WESTMINSTER E-CYCLING PROGRAM CONTINUES
City residents can drop off old electronics for recycling

Westminster, MD – In June, the Maryland Department of the Environment (MDE) awarded grants to municipalities for the institution or initiation of local recycling programs for computer and video display devices under the Statewide Electronics Recycling Program.

The City of Westminster applied for and received a $25,000 grant from MDE to start an electronics recycling program in Westminster.

As a result, Westminster established a mobile electronics waste recycling center known as the Westminster Initiative to Recycle E-waste Drop-off Center (W.I.R.E.D. Center).

The W.I.R.E.D. center is used as a mobile electronics waste recycling center for residents to drop off electronics waste, which will allow the City to separate the collection of computers, video display devices, and other forms of electronic waste from the regular bulk trash thereby reducing the amount of trash entering the landfill.

The W.I.R.E.D. center will allow the City to properly recycle or dispose of electronic waste by encouraging residents to participate easily and conveniently.

The next drop-off date is November 7, 2009 and the location is 105 Railroad Avenue.

The following items will be accepted: televisions (NO WOOD), microwaves, projection equipment, computers, fax machines, stereos, copiers, monitors, wire & cable, DVD players, electronic toys, peripherals, VCRs, camcorders, telephones, electronic typewriters, CD players, cell phones, calculators, PDAs, scanners, and printers.

Metal solamente Esto incluye los refrigeradores, las estufas, las arandelas, los secadores, las bicicletas, etc… los neumáticos y las baterías de coche también se cogen el martes. El metal se coge dentro de los límites de ciudad enteros.
Miércoles

Basura de yarda

La basura de yarda se debe poner en un conatiner no más grande que una cesta de celemín sin la tapa, o en las bolsas de papel marrones biodegradables de Kraft. Los envases deben pesar menos de 75 libras. La basura de yarda no puede ser mezclada con basura o estar en las bolsas de plástico de la clase. Las carretillas y los botes de basura estándar no son recipientes para residuos aceptables de yarda. La basura de yarda se coge entre abril y noviembre.

Nota del *Please: La basura de yarda no se debe poner con basura normal del hogar. El césped, la suciedad y las rocas no se consideran basura de yarda y no serán cogidos el miércoles (véase Thurs. para la basura a granel Info). La ciudad intentará limpiar derramamiento de un bolso quebrado, sobrellenado; sin embargo, los dueños de una casa son responsables de empaquetar cualquier basura de yarda de nuevo restante.

SPECIAL PICK-UP SCHEDULE

(Items must be placed in front of your home by 7:30 a.m. within 5 feet of the curbside)


Please note that the City only collects the items listed below. The City does not pick up household trash or recyclables. Ecology Services is responsible for collection of household trash & recyclables.

  • All items must be called in at least 24 hours before the scheduled collection day to ensure removal.

Monday
Tree Limbs Tree limbs must be cut to four-foot sections, no larger than 6 inches in diameter, with the ends facing the same direction.
NO CONTAINERS will be picked up on Monday, regardless of content.
Tuesday
Metal Only This includes refrigerators, stoves, washers, dryers, bicycles, etc... Tires and car batteries are also picked up on Tuesday. Metal is picked up within the entire City limits.
Wednesday

Yard Waste

Yard waste must be placed in a conatiner no larger than a bushel basket without the lid, or in biodegradable Kraft brown paper bags. Containers must weigh less than 75 pounds. Yard waste cannot be mixed with trash or be in plastic bags of any kind. Wheelbarrows and standard trash cans are not acceptable yard waste containers. Yard waste is picked up between April and November.

*Please Note: Yard waste should not be placed with normal household trash. Sod, dirt and rocks ARE NOT considered yard waste and WILL NOT be picked up on Wednesday (see Thurs. for bulk trash info). The City will attempt to clean up spillage from a broken, overfilled bag; however, homeowners are responsible for repackaging any remaining yard waste.

Please Note: There will be one stop per day at each house for that day's pick-up. Once the truck has passed your home, the crews will not return for additional pick-ups, or to remove items not called in and/or not set out in time. We will not dispose of trash cans unless called in and marked for removal.

Sod, dirt, and rocks are considered bulk trash and have to be in bags or containers for removal. Overfilled bags that tear will be left on site for repackaging by the owner. The City is not responsible for damaged containers.

Yard Waste Collection

Yard waste collection is provided by the City Street Department and occurs on each Wednesday from April 1 to November 1 between the hours of 7:30 a.m. and 4:00 p.m. Citizens should set out yard waste for pick-up before 7:30 a.m. on Wednesdays, but no earlier than noon on Tuesdays. Yard waste must be placed in paper bags or containers no larger than a bushel basket with the lid removed.

Photo: The City's new leaf vacuum mounts on the back of a Street Department dump truck or garbage truck. Leaves are vacuumed through the large blue hose, which can be operated from inside the truck's cab, are chopped, and stored in the body of the unit. Once full, the truck is driven to the landfill, where the chopped leaves are combined with other yard waste, and offered as free mulch to county residents.

Leaf Vacuum Program to begin on October 1, 2007

Several folks have asked about Westminster’s leaf vacuuming program for this fall. On the City of Westminster’s Street Department page I found the following:

The City of Westminster Department of Public Works announces the beginning of the Leaf Vac Program effective OCTOBER 1, 2007.

RESIDENTS MUST CALL THE STREET DEPARTMENT AT 410-848-9077 OR 410-857-9286 TO SCHEDULE A SPECIAL PICK-UP.

Please be sure the leaves are near the curb, or in a location that will allow access from the street when you call to schedule your pick-up.

The following schedule for pick-up of leaves within the City limits will go into effect on Monday, October 1, 2007:

* MONDAY - East of MD Route 27

* TUESDAY - East of MD Route 31 and West of MD Route 27

* THURSDAY - South of Uniontown Road & West of MD Route 31

* FRIDAY - North of Uniontown Road and West of MD Route 31

Leaves may be raked into the gutter area and should NOT be placed in the gutter area more that 12 hours ahead of the scheduled pick-up.

Additionally, leaves should NOT be placed in the gutter during inclement weather, as this creates blockages in the City's storm drainage system. The public is requested to cooperate in placing leaves at locations giving the vacuum unit the best access. ** The leaf vacuum is only equipped to handle leaves-please check to make sure there is no other debris in your leaf pile, as it may damage the equipment**

Open burning is prohibited by law within the corporate limits of Westminster, since public collection of leaves and debris is provided. The City will utilize the leaf vacuum unit as it has in the past. The leaf unit will be on the street according to the above schedule in the autumn season except during inclement weather.

Green Tip- Instead of having your leaves removed, rake them into your garden or flowerbed, or compost them to provide important nutrients and organic matter for your soil. To learn more about composting your lawn waste, visit:

The city of Westminster is looking for someone to take out the garbage - for at least three years.

The city is putting out to bid a contract that ranks in the top 10 of municipal expenses: solid waste and recycling.

"It's one of the city's biggest ongoing costs," said Thomas B. Beyard, director of public works and planning. "We'll hopefully find something comparable to what we have now."

In the city's $21.9 million budget, sanitation and waste removal takes up nearly $900,000, the third-highest expenditure in the public works department behind streets and recreation and parks.

Companies that want to bid on the city's contract - worth at least $1.5 million for three years starting next summer, said Beyard - may pick up packages at City Hall and submit proposals until Jan. 28.

York Waste Disposal has collected the city's trash - 375 tons of garbage and 150 tons of recyclables a month - since 1998. At that time, the company collected from 4,177 houses and city buildings, Beyard said. Each house generates about 1.48 tons of waste a year, Beyard said.

Trash is picked up once a week at each location, but York's trucks navigate Westminster five days a week to hit all the spots. The city's planning and public works department picks up furniture and yard waste by appointment only.

Residents living outside municipalities have to contract directly with trash collectors and pay on average $200 a year, about double the average paid by Westminster homeowners, Beyard said.

"We get a volume discount," he said. "It's actually a good bargain for people."

A house in Westminster valued at $100,000 has a yearly property tax bill of about $400. The city allots about a quarter of that to take care of garbage collection. The trash is taken to a landfill in Pennsylvania.

At the beginning of this year, 4,373 houses and city buildings were using the city for trash collection. Beyard expects that number to rise above 4,500 by summer.

Bidders should submit a bid that covers each year through June 2008, when the city estimates nearly 5,000 buildings will be on trash pickup routes. The city asks that bidders submit two proposals: one for three years and one for five.

OVERVIEW

Seven of the eight municipalities within Carroll County provide solid waste collection and disposal service to the residents within their corporate boundaries by contracting with a private waste management company. In June of 1992, the contracts for five of the municipalities expired. Prior to renewing their individual contracts, the City of Westminster under the direction and guidance of Mayor Brown, coordinated a program between six municipalities to jointly solicit unified bids for the provision of municipal solid waste management and recycling services. The unified contract would cover a three year period.

The municipalities which solicited the unified bid included the Town of Hampstead, the Town of Manchester, the Town of New Windsor, the City of Taneytown, the Town of Union Bridge, and the City of Westminster. By soliciting bids for solid waste management on a multi-jurisdictional level this program reduced the total cost of providing solid waste and recycling collection services. In the "Request for Bids" the total number of units from each municipality were combined together. The guarantee of a larger number of units permitted private haulers to reduce their overhead costs, and, therefore, submit bids which were lower than those submitted individually to each municipality.

The waste management company which submitted the lowest sealed bid was awarded contracts with five of the municipalities. The Town of Manchester retained their existing contractor, after the contractor lowered their rate equal to the rate quoted in the unified bid. Each of the other five participating municipality executed a separate contract with the successful bidder. Therefore, payment from each municipality is forwarded directly to the waste management company, forgoing the need to create a centralized bookkeeping and finance effort between the municipalities.

SAVINGS

Evidence that the service could be provided at a lower cost under a unified bid scheme was available since five of municipalities had already received individual bids. The contract for Manchester, the sixth municipality, did not expire until the end of 1993, therefore, a separate bid had not been requested.

Specifically, the unified bid approach will save Westminster $10,345.00 in collection costs over the course of the three year contract. Combined with the four other participating municipalities whose savings are clearly known, the total savings over the three year period of the contracts will be $91,175.00.

Under this unified bid approach only Union Bridge would have experienced a higher per unit cost than it would have had under an individual bid. So the that the other four participating municipalities could enjoy the cost savings available under this unified approach, in the spirit of intergovernmental cooperation they each agreed to pay a slightly higher fee to offset the increase that Union Bridge would have experienced. Therefore, Union Bridge retained their existing lower per unit fee, while the other municipalities were still able to save their taxpayers dollars.

Moreover, the cost savings did not end with the signing of the contracts. The bid specified curbside collection of recyclable products, such as glass, paper, and plastic. The contracts went into effect in August of 1993, and during Fiscal Year 1992-93 the combined curbside recycling rate averaged 18.7 percent. With the curbside recycling program, the five participating municipalities saved over $53,500.00 in avoided landfill tipping fees during FY 1992-93, in addition to the savings already described.

APPLICABILITY TO OTHER LOCALITIES AND PUBLIC SERVICES

This type of unified bid scheme can reduce costs to small individual municipalities which must contract with private sector companies for municipal services. Enlarging the number of units serviced by joint approaches allows the provider to experience economies of scale, and offer the service at a lower cost. Small municipalities can then provide the types of services at a cost comparable to that which are typically only found in more densely populated areas.

Furthermore, a unified approach eliminated duplication of efforts, such as the cost of advertising a "Request for Bids" and the cost of supplying bid documents. With the unified approach these costs are borne by several municipalities, and, therefore, are spread equally among them. It is not necessary for each to publish a separate advertisement or prepare and supply copies of the bid document to every interested company. Staff time is also saved in the preparation process, since each municipality does not have to create and produce and individual bid.

This program does not add any additional costs to the process of requesting and awarding bids for public services which must be contracted out to private companies. When public services can be provided at a lower rate, the savings can be used to lower, or maintain, the tax rate. Ultimately, the taxpayer experiences the real savings.
