"This week, May 20 – May 26, is National EMS Week when emergency medical crews in Carroll County and throughout the country are honored for their work.


To mark the occasion, emergency medical services providers, firefighters, and administrative personnel at the Westminster Fire Engine and Hose Co. No. 1 gathered for a luncheon Tuesday in the day room of firehouse.


A proclamation by Westminster Mayor Kevin Utz was presented that noted that emergency medical services are a vital public service and that members of the EMS teams “are ready to provide lifesaving care to those in need 24 hours a day, seven days a week…""

City officials say water safe to drink.  System was quickly repaired by mid-afternoon.

A 12-inch water main cracked in the city of Westminster water system around 10:15 a.m. Sunday morning, according to Westminster Mayor Kevin Utz.

The break took place in the 300 block of North Cranberry Road near the city’s water treatment plant and occurred just as townsfolk and city workers were returning from church; but perhaps just as bad, it happened just as workers from the city’s utilities maintenance department were preparing for an afternoon of Ravens’ football… 

“Glad to see the (city) workers got here quickly knowing there were going to miss the Ravens’ game,” said Utz as he picked-up his phone and ordered pizzas and drinks for those working on the water line…

Many of the fond memories I have of growing up in Westminster occurred at the Westminster Municipal Playground.

Many know the playground as home to Westminster Fallfest, Carroll County's largest community charity event.

That's appropriate — rec programs park facilities and most of the quality of life improvements in our community have been the result of efforts between citizens, the private sector and enabled by government.

The tradition of civic support lives on to this day. On April 17, I had the pleasure of attending the opening day ceremonies of the Westminster Optimist Little League.

The number one topic of recent discussions with downtown Westminster businesses was public safety, say Westminster officials.

The discussion and feedback come at a time when the flagging national economy continues to hurt local businesses and the city budget remains in dire straights.

Westminster Mayor Kevin Utz presented the Common Council with a number of recommendations that resulted from five Main Street roundtable discussions held by Westminster officials in the last two months.

The feedback from the Westminster Main Street businesses was the highlight the Westminster mayor and Common Council meeting last Monday.

“We have asked 35 businesses to attend five Main Street Roundtables over the past two months and I would like to summarize the discussions and put forth a series of recommendations for your consideration,” said Utz.

Utz then comprehensively reviewed a summary of the business roundtable findings and four recommendations.

A copy of the summary was given to the Westminster Eagle by Westminster city administrator Marge Wolf.

It reveals that the “business owners (have) requested more police presence, particularly when the stores are closing for the evening. The businesses owners would like to partner with the police department, reporting questionable activities and observations.”

“We need to have our residents and citizens feel comfortable being on Main Street,” said Utz as council members looked-on and nodded in approval.

As a result: “An officer has been assigned to patrol the Main Street area from 11:00 a.m. to 7:00 p.m. Additional officers will be assigned to patrol the area when businesses close.

“In addition, the (Westminster Police Department) will develop strategies to familiarize the merchants with both Command staff and patrol officers and will investigate the use of camera in strategic locations to assist the patrol officers,” Utz read from the report.

In a related problem, Utz noted that “The City of Westminster is also the County Seat for Carroll County and as such provides a wide range of social services in our town.

“This fact, coupled with the fact that the churches in the area are very magnanimous in providing additional services to this client group, results in groups of clients congregating in public areas.”

The recommendation offered at the meeting was that the “Mayor will convene a Roundtable with area church representatives to discuss possible solutions to this problem.”

Business owners also said at the roundtable discussions that many of the local shopkeepers “are not the property owners and, as group, they feel the landlords do not maintain the properties to even code standards.

“The rents are not affordable for most small businesses and the landlords are not willing to work with small businesses. Small businesses have special funding needs and need special assistance. The business owners supported the rental licensing of apartments as an avenue to improving properties to code standards.”

It was recommended that the city initiate “a revolving loan program … to provide low-interest loans to new businesses or businesses expanding in the Main Street area.”

The program would be undertaken by the Westminster Town Center Corporation, an organization developed a number of years ago to advance business interests in the city.

In addition it was recommended that city officials “Continue the work on the more stringent building maintenance code and maintain the timetable for implementation on July I, 2010.

“The Code Enforcement Officer will focus on the Main Street area in a concentrated effort to maintain not only the appearance but the health and safety standards in our Code.”

Marketing the downtown businesses was also the focus of concern: “The Roundtable participants offered a number of suggestions for increased activity on Main Street, including additional activities and events.

“The need for a solid marketing plan to promote the Westminster image was supported by a number of the participants.”

It was recommended that the city “Fund a marketing study for Main Street and consolidate our various promotional budget items into one line item to fund those marketing activities. Develop one brand and one coherent message to promote our downtown.”

It was not discussed at the meeting how the “marketing study” would be funded or whether or not the study would be done in-house or if an outside agency might be hired to do the job.

The final recommendation was that city officials “Continue the Main Street Roundtables on a monthly basis. Convene additional Roundtables with the property owners and church representatives to discuss various concerns expressed by the business owners.

“Continue to pursue the development of the Route 27 Corridor, former Westminster Inn, Stocksdale property and former Ain't that a Frame location to jumpstart the Main Street area and provide a destination for visitors and tourists.”

All eyes are on Westminster Police Chief Jeffrey Spaulding during a community meeting at St. Paul’s United Church of Christ Church at 17 Bond Street – Bond and West Green Street in Westminster.

About 75 citizens from the south-western section of the old part of town attended the meeting to discuss crime and quality of life issues in that part of Westminster. The West Green St., Anchor St., Ridge Road, Fitzhugh Avenue, Arnold Road, and Chase Street area of town has recently experienced a number of acts of vandalisms and thefts.

The address the recent spat of events, Westminster councilman Dr. Robert Wack, Westminster mayor Kevin Utz, Westminster city administrator Marge Wolf and the police chief scheduled the well-attended community meeting at 7 pm, Friday, October 31, 2009.

ARTS AND CULTURE TASK FORCE APPOINTED

Tri-Street Area Advisory Committee selects members for important group

Westminster, MD - Mayor Kevin Utz appointed the newly formed "Arts and Culture Task Force" as part of the Tri-Street Area Advisory Committee Task Force activities. The Mayor and Common Council created the Tri-Street Area Advisory Committee ('Tri-Street Committee") in 2008 to address neighborhood issues and concerns in the area of Pennsylvania Avenue, Union Street and West Main Street, with the objective of creating an action plan for improvement. The Task Force was chaired by Councilman Greg Pecoraro and Councilwoman Suzanne Albert served as the vice chair. The twenty member committee met five times and presented its final report on March 9, 2009. That report was unanimously accepted by the Mayor and Common Council and implementation of its recommendations has begun.

Under the goal of building economic vitality, the report recommended the creation of a task force of representatives from the City, Carroll County Arts Council, Tri-Street Area Advisory Committee, property owners, artisans and others, to be called the "Arts and Culture Task Force", to develop an "arts, culture and small business overlay zone" for the Tri-Street neighborhood. The report urged the task force to focus on the Carroll Arts Center as a critical anchor in the Tri-Street neighborhood and to work to generate public support for the efforts of the Carroll County Arts Council to enhance this important facility and its programs.

Mayor Utz offered the following appointments to the newly formed "Arts and Culture Task Force."

WESTMINSTER MAYOR KEVIN UTZ PROCLAIMS OCTOBER 22, 2009 AS “BILL LIPPHARD DAY”

Westminster, MD – Westminster Mayor Kevin Utz proclaimed Thursday, October 22, 2009 as “Bill Lipphard Day” in the City of Westminster in recognition and grateful appreciation of his honor and dedication to our community and country.

While serving as a civilian fuel truck driver for Army contractor, KBR, Incorporated, Mr. Bill Lipphard was injured when his convoy was attacked by insurgents near Baghdad, Iraq on September 26, 2004. After months of recovery and a lengthy investigation of the incident, Mr. Lipphard was finally awarded the Defense of Freedom medal on July 30, 2009 by the Secretary of the Army, Pete Geren in a ceremony in Houston, Texas.

The Defense of Freedom medal, equivalent to the military Purple Heart, was created in response to the September 11th attack on the Pentagon to honor civilian employees of the Department of Defense injured or killed in the line of duty.

The Westminster Fire Engine and Hose Company No. 1 employed Mr. Lipphard as an EMT/Firefighter and recognizes the sacrifice he made while in harm’s way for our country, and on the 22nd day of October, 2009 they will celebrate his service.

Westminster City Hall - The meeting of the Westminster mayor and Common Council last Monday began with plenty of smiles, but the mood quickly turned somber as a discussion on budget woes dominated the balance of the evening.

Mayor Kevin Utz conducted a public hearing on the 2009 Comprehensive Plan for Westminster. Later in the meeting the council voted to adopt the plan after more discussion of how proud the council and staff were to have received such good feedback from the state on how well the plan was developed and written.

Council president Damian Halstad brought up “Budget Amendment No. 1” for adoption. Utz explained “this reduction in the budget came as a direct result of the governor’s reduction in highway user revenues…”

Other council member joined-in as it was explained that the state Board of Public Works recently voted to not send $818,000 in revenue due the city from taxes collected by the state designated for the city’s coffers – in order to balance the state budget.

A press release describing the budget amendment explained, “The State of Maryland reduced the Highway User Revenues from $747,580 to $74,758 and Police Aid from a budgeted $400,000 to $254,826.”

City administrator Marge Wolf said that she expects the state to withhold an additional $329,000 from the city in January.

According to the press release: “Among the cuts approved by the Common Council were cancellations of the paving contract, technology purchases and a police vehicle which totaled $267,950 in capital expenditures; diversion of the $100,000 contingency reserve to operating accounts…

“… conversion of $215,000 of Union Street property proceeds to operating accounts; reduction of departmental operating budgets by $155,086; revision of the take home vehicle policy to institute a partial employee payback of costs by $15,768; and captured $65,000 in savings from reduced tipping fees.”

Wolf tried to put a bright face on a bleak picture at that by remarking that “this is not the best of times, but it doesn’t mean we don’t have good projects underway.”

As if on cue, Lori Graham, representing the business community, gave a report on the “Midnight Madness,” downtown business celebration held in conjunction with Fallfest. She also gave an update on plans for the upcoming community ‘electric’ Christmas parade.

“The community has its share of problems but we still come together to do good things,” said Graham.
