Baltimore Mayor Treads Fine Line in Divided City

BALTIMORE. — With buildings ablaze and looters rampaging through city streets, Mayor Stephanie Rawlings-Blake faced television cameras Monday night and sternly denounced the rioters as “thugs.” The next day, with some black residents in an uproar over a word they call racially charged, she walked it back.

“There are no thugs in Baltimore,” the mayor, who is African-American, said at a church, where she met with members of the clergy. “Sometimes, my own little anger translator gets the best of me.”

The episode demonstrates the fine line Ms. Rawlings-Blake, 45, walks as she tries to lead this majority black city out of what she calls “one of our darkest days.” It is also a vivid reminder that the presence of a black mayor (and black police commissioner) does not guarantee a bond or rapport with poor black residents that might help calm a city going through the kind of trauma facing Baltimore.

Any mayor would surely face challenges under such circumstances. But for Ms. Rawlings-Blake the challenges are especially acute. She must try to bring together two Baltimores, neither of which she is entirely a part of: the gentrified Baltimore of the Inner Harbor and Camden Yards and the frustrated, low-income black Baltimore, with its boarded-up rowhouses.

No, Mr. Hogan, Baltimore is not in decline



We welcome and support Gov.-elect Larry Hogan's view that Baltimore City should be Maryland's economic engine ("Hogan says city should drive state economy," Dec. 30). But his unfortunate use of hyperbole to assert that in Baltimore City, "There's no businesses, there's no jobs," and that state investments have produced no positive outcomes is wrong and doesn't reflect the countless Baltimoreans who work hard every day to make this still imperfect city better.

First the facts. According to the state Department of Labor, Licensing and Regulation, in the first quarter of 2014, there was an average of 324,818 jobs in Baltimore City, reported by 13,700 employers. In fact, Baltimore City has more jobs than all but two counties in Maryland. Downtown Baltimore ranks in the top 10 percent of U.S. cities for its total number of employees and has one of the country's highest employment densities.

Daily Record: Mosby defeats Bernstein in Baltimore prosecutor’s primary


Marilyn J. Mosby pulled off an upset win against incumbent Gregg L. Bernstein in the Democratic primary for Baltimore City State’s Attorney.

Bernstein conceded defeat late Tuesday night when unofficial results showed him trailing Mosby significantly. Early Wednesday morning, results from all precincts showed that Mosby won by 55 percent to 45 percent.

Mosby, an assistant state’s attorney from 2005 to 2012, has been a litigator for Liberty Mutual Insurance since leaving the prosecutor’s office.

Mosby, 34, told The Daily Record in May that the “traditional approach to crime fighting in Baltimore has failed” and that one of her first priorities would be join forces with the Baltimore Police Department “to effectively manage and target the violent repeat offender list.” She also vowed to improve the office’s relationship with the community, saying he had created a “culture of mistrust.”

BALTIMORE, MD (April 30, 2014) – Public Works Director Rudolph S. Chow, P.E., reminds everyone that the Baltimore City Department of Public Works (DPW) will be holding Prettyboy Day on Saturday, May 10, from 9 a.m. to 1 p.m. at Prettyboy Dam.

The event is to celebrate and educate attendees about Prettyboy Dam and Reservoir, one of Baltimore's three raw drinking-water reservoirs. The event will feature live musical entertainment by singer/guitarist Dave Huber, face painting and balloon animals for the kids, educational displays, a surprise competition, and food.

Attendees of all ages can take a tour inside the Dam which will be open to the public only for this special day. Learn about Baltimore's drinking water system, resource issues and conservation efforts. Rescued native wildlife from Scales and Tales will be on display and experts from the Maryland Department of Natural Resources will be on hand to tell all about them. 

Last year 150 new trees were planted near the Dam. This year attendees can participate in applying protective wrappings on them. Local historian George Lang will also be on hand again with his historic archives.

“We are very happy to be able to showcase Prettyboy Reservoir and Dam, vital elements of our drinking-water system,” said Director Chow. “This is a tremendous opportunity to have fun while learning at a beautiful, outdoor location.”
Prettyboy Day is sponsored by the Baltimore City Department of Public Works, the Prettyboy Watershed Alliance and RK&K. Additional support is provided by Baltimore County. The dam is located at Prettyboy Dam Road, 21120.

Prettyboy Day celebrates National Drinking Water Week, May 4-10. The theme is “What do you know about H20?” and encourages all citizens to learn more about the critical role water plays in our lives and the quality of life we enjoy because of clean drinking water.

Since the 1930s, warm weather and sunshine is a signal for many in Carroll and Baltimore counties to venture outdoors for biking, hiking fishing and boating trips in the Gunpowder River and Prettyboy watershed in the Hereford area. Spring has arrived just in time to help celebrate Prettyboy Reservoir Day this Saturday, April 27, from 9 a.m. to 1 p.m. This year the Baltimore City Department of Public Works, the Prettyboy Watershed Alliance, Carroll and Baltimore County have joined forces for the one-day event as a part Earth Day celebrations and Baltimore Green Week.

With the street buckling in front of her, Evelyn Cannon called 911 as cars teetered and then began to sink, their wheels becoming less and less visible. 


But Cannon felt unable to convey the gravity of the situation, she said. About 45 seconds into the call, when the operator asked her if anything was damaged, Cannon became exasperated.

"The street is damaged," she said into her phone, in one of nearly a dozen 911 recordings released Thursday by the Baltimore Fire Department. "I know this sounds crazy." 


 The collapse last week of a retaining wall holding East 26th Street in Charles Village above a railroad line started slowly, the street subsiding before finally giving out. Several residents and passers-by watched the shift as it occurred, and some called 911.

In fact, according to a recent report, more than 9% of U.S. households did not have a car in 2012, a higher figure than five years ago. In 21 of the nation’s 30 largest cities, households were also less likely to have a vehicle than just five years earlier.

According to a study by Michael Sivak, a research professor at the University of Michigan Transportation Research Institute, the growth in households without a vehicle provides evidence that Americans are less dependent on cars than in the past. Sivak’s research also indicates that, per capita, Americans own fewer vehicles, drive fewer miles, and consume less fuel. While the number of households without a car rose nationwide, from 8.7% in 2007 to 9.2% in 2012, figures by city differ dramatically. In San Jose, just 5.8% of households did not have a car. In New York, 56.5% of households did not have a car.

In 2012, more than 19% of commuters took public transportation to work, one of the higher percentages in the nation. There are also plans to build a new light-rail system, called the Red Line.

On any given day, a teacher's mailbox is usually chock full of messages: leaflets advertising professional development, discount coupons for office supplies, publications from curriculum companies, and book club invitations.

But under a contract that teachers are expected to vote on Thursday, they fear that such communication would cease — unless it comes from the Baltimore Teachers Union.

City teachers are criticizing an unusual clause included in the proposed contract that appears to give the union the exclusive right to disseminate information via email or through teachers' mailboxes. They say the new language is too broad and attempts to silence dissenters and disempower those who organize outside of union parameters."

Why Baltimore is not Detroit


There was considerable rejoicing in Baltimore city this week when George Mason University released a study saying that, compared to Detroit, Pittsburgh, Chicago, Providence and San Bernardino, Baltimore is on “reasonably solid financial footing” and is demonstrating “financial resiliency.”

Of course those other five cities are all basket cases (two are in bankruptcy), so being best of the lot isn’t so hot.

The Baltimore Sun highlighted the parts of the report crediting Baltimore’s success to sound city management provided by a strong-mayor system which lets the city’s Board of Estimates (controlled by the mayor) write the city budget and run the city’s finances without interference from the City Council, which can only lower the spending levels, not increase them.


But if you actually read the George Mason report it tells a much different story.
