Dear Kevin, Two astute observers of the Annapolis scene are Barry Rascovar and Blair Lee. They provide an "insider's baseball" perspective of the State House through their weekly columns in the Gazette newspapers. The Gazette of Politics and Business is a Friday edition that is also available online (click here). Rascovar questions why legislators are not listening to their own fiscal advisors. The Board of Revenue Estimates last week predicted a slower-than-expected economic recovery, but the Democrat leadership continues to increase the budget as if full recovery will happen in the next quarter: "Why aren't O'Malley and lawmakers paying attention? Based on the revenue board's bleak analysis, they should be reining in Maryland's out-of-control spending and preparing for a slower than expected recovery. Instead, delegates and the governor are pandering to the usual special interests. The revenue board's cautions preceded the alarming events in Japan, the world's third-largest economy. That nation's triple devastation will ripple economically through Maryland and the country. It also is now clear that Maryland's strong job growth over the past year - loudly touted by O'Malley - was a mirage. . . This is not a time to crank out another budget that protects vested interests and avoids the tough decisions. Yet once again, it looks like that proverbial can is about to get kicked down the road." Maryland Senate Republican Slate: "ObamaCare" Poses Uncertainty for Maryland's Medical Community
While Governor Martin O'Malley and state Democrats were praising the passage of the federal health care bill this week, the implementation of the new federal requirements poses great uncertainty for Maryland's medical practitioners and hospitals.
Columnist Barry Rascovar of The Gazette analyzes the impact on Maryland's delicately-balanced health system and concludes that "the long-term implications of this law could create a major earthquake in Maryland."

"As a result of this law, the growing scarcity of physicians in parts of the state could spread. Financially pinched hospitals could see their predicaments worsen. The state's unique rate-setting system for hospitals, established 40 years ago, might have to be junked or modernized."

"As for Maryland hospitals, they could face a double-whammy: State regulators not only will implement painful Medicare rate reductions, they will go further and cut hospital charges even more dramatically to maintain the state's status."

Nevertheless, the person who called Mr. Palevsky back before I did is probably much more eminently qualified to speak on the topic of Senator Goldwater – Barry Rascovar, the pre-eminent Gazette columnist.
Mr. Rascovar, retired from the Baltimore Sun in August 2001 in one the many awkward decisions made by the paper since it was purchased by Tribune a number of years ago. Synopsis
Barry M. Goldwater, rose from being a local businessman in Arizona (which was not yet a state when he was born) to become a hugely influential U.S. Senator whose 30-year career reached a crescendo with his ill-fated run for President in 1964.
The film follows that tumultuous year, as well as others in a career that encompassed numerous political and ideological triumphs. Though he never achieved the ultimate prize, the election of Ronald Reagan in 1980 vindicated the conservative agenda Goldwater had long championed.
Ironically, in later years, Goldwater's support of issues like abortion and gay rights were diametrically opposed to those of the "new conservative" leadership, underscoring both the distance the country has traveled in the last 40 years, as well as the dogged independence Goldwater embodied up to his death in 1998.
At the height of his power, Goldwater was the symbol of conservatism, denouncing Liberals and Communists while advocating limited government, free enterprise, separation of church and state, and a strong defense.
But because of his unequivocal opinions, Goldwater was vulnerable to attacks that labeled him pro-war and anti-Civil Rights. Those perceptions, coupled with JFK's death a year before the election, undermined Goldwater's presidential hopes, though he remained a strong and influential Senate voice for 23 more years.
