie Boulware, SHA spokeswoman.

SHA workers, archaeologists and engineers watched eagerly Thursday morning as crews removed rock slabs from the top of the previously buried building.

"I love this job," said Thomas Perez, the hard-charging head of the Justice Department's Civil Rights Division, in a speech last December to the liberal legal group American Constitution Society. "We have a very broad, a very ambitious vision. It's a very exciting vision, and I wake up every morning with a hop in my step."

There's no doubt Tom Perez is hopping a lot these days. Of all the transformations that have taken place in the Obama administration, perhaps none is so radical as that within the Civil Rights Division. Under Perez, it is bigger, richer and more aggressive than ever, with a far more expansive view of its authority than at any time in recent history.

The Senate on Thursday voted down a proposal to permanently extend the Bush income tax cuts set to expire Jan. 1, in a vote forced by Republicans on an issue that promises to be politically explosive.

The vote was on an amendment attached to the federal aid bill, and was typical of a tactic by the GOP to keep the issue alive by forcing lawmakers to take a position on the tax cuts before Congress takes up the issue in earnest in the fall.

"A more profoundly GOP Congress could extend the Bush tax cuts, that's the really big one," Varney said. "Obama might swallow a one-year deal. If you're an investor, that's a possibility."

Varney is not alone in thinking the prospect of big GOP gains in November could be giving investors reason for optimism as they try to factor in the possibility in their outlooks.

Diana Furchtgott-Roth, former chief economist at the Department of Labor and now director of the Hudson Institute's Center for Employment Policy, thinks "there’s certainly a link between recent stock market gains and improvement of Republicans at the polls."
