This week, the Maryland Public Service Commission approved BGE’s plans to deploy “Smart Grid” technology across Maryland, ending a saga which began in June.

Smart Grid technology allows consumers to better track and control energy usage, resulting in significant energy and cost savings. The PSC’s action preserves Maryland’s eligibility for $200 million in federal stimulus grant monies earmarked for Smart Grid projects.

The whole Smart Grid saga has received significant local media attention during the past two months. Absent from all the coverage, however, was the extent to which gubernatorial politics guided the outcome.

Flash back to 2006, when BGE customers were hit with 70 percent rate increases. Then-Mayor Martin O’Malley used the issue as a weapon in his contest again Governor Bob Ehrlich. O’Malley assigned all blame for the rate increase to Ehrlich and the members of his Public Service Commission, promising to roll back the increases if he won. And, he got away with it.

Of course, Governor O’Malley and his own Public Service Commission failed to deliver on these promises.

Now, as Governor O’Malley fights to keep his job...

Gov. Martin O'Malley (D) often refers to his tenure in Annapolis as one of "progress," implicitly arguing that Maryland is better off today than when he took office.

Nowhere could this argument lack more credibility than on Maryland's economic climate, which is unquestionably less friendly to job creation than it was four years ago.

Consider the evidence: Unemployment in Maryland doubled from 2006 to 2010. Approximately 3,000 small businesses closed on the O'Malley administration's watch last year.

Neighboring Virginia easily outranks Maryland in eight out of 10 categories in CNBC's America's Top States for Business survey, including overall economy, quality of life, business friendliness, transportation and cost of living. Maryland has become a flyover state as businesses like Northrop Grumman move their corporate headquarters and jobs to the other side of the Potomac River. Since 2006, the Tax Foundation has dropped Maryland 26 spots in its ranking of the states' business tax climates.

The causes for Maryland's decline are clear. By passing the largest tax increase in Maryland history before a recession, Gov. O'Malley siphoned sorely needed dollars from job creators and families across the income scale. Second, regulatory agencies began treating small businesses as a source of new fines and tax revenue rather than a source of new jobs. Lastly, government spending in Maryland over the past four years increased by $22 billion compared with the preceding four years. Not surprisingly, a $1.8 billion deficit awaits the next governor and legislature.

On July 9, 2010, Maryland Gov. Martin O’Malley released his first television commercial of this year’s featured main event for political junkies – the much-ballyhooed 2010 professional wrestling steel cage match that may be otherwise known as the Merryland gubernatorial election (re)cycle.

The television ad may be found here. Please do not mistake it for this video, which certainly may be much more representative of the months to come…………….

I’m back. I had to take another aspirin.

The ad, a masterful formulaic cacophony, is a “Stone Cold” entrance to the governor’s race, and comes shortly on the heels of the now infamous radio attack ad released by Governor O’Malley’s re-election campaign on or around June 21, which should prove, once and for all, that paper clips are the larval stage of coat hangers.

The threshold of my signal-to-noise ratio amazement has been moved once again.

The ad was dubbed the “Big Oil Bob, ad by Gazette columnist Blair Lee in a scathing piece which appeared in the paper June 25, “O'Malley in the gutter.”

“Big Oil Bob” attempted to associate his opponent, former-Gov. Robert L. Ehrlich, Jr., with the horrific environmental ecological disaster in the Gulf of Mexico as a result of the BP deep-water drilling accident.

Republican Party is Missing Golden Opportunity in Maryland


CHEVY CHASE, MD -- Brian Murphy, Republican candidate for Governor of Maryland, today strongly criticized the Maryland Republican leadership for exercising a rare clause to fund Bob Ehrlich's primary candidacy for governor - before Ehrlich has even filed for office. This unusual move may enable Ehrlich to receive upward of $1 million from the Republican National Committee (RNC) to use in his primary bid against entrepreneur Brian Murphy. Ehrlich will face Murphy in the Republican Primary on September 14.

"The national mood is anti-big government, anti-tax and spend, and anti-incumbent. So what does the Maryland GOP do? They back someone who has a record of being pro-big government, pro-taxes and pro-spending," said gubernatorial candidate Brian Murphy. "Are they tone deaf? Do they not sense the mood of the country? If there has ever been a time for a fiscal conservative to win in Maryland, this is it.

"Maryland needs to get its fiscal house in order, and we can't afford to let this opportunity slip away. Voters deserve choices. Isn't that the point of a primary? Ehrlich and I disagree on nearly everything, and all I'm asking for is an open debate on the issues," Murphy said.


"Rule 11," states that in a contested primary neither candidate is to receive funds or an endorsement from the Republican National Committee. However, there is a clause which allows the state party leadership to make an exception by endorsing one candidate thus allowing the RNC to fund that candidate in a primary. A vote to endorse Ehrlich by three Maryland GOP officials has entitled the candidate to RNC funds, according to this exception to the rule.

"This is exactly the type of elitist behavior that is infuriating Americans from both parties. Maryland Republicans should be allowed an honest primary between two very different Republican candidates," Murphy said. "We must unify the party on our core principles and put forth the best candidate to win the governorship. I believe my ideas are the best ideas to take Maryland in a new direction. Is it unreasonable to think the voters, not party leadership, should pick the candidate?

"For the past 8 years, Maryland's budget has been a fraud and a disgrace. Bob Ehrlich broke records when he grew our budget by almost 40%. When O'Malley took over as governor, instead of repealing the spending, he paid for it by passing record tax increases. Now we have record deficits and record unemployment. Voters are tired of these kinds of records. I pledge to move Maryland toward a fiscally-sound economy - one that will attract businesses to the state and grow our economy. We need to get more private sector jobs in Maryland, not an increase in the state coffers."


Brian Murphy is a successful Maryland businessman with a B.A. in Economics from the University of Maryland and an MBA from the University of Pennsylvania's Wharton School. He is founder of the Plimhimmon Group, whose first investment, the Smith Island Baking Company, has been featured in The Washington Post, the Wharton Magazine, the Baltimore Sun, and other publications for its principled approach to job creation in Maryland. A Business Week article on the Plimhimmon Group is expected later this week.

The Democratic Party will also have a primary election on September 14, and the winners of the respective parties' elections will square off against each other in the November 2 General Election.

Four years after his only political loss, the Republican former governor has decided to rejoin the political fray, challenging his political nemesis, Gov. Martin O'Malley.

He announced his intention to run April 7 at a rally in his boyhood home of Arbutus. Since then, he has criss-crossed the state, most recently speaking at a GOP spring convention in Ocean City.

Just an election cycle ago, Ehrlich was telling listeners of his newly christened radio show that Maryland had changed.

Billed as the Westminster Tax Day Tea Party, the parking lot at Legends Café, on Route 140 just outside the city limits was the scene of a sea of American and Gadsden, “Don’t Tread on Me,” yellow flags, protest and campaign signs, and political candidates.

The event, organized by “We the People,” was loud and animated, however there were no problems as folks with shirts marked “security” patrolled the crowds and the Carroll County Sheriff’s deputies observed carefully from afar.

As people mingled to music and conversation there were plenty of homemade signs extolling discontent over taxes, President Barack Obama, health care reform, government spending, the national debt and voting incumbents out of office.

At the same time, a line of about 50 Tea Partiers lined Route 140 and waved flags and signs as motorists drive by and added to the cacophony by honking their horns and shouting words of encouragement.

The chair of We the People, Joe Kirby, began warming-up the crowd just after Former-Gov. Robert L. Ehrlich Jr. arrived and spoke at some length about the purpose and intent of the rally and the Tea Party movement.

Michelle Jefferson, a Carroll County Commissioner candidate (R-District 3) introduced Ehrlich at 7 p.m.

“It drives me crazy how we are characterized,” lamented Ehrlich after greeting the crowd as he criticized how the Tea Party movement has been treated by the media.

Boos were heard as he noted comments by U.S. Senate President Harry Reid (D-NV) that the Speaker of the U.S. House of Representatives, Nancy Pelosi, (D-CA) is from Maryland.

“This (movement) is about workers, taxpayers… It is not a populist movement,” said Ehrlich as he lapsed briefly into a history lesson of the 18th Century Populist movement in the U.S.

“This is organic. There is no leader of this movement. It just rose-up. This is about pro-wealth… I want to leave this country a better place… Government can be excellent. We’re not anti-government. We’re for appropriate government,” Ehrlich extolled.

“This is not about any particular party. This needs to be independent and it shouldn’t be connected to either party,” he continued as talked about the tea Party movement crossing party lines.

“There is a lot of anger out there…,” Ehrlich continued as he asked for a show of hands of the folks in the audience who had never been to a political function before. “We don’t call people names.”

As Ehrlich transitioned from exhorting the virtues of the Tea Parties, into campaigning for the Maryland governor’s office, he advised the crowd that “an Ehrlich bumper sticker increases the value of your car…”

After Ehrlich spoke for 20 minutes, it came time for a number of local candidates to take to the podium to talk with crowd.

One-by-one, folks such as Jefferson, Hampstead Mayor Haven Shoemaker, a newly announced Carroll Commissioner candidate (R-District 2,) Carroll Commissioner candidate, David Jones (R-District 4,) Maryland Delegate Tanya Shewell (R-District 5A,) Justin Ready, a candidate for Maryland delegate (R-District 5A,) took turns at the microphone.

Back in the crowd was also former Maryland Delegate (R-District 5A,) Carmen Amedori sporting her newly minted “Murphy – Amedori for Maryland (Governor)” signs.

It was earlier in the day that word got out that Amedori, who most recently served on the Maryland parole commission member until January, is abandoning her bid for the Republican nomination to oppose U.S. Senator Barbara Mikulski (D) of Baltimore.

She had announced in February that she was going to run to unseat the four-term incumbent, Mikulski, by participating in a crowded Republican primary but recently changed her mind to join the ticket of Republican gubernatorial candidate Brian Murphy, as his lieutenant governor.

That latest development is certain to make the summer political season that much more interesting and will be announced in Annapolis on Friday, April 16, 2010, at 4:30 p.m. on Lawyers’ Mall in Annapolis.

After all the speakers had their moment at the podium, the crowd moved-out to join the line of sign and flag wavers along Route 140.

As the shadows grew long and the sun began to set on another April 15 tax filing deadline, the crowd slowly drifted way and began looking forward to a long political summer of discontent.

ANNAPOLIS — For Robert L. Ehrlich Jr., November will be all about the math.

The putative Republican gubernatorial nominee has to either convert about 30 percent of Democratic voters to select the minority party. Or, he has to ensure a high turnout with seven of 10 occasional voters casting ballots for Ehrlich.

Those are the views of political observers contemplating this year's governor's race now that Ehrlich has announced he wants his old job back.

"I think the key for Ehrlich is being able to replicate the one thing he did in 2002, and that one thing is that he got 30 percent of the Democratic vote on Election Day," said Patrick Gonzales, president of Gonzales Research & Marketing Strategies of Annapolis.

Of Maryland's 3.4 million registered voters, more than 1.9 million — or 57 percent — are Democrats. The 902,000 Republicans account for 27 percent, while 479,000 unaffiliated voters represent about 14 percent.

"He can get 100 percent of independents, 100 percent of the Republicans, and if he only gets 15 percent of the Democrats, he loses," Gonzales said.

But the hitch to basing the campaign on snagging Democrats is money, said Donald Murphy, a lobbyist and former Republican lawmaker. It would take a lot of expensive advertising to convince a Democrat to vote Republican.

Instead, the campaign would need to go after "occasional" voters — voters who usually avoid midterm elections.

"People who are pissed and don't vote in those midterm elections are coming out this time," Murphy said. They'll be more likely to vote Republican because the party is not in power, and Ehrlich might be able to draw 70 percent of them, he said.

"What they need to do is initiate a ground game like Republicans have never seen before, and use the infrastructure of these tea parties and so forth and motivate people to come to vote," Murphy said.
