Tobacco use among Carroll youths on the rise

The use of smokeless tobacco in Carroll County for people younger than 18 has increased significantly since 2000, according to state statistics.


According to statistics from the Maryland Adult Tobacco Surveys and Maryland Youth Tobacco Surveys conducted by the state’s Department of Health and Mental Hygiene, Carroll saw an 18.7 percent increase in tobacco use among underage youths between 2000 and 2006.


Barbara White, coordinator for the Carroll County Health Department’s Cigarette Restitution Fund Program, said the program is working to address the problem.

Hegg had Caroline Babylon make a presentation about how she used a grant from CRFP at the event Thursday morning in Westminster.


Babylon, who is treasurer at the Carroll County Agriculture Center, was given a grant to provide anti-chewing information at the Ag Center this year.


Babylon set up a table with candy for children and tobacco-free products that resemble smokeless tobacco for those who chewed tobacco. The information was available at bull riding events and a tractor pull.


The nontobacco products were meant to be used as a way to satisfy the habit of chewing without the dangers of tobacco for people attempting to quit, Babylon said.


“On an average night, 100 to 140 people saw the display,” she said. “I think we at least planted the seed and gave people a tool [to quit].”


White said she hopes to have more programs like Babylon’s that focused on smokeless tobacco in the coming years.

Re: SPRING FLING MARKET AND HANDMADE CRAFTS SHOW

On Saturday, April 5 the Carroll County Farmers Market will hold its annual Spring Fling Market and Hand Made Crafts Show. The event will be held at the Agricultural Center in Westminster, Maryland. Hours are 8 am until 2 pm.

This is the second of 3 spring shows held by the Carroll County Farmers Market.

There will be free door prize drawings for spring gift baskets.

Live music will be provided by Common Ground musicians. This week’s entertainment features old time bluegrass music.

The market features the hand made crafts and fine art work of over 50-juried vendors. Products offered include pottery, fabric arts, photography, leather, jewelry, woodcrafts, baskets, skin care items, seasonal decorations and more. The market strives to keep out imported items to the best of its ability.

Houseplants, herb plants, pansies, and spring perennials will also be available for sale.

There are many popular baked goods stands will be filled with homemade cakes, pies, cookies, scones, and breads.

Other food items include candy, jams, jellies and gourmet dips and sauces. Farm fresh local eggs are also available. There is even a stand selling heart healthy emu meat and another regular vendor who publishes his own books of nature poetry.

The cafeteria is open during market hours for breakfast and lunch. Pancake breakfasts and ham and egg sandwiches are popular, as well as homemade slices of cake and pie.

The Carroll County Farmer’s Market is held in Westminster, Maryland at the Agricultural Center, located on Smith Avenue adjacent to the Farm Museum.

Hours for the Spring Fling Market and our Mothers Day Market shows are from 8 am until 2 pm. The date for the Mothers Day Market is May 10

We are handicapped accessible.

Busses are welcome.

Carroll County is always changing and change can be challenging. Fortunately, we have a whole new generation of folks who are willing to build on the positive work of leaders who have gone before us and are willing to stay positive, roll up their sleeves and say let’s do it. To paraphrase President Truman, "[Community leadership] is like riding a [bull]. [You have] to keep riding or be [trampled]."

Recently, I had the honor of attending The Carroll County Agriculture Center Annual Dinner Meeting. At that meeting Bob Jones was given the “Pioneer Award” for his past contributions to the Agriculture Center and to the business of agriculture in Carroll County. The list of the past recipients of the Pioneer Award Pioneers include: Violet Coshun, 1993; Lester Stem, 1994; Charles Brehm, 1995, Stewart Young, 1996; Kathryn Frock, 1997; Edwin Rash, 1998; Herbert Wessel; George White, 2000; John Bixler and John Maus, 2001; Michael Preston, 2002; Joe Cooney and Bob Nelson, 2003; Zadie Brehm, 2004.

Bob Jones began working with the Extension Service in 1957. He retired in 1984, but has maintained his love for the Ag Center ever since, most recently helping with fund raising for the Danele Shipley Memorial Arena.

To better understand the contributions of Bob Jones to agriculture in Carroll County, it is important to know the history of the Ag Center. David Greene, Walter Bay, Bonnie Graham, Helen Hosfeld and Bob Jones all helped me put together this important history. The names (of the bull riders) in this brief history read like a who’s who in the history of Carroll County leadership, especially when it comes to having a passion and vision for the community and overcoming huge obstacles.

The Carroll County Agriculture Center was incorporated on March 20, 1954. In April 1954, 13 ½ acres was conveyed to the Ag Center for $100 per acre. On May 17, 1954, Lester Stem reported that the Building Committee recommended two pole type cattle sheds and a 80’ x 30’ main hall (Burn’s Hall) be built. Could they have ever imagined the Shipley Arena, with indoor bull riding or over 1,000 animal exhibits at the 4-H and FFA Fair?

Landon Burns called a group of interested citizens to meet with him at the County Agent’s office. He explained the organization of the Ag Center and its need for funds. He then took $100.00 out of his pocket, placed it on the table, and asked everyone in attendance to match it. He got 100% response from leaders such as: Earl Beard, Joseph Coshun, Edward Derr, Margaret Englar, David Hoff, Walter Hook, Joseph Horn, G. Bucher John, J. Henry Koller, R. H. Richardson, Wilbur Shreeve, Herbert Snyder, Randall Spoerlein, A. W. Steiner, Lester Stem, Henry Turner, Carroll Wilhide, and Grove Zimmerman.

Today the Agriculture Center and the new Shipley Arena is a hub of activity with everything from bull riding, dog shows, a home show, therapeutic riding, a tractor pull and of course the 4-H and FFA Fair. Building for the Next Century - Honoring the Past, Focusing on the Future

Construction will begin on the new Danele Shipley Memorial Arena immediately after the completion of the 2002 Carroll County 4-H and FFA Fair. The building will be completed in time for the 2003 Carroll County 4-H and FFA Fair.

MSG Associates of Columbia, Maryland is the contractor for the project. Charles J. Miller Excavating of Hampstead, Maryland is performing the site preparation work. Probst-Mason, Inc Architects has designed and is overseeing the project. The arena is named in honor of Danele Shipley a late Carroll County teacher known for her dedication to 4-H

Project background:

In 1995 the members of the Ag Board started to address the need to replace the animal barns on the lower section of the property. The present barns are more than showing their age. They constantly require maintenance before each fair, and have very limited use other than for the fair as they can only be used for animals and have no walls, no heat and are not handicapped accessible.

The first plans for the new building were drawn up in 1997. In response to community input, the Board spent many months in 1998 exploring additional options for the building. The current location was determined in 1999, and the design was started all over again. The design has changed considerably over the years, with additions and changes based on feedback from committee members, board members, Fair Board, neighbors and County departments. The result is exciting and shows foresight with regard to the Fair's needs and other educational opportunities and economic opportunities for the Citizens of Carroll County. Carroll County needs to not only preserve agricultural land, but we need to also preserve and expand the business of agriculture. This building will help preserve a future for agriculture in Carroll County.

The new facility will be constructed consisting of a 150’ x 350’ (52,500 square feet) clear span arena with an eave height of sixteen (16) feet. The rear of the building will have a food service area, storage and mechanical rooms and bathrooms with showers extending out from, and along side of, the rear arena wall measuring 25’ x 160’ (4,000 square feet). The front of the building will have two offices, bathrooms and an entrance measuring 33’ x 126’ (4,158 square feet) extending out from and along the side of the front arena wall. The building will have a total of 60,658 square feet.

The new facility will allow year round use. The new arena can be used to better serve the educational needs of the agriculture community, the constantly growing 4-H programs, the Carroll County 4-H and FFA Fair, and the expanding Carroll County 4-H Youth Development Program. When not in use by the Carroll County Agriculture Center members, the new arena will provide a facility for other exhibition and educational activities of public interest. The people that attend these activities will have a positive impact on the future of the Ag Center and the economy of Carroll County.

The building, as designed, is an open flexible use space. The ventilation is designed for livestock and the building has heat to allow year round usage for 4-H programs, FFA, livestock sales, community groups and any number of other educational and exhibition uses. The new building is also handicapped accessible; so all members of our community will have access. This new building changes a portion of the Ag Center property from a single-use area to a multi-use facility. This allows us to better meet the needs of all of our constituents, the Fair, 4-H, Carroll Kennel Club, many educational groups and various community groups and clients.

Funding

The initial community fund raising effort in 1997 raised $1,000,000 in cash and in-kind gifts for the $4.3 million building. Another $600,000 will be spent in site preparation costs. The project has also received $1,000,000 in grants from the State of Maryland. Additional fund raising together with county bond authorization of up to $2.5 million will enable completion of the project. This project demonstrates the history and tradition of community support for the Carroll County Agriculture Center, since Burns Hall was first built in 1954.

As the building project begins, the construction phase fund raising is also under way. Contributions can be at the Carroll County 4-H and FFA Fair or sent to the Carroll County Agriculture Center at 702 Agriculture Center Drive, Westminster, MD 21158. Ag Center Background

The Carroll County Agriculture Center, Inc. was created in March of 1954 exclusively for “charitable, educational and scientific purposes.” It is still made up of the original seven member groups: Farm Bureau, Young Farmers, Farm Bureau Women, Homemakers (now Family Community Education), the Pomona Grange, 4-H All Stars and 4-H leaders. Standing Committees of the Ag Center include other groups, such as the Fair Board, the Farmers Market and 4-H Therapeutic Riding. It provides a permanent site for the annual Carroll County 4-H and FFA Fair and other agriculturally related activities. In 1968 the Ag Center was granted tax-exempt status under the provision of Section 501 (c)(3) of the Internal Revenue Code.

The Mission of the Ag Center is:

To provide for agriculture related activities and educational programs.

To support the 4-H, Future Farmers of America, Grange and similar groups within Carroll County, Maryland.

To provide an accessible facility for use by supported groups, other charitable and educational organizations and the general public.

To pass to the future generations of Carroll County, a rich agricultural heritage.

The Ag Center Goals are:

To improve the facility in order to better provide services.

To better serve our target groups.

To increase the participation of the general community in our activities.
