Westminster mayor Joe Dominick praises council candidates

You’ve started seeing campaign signs, direct mail, and Facebook posts asking for your vote come Tuesday, May 14. An election for three seats on the City of Westminster’s Common Council is upon us.

Between elections, the residents in the City of Westminster rely on myself and the Council to make decisions on their behalf. It is a great responsibility that we are honored to have. Every two years the residents of the City have the great responsibility to vote for half of their representatives.

Jessica Laird works in business development at one of the largest institutions here in the city. She brings a new energy to the City and will be a strong supporter of public safety and Main Street initiatives.

Steven Colella also brings a new energy to the City. All of his professional experience has been in municipal government and economic development. Public safety and downtown initiatives would be his main focus.

Kevin Dayhoff is a former Mayor and Councilman. He is a very kind and caring man. I haven’t met anyone who loves the City of Westminster more than Mr. Dayhoff. If you ever want to hear a detailed history of the City, just ask him.

Councilman Gregory Pecoraro is currently a Councilman and is seeking re-election. He has served multiple terms and brings a lot of experience to the current elected body. Councilman Pecoraro is a good man. I’ve worked well with him on issues — when we agree and when we don’t.

I’ve known Kate Carter for a couple of years. She is a technology professional with a lot of good ideas. Between her professional experience and interest in downtown, Kate brings a lot to the table. Kate’s father was a business professor at Western Maryland/McDaniel College. He was the best teacher I’ve ever had.

Ann Thomas Gilbert has been one of the main people moving the Veteran’s Independence Project forward. She has devoted her professional life to social services. Running for Council is one more way she wants to help her community.

Disagreement is good in government, but politics doesn’t have to be negative. These six individuals have decided to step up to help preserve what’s good in the City and move the rest forward.

I am confident that the City of Westminster will be in good hands come May 14. Please vote for those who you want in office.

Campaign priorities

1. Public safety- This is a multifaceted issue that needs to be addressed more vigorously and with greater focus. Improved public safety includes efforts to reduce the sale and use of drugs, to develop options for our homeless population and to deal with the crime issue. We need to collaborate with our service agencies and law enforcement to seek their suggestions and input. Partnering with local colleges, the health department, and local agencies to expand services will help to address these issues. By sharing our ideas and resources together we can progress toward a safer more attractive community. Offering more downtown family activities such as the successful Flower and Jazz fest, the wine stroll, and concerts in the park will increase exposure to all the city has to offer and will create a friendly, welcoming atmosphere.

2. Utilizing the Broadband project to attract new business and create jobs is an effort that needs continued support. This service puts our City in the forefront of modern technology to expand and develop business opportunities. By creating a business friendly atmosphere, we will stimulate economic growth. This accompanied with efforts to support law enforcement to reduce crime and the sale and use of drugs will make the downtown area safer and more appealing to our citizens and to future businesses.

3. Improving communication between the city administration, the council and the citizens of Westminster. To do this we can begin to broadcast council meetings on local programming. Create a newsletter from the council and to offer informal activities to enable communication with citizens; such as scheduled walks in neighborhoods, meet and greet sessions at local restaurants or business. This will allow us as representatives of your city to hear your concerns and hopefully praises as well.

Westminster Maryland to Hold Election for Mayor and Council Members




Westminster voters will head to the polls on May 9 to vote for Mayor and two seats on the Common Council.

From the City of Westminster: Westminster voters will head to the polls on May 9, 2017 to vote for Mayor and two seats on the Common Council. The term of office for both Mayor and Common Councilmember is four years.

City residents may vote from 7:00 a.m. until 8:00 p.m. at their designated polling place. Registered Westminster voters who reside on the west side of Maryland Route 31 vote at the Westminster Community Center, located at 325 Royer Road. Voters residing on the east side of Maryland Route 31 vote at the John Street Quarters of the Westminster Fire Company, located at 28 John Street.

Candidates for the office of Mayor are Joe Dominick and Kevin R. Utz. Candidates for the two open seats on the Common Council are Tony Chiavacci, Ann Thomas Gilbert, and Benjamin Yingling.

The deadline for submitting a request for an absentee ballot is 4:30 p.m. on Friday, April 28, 2017. Information on obtaining an absentee ballot and general election information can be found here or by calling Shannon Visocsky, City Clerk, at (410) 848-4938.

April 4, 2017 Westminster Md. - This morning, I was reading through the letters to the editor in the Carroll County Times about the current Westminster municipal elections. – And it brought back memories….

Many folks have asked if I am ever going to run for office again. And the answer is sorta-kinda-maybe. Not right now. Among many reasons, as soon as I declare my candidacy for office, I immediately lose my job with the newspaper. Think about it. In what other profession do you lose your job the very instant you declare your candidacy? And I love my job.

Many folks have asked my opinion about the upcoming elections. Because I work for the newspaper, I really cannot say much. However, I think that I can say, that it is time to let some other folks have a turn – or let some other ideas into the Westminster council chambers.

I mean, I actually like all of Westminster’s elected officials. I guess I can say that? I mean, I like everybody. Westminster officials work hard and for the most part, I think they are well-intended.

But the history and tradition of holding office in Westminster is one of letting everyone take their turn. And, at the moment, it just does not seem that other ideas are really welcome in city government these days. I don’t know, maybe I’m wrong. And growing-up in Westminster, there was essentially – if not absolutely - no politics.

I had a great talk with an official with another municipality recently and he lamented how Westminster elected officials spend a great deal of time on politics that has nothing to do with the day-to-day life of Westminster citizens. He said this in the context in that, in his municipality, there is still, to this day, essentially no politics.

Now before you send me angry emails, he said it – I did not say a word. As a matter of fact, he acknowledged that I have to remain silent because I work for the paper, but I will say that I have heard it said by many folks outside of Westminster…

Municipal elections are extremely important to your day-to-day quality of life. I am often amused with folks who get so worked-up over national politics – and state politics, for that matter. As for national politics, candidly, you and I standing over the back fence discussing the issues, or engaged in a Facebook discussion, have little impact on the development of national public policies. Arguably some impact – but really – we have little say. Makes me sad to say that. I have certainly written my fair share of letters to elected officials in Washington. But that was before gerrymandering. These days, the folks that represent us in Washington, do not know where Carroll County is located on the map – and do not care. (Although they all have great staffers. Just saying.) In days gone by, we routinely had opportunities to meet with our elected representatives in Congress. Remember when they would routinely visit the post office?

(Anyway, just so you know - I hate Facebook arguments and routinely delete argumentative comments, just saying.)

Yes, we have a little more influence in Maryland State politics, although, it often appears that Annapolis exists in another country.

On my website, the other day, I found a few items, from the 1999 elections, for my “This Day in History” series…. Yes, I was so young, and naive. But I still have many really good memories. I was amused that almost 20-years ago, many of the same issues today, were a matter of interest in the 1999 election. When I filled-out my candidate profile and questionnaire, among the “Main issues I will address during my campaign,” included:

1. Pro Economic Development - Continued Revitalization of Downtown Westminster, and how it was (is) important to attract and develop more jobs in Westminster.

2. Support Westminster Police Department

3. Support Westminster Fire Department

4. Pursue improving our road system

5. Continued support of the City’s recreation program – community events – that bring folks to downtown Westminster.

I loved being an elected official for Westminster. I loved working with the Westminster employees – and Westminster citizens. It seems that the best kept secret in Maryland and the mid-Atlantic region, is that Westminster has the best municipal employees around. They are well-trained, professional, personally invested, and most of all, they really-really care about Westminster.

And, of course, being the product of many generations of elected officials, and being an historian and a writer, I really enjoyed the development of public policy initiative. For much of Westminster’s municipal history, it was known to be on the cutting edge of municipal public policy and governance.
