President and Mrs. Bush participated in an arrival ceremony for President John Kufuor of the Republic of Ghana, and Mrs. Kufuor for a state visit. President and Mrs. Bush visited Ghana in February 2008 and welcome the opportunity to return the generous hospitality that President and Mrs. Kufuor and the Ghanaian people extended to them during the visit. The visit celebrated the United States' growing partnership with Ghana and a shared commitment to promote peace and prosperity in Africa and throughout the world. The two Presidents discussed efforts to combat malaria and neglected tropical diseases, as well as Ghana's efforts to promote democratic values, peace, and stability in Africa.

Afterwards, President Bush met with President Kufuor and the two leaders made a joint statement. Later, President Bush met with the 2008 Boys and Girls Clubs of America Regional Finalists and Youth of the Year. In the evening, President and Mrs. Bush greeted the President and Mrs. Kufuor, participated in a photo opportunity, and hosted a state dinner.

President Bush visited Texas to express the Federal Government's support and sympathy in the recovery and rebuilding effort following Hurricane Ike. He participated in a briefing on damage from Hurricane Ike in Houston, followed by an aerial tour of the hurricane damage, and then a briefing at the Galveston Emergency Operations Center.

Later, President Bush was briefed on financial market conditions by members of the President's Working Group (PWG) on Financial Markets. PWG is composed of the Secretary of the Treasury, who chairs the group, the Chairman of the Federal Reserve, the Chairman of the Securities and Exchange Commission, and the Chairman of the Commodity Futures Trading Commission. Created by Executive Order in 1987, the PWG meets regularly to consider market issues and appropriate regulatory responses.

President Bush met with General David Petraeus, former Commander of the Multi-National Force in Iraq. Then, President Bush met with President Martin Torrijos of the Republic of Panama, an important friend and ally of the United States. The leaders discussed a range of issues, including our common commitment to the United States-Panama Trade Promotion Agreement, expanding free trade and strengthening democracy throughout the region, enhancing security cooperation, and strengthening cooperation in international fora.

Later, President Bush attended an Iftaar dinner with ambassadors and Muslim leaders. Each year of this Administration, President Bush has hosted an Iftaar dinner. This year's dinner highlighted American Muslims who have made significant technological, artistic, or innovative contributions to our Nation.

Monday, August 20, 2007 President Bush traveled to Canada to meet with Prime Minister Stephen Harper of Canada and President Felipe Calderon of Mexico at the North American Leaders' Summit. The leaders reviewed progress and continued cooperation under the Security and Prosperity Partnership, as well as discuss hemispheric and global issues.

Tuesday, August 21, 2007 During the second day of the North American Leaders' Summit, President Bush met with the North American Competitiveness Council. He later participated in the North American Leaders' Meeting and participated in a Joint Press Availability with the Prime Minister of Canada and the President of Mexico.

President Bush also received a briefing on the Interstate 35-W bridge damage as well as the Minnesota floods.

"It's our people's interests that Canada and Mexico work closely together. In other words, there's a good reason why our leaders should come together on a regular basis. First reason why is to figure out ways to continue to enhance prosperity. It's in our interests that the Canadian lifestyle be as strong as it is, and it's in our interests that prosperity spread to Mexico. If you're a U.S. citizen, you want people that live close to you to be prosperous. The more prosperity there is in your neighborhood, the more hopeful your neighborhood is."

The President talked about the challenges we face in Iraq against the historic background of our successes in Asia. He described how America's presence and perseverance in Asia led to a freer, more stable, and more prosperous continent, transforming American enemies into American allies and making the world safer for our citizens. As we face challenges in Iraq today, we do so knowing we have done this kind of transformative work before and the benefits to America made the sacrifices worthwhile.

"The greatest weapon in the arsenal of democracy is the desire for liberty written into the human heart by our Creator. So long as we remain true to our ideals, we will defeat the extremists in Iraq and Afghanistan. We will help those countries' peoples stand up functioning democracies in the heart of the broader Middle East. And when that hard work is done and the critics of today recede from memory, the cause of freedom will be stronger, a vital region will be brighter, and the American people will be safer."

President Bush toured the Browns Ferry Nuclear Plant in Athens, Alabama. Browns Ferry Nuclear Power Plant Unit 1 is the first U.S. nuclear reactor to come online in the 21st century. The President made remarks on his Administration's energy initiatives, including the importance of expanding nuclear power and his "Twenty in Ten" goal to reduce U.S. gas consumption by 20 percent over the next ten years.

"I believe that it is essential that we have a comprehensive energy policy to be able to deal with the challenges we're going to face in the 21st century, whether that be energy independence or economic security or good environmental policy. And at the core of such policy must be electricity generated from nuclear power."

President Bush met with Vietnamese President Nguyen Minh Triet to continue discussions the two leaders held in Hanoi last November. President Bush and President Triet discussed our robust trade and economic relationship, cooperation on health and development issues, cultural and educational ties, and shared commitment to resolving remaining issues stemming from the war. President Bush also expressed his deep concern over the recent increase of arrests and detentions of peaceful democracy activists in Vietnam, and note that such actions will inevitably limit the growth of bilateral ties.

In the afternoon, the President celebrated Black Music Month in the East Room of the White House. Black Music Month recognizes the outstanding contributions that African-American singers, composers, and musicians have made to our country.

The President then traveled to the U.S. Department of State, where he participated in the ceremonial swearing-in for Deputy Secretary of State John Negroponte.

"American diplomacy is really critical to ensuring the safety and the security of our citizens. Terrorist enemies follow an ideology of hatred and death. In the long run, the only way to defeat them is to offer a vision that is hopeful and positive and optimistic. Spreading that vision requires strong leadership here at the State Department, and John Negroponte has the talent and the experience our nation needs in a Deputy Secretary of State. "One of the most enjoyable things I do as the President is to hear stories of my fellow citizens... stories of compassion, stories of care. President Bush traveled to the Gulf Coast, where he visited with grant recipients in Mississippi and later met with Mississippi elected officials and community leaders in Biloxi. The President had lunch with Louisiana elected officials and community leaders in New Orleans before visiting the city's Samuel J. Green Charter School.

The Federal government has committed more than $110 billion to help the Gulf Coast recover from Hurricane Katrina. President Bush remains committed to progress on all fronts in the Gulf Region, and will discuss progress in education as well as other reconstruction efforts.

"There's still work to be done here in Mississippi, and the Governor and I are going to go listen to some of the local officials describe to me what's on their mind and how we can continue to help. But times are changing for the better, and people's lives are improving, and there is hope. And I congratulate the good folks in this part of the country for their resiliency, their courage, and the fact that they never abandoned hope."

Prior to departing for Indiana, President Bush announced he will travel to the storm ravaged areas of Georgia and Alabama on Saturday. Later, President Bush visited Silver Street Elementary School in New Albany, Indiana, and made remarks on No Child Left Behind. The No Child Left Behind Act is helping to raise student achievement in our Nation's schools, and Silver Street is an example of the law's good results – students at the school have met Indiana's achievement benchmarks every year since 2002. The President later met with students from University of Louisville's McConnell Center.

"I'm talking with people on the leading edge of change. And the reason why I've asked them to come in to see me is because I want to make sure that the goal I set by reducing gasoline usage by 20 percent over a 10-year period is a realistic goal. I know it's a necessary goal: it's necessary for national security purposes; it's necessary for economic security purposes; and it's necessary in order to be good stewards of the environment."

President Bush met with members of Securing America's Future Energy (SAFE), a nonpartisan, not-for-profit organization committed to reducing America's dependence on oil and improving U.S. energy security.

"Their plan and my plan ...have got commonalities, and we're going to work together to get Congress to enact a comprehensive plan. I believe there's an appetite in the halls of Congress to become less dependent on oil. I believe there's a knowledge in Congress that when we spend money on cellulosic ethanol that will make us less dependent on oil."

The U.S. economy is now in its 41st month of uninterrupted job growth, in a recovery that has created more than 7.2 million jobs so far. Unemployment remains low at 4.5 percent, and wages are rising.

"It's one thing to say today's economy is strong -- I say it because inflation is down, interest rates are down, wages are on the increase, unemployment rate nationally is low, people are working and putting more money in their pocket. And the question facing the country is, what are we going to do to make sure it's strong tomorrow?"

President Bush made remarks on the economy at Federal Hall in New York City. The economy is strong – inflation is down, wages are on the increase, the national unemployment rate is low, and people are working and putting more money in their pocket. The President discussed ways to keep our economy strong and dynamic.

Wednesday, January 24, 2007 President Bush toured DuPont Experimental Station, after which he made remarks on energy initiatives. America is on the verge of technological breakthroughs that will enable us to live our lives less dependent on oil, and Tuesday, President Bush asked Congress to join him in building on the work we have done and reducing gasoline usage in the United States by 20 percent in the next ten years.

"And so Congress, I'm hopeful, recognizes the great potential in new technologies, that we're able to have a new mandatory fuel standard and new CAFE standards for our automobiles, all aiming to make us less dependent on oil, and thereby, making us more secure nationally and be able to say we're better stewards of the environment."

President Bush toured Saint Luke's East – Lee's Summit. Saint Luke's East – Lee's Summit is part of Saint Luke's Health System, which consists of 11 area hospitals and a number of primary care practices in the metropolitan Kansas City area and the surrounding region.

Following his tour, the President participated in a roundtable on healthcare initiatives. In his State of the Union address, President Bush announced proposals to make basic, private health insurance available and affordable for more Americans by reforming the tax code with a standard deduction for health insurance and helping States make affordable private health insurance available to their citizens.

President Bush met with European Commission President Jose Barroso. The two leaders continued discussions on a number of key global challenges, including strengthening our cooperation to advance peace and security in the Middle East and Afghanistan, promoting energy security, stopping the genocide in Darfur, combating terrorism, increasing prosperity and economic development around the world, and advancing free and fair trade.

In the afternoon, President Bush met with bicameral and bipartisan members of Congress on the fifth anniversary of No Child Left Behind. When he came to Washington, President Bush worked with Republicans and Democrats to pass the No Child Left Behind Act (NCLB), which he signed into law in 2002. Since NCLB was passed, we have seen major improvements in student achievement all across America, and by reauthorizing this important legislation, we can help make our schools a gateway to opportunity for every child.

President Bush participated in the posthumous presentation of the Medal of Honor to Marine Corporal Jason Dunham, who gave his life to save his fellow troops when he fell on a hand grenade in Iraq. He then traveled to Fort Benning, Georgia, where he participated in lunch with military personnel and families. He later delivered remarks before participating in a demonstration of infantry training at Fort Benning.

"The Medal of Honor is the highest award for valor a President can bestow. The Medal is given for gallantry in the face of an enemy attack that is above and beyond the call of duty. The Medal is part of a cherished American tradition that began in this house with the signature of President Abraham Lincoln... With this Medal we pay tribute to the courage and leadership of a man who represents the best of young Americans. With this Medal we ask the God who commands us to love our neighbor as ourselves to wrap his arms around the family of Corporal Jason Dunham, a Marine who is not here today because he lived that commandment to the fullest."

President Bush signed the Magnuson-Stevens Fishery Conservation and Management Reauthorization Act of 2006. This Act embraces the President's priorities of ending overfishing and rebuilding our Nation's fish stocks through more effective, market-based management and tougher enforcement.
