Yesterday, I attended the announcement by Sen. Allan Kittleman that he will not seek re-election to the Maryland Senate in 2014 but instead will seek the position of County Executive for Howard County.

On a beautiful, sunny June afternoon, a large crowd of supporters stood at the lakefront pavilion of Lake Kittamaqundi in Columbia with Allan and his family. It was a bittersweet occasion for me because I regret losing Allan as a colleague in the Senate.

Allan is one of the most creative and innovative legislators in Annapolis. I have enjoyed working with him both as a staff member and as a legislator as he has worked to address Maryland's most challenging issues. His sharp legal mind and excellent skills at planning legislative strategy were a complement to his strong presence in Senate floor debates. He will be sorely missed in the Maryland Senate

It was an honor for Sen. David Brinkley and me to stand at the announcement yesterday and endorse Allan for the next step in his political career. David and I had the great fortune to learn about the intricacies of legislative process from Allan's father, Bob Kittleman. In 1995, as freshman Delegates, we served with Bob on the House Commerce and Government Matters Committee and he quickly became our mentor.

Long-time Oriole fans like to talk about the "Oriole Way" of hard work and stressing the fundamentals of baseball. In the mid-1990s, David and I learned the "Kittleman Way" of legislative process.

Bob taught us to develop our own strong moral compass to guide our decision-making and to never veer off-course from that compass when casting votes, debating or interacting with constituents.

Allan is most certainly his father's child. He has learned over his career as Howard County Councilman and State Senator to follow a tried-and-true moral compass in approaching the complex problems facing state and local government today.

I've seen Allan first-hand deal with difficult issues in the Maryland Senate. First and foremost, he always bases his decisions on what he believes is truly best for his constituents. Moreover, Allan never chose the easier path of political expediency, but instead he always chose the course that he felt was right and honest to the citizens of Howard County and Maryland.

There is no doubt that Allan's style of direct and honest leadership will provide the best direction for Howard County's future.


I am proud to call Allan my friend; I am proud to call Allan my Senate colleague; and soon, I will be especially proud to call him - Howard County Executive.

Removal of American flag from Woodbine traffic circle sparks patriotic rally


State highway decision riles neighbors, leads to large showing of troop support


As the sun began to set over western Howard County on Dec. 23, dozens of people standing around and driving through the traffic circle at Woodbine Road and Old Frederick Road in Woodbine gazed up toward the sky, their eyes focused on a massive, billowing American flag hanging above the circle from the long arm of a crane. Many had changed or tweaked their holiday plans to be at the circle. Those coincidently passing by in their cars honked their horns loudly and shouted out their windows in support.
A large sign next to the crane, up a small hill from the circle, read, "Welcome Home U.S. TROOPS, United Patriots of Maryland."
The event, a rally of sorts, had been organized earlier in the week by Rhonda Winkler and her family, neighbors and friends — dozens of whom were at the event — as a show of patriotism, unity and undiminished resolve to fly the stars and stripes at the circle, despite what they have been told by the State Highway Administration.

Dear Constituent,

Happy Valentine's Day! At this point there have been 1153 bills introduced in the Maryland House of Delegates.  That is far more than I expected and our workload will be heavier due to the large number of bills. 

I have included information below regarding the upcoming Howard County Delegation public hearing, you are welcome to come and testify in favor of, or opposition to any bill in the general assembly.

Employee Fairness Act

James Carville, Bill Clinton's political adviser back in 1996, likes to tell the story of how he made sure Clinton's campaign for reelection remained focused was by slapping a sign on the wall of his office, for all to see, that said "It's the economy, stupid!" Clearly I'm not a fan of Carville's, and am even a lesser fan of Clinton's, but they at least had that one thought right; that America is at its best when employers are hiring and people are working and government should constructively do everything possible to make that situation a reality.  

In fact, HB 87, the Job Applicant Fairness Act, is another in a long line of Orwellian sounding steps toward employer/employee satisfaction, when in fact it's merely another regulation that will continue to roadblock ending or reducing unemployment.  It's a directive our employers could do without in these trying times.

If passed, this bill would prohibit most employers from using an applicant's or employee's credit report or credit history in determining whether to hire them or not.  In addition, HB 87 allows workers to bring civil actions against their employers if they think their termination was brought about by their poor credit report or other debt.  At first glance, that all sounds well and good for the employee. 

But what about what's good for the employer?  Only people who have never worked in the private sector or operated their own business, like some members in the General Assembly, would think that introducing doubt and uncertainty into the hiring process would get more people jobs, resulting in lower unemployment.  Why would a business hire a worker they don't know?  Why would a business hire a worker they are then unable to terminate without the threat of being sued?  Why would an employer allow someone with an unknown past handle money or sensitive information?

In addition to the lost wages and reduced tax revenue resulting from this recession, last year alone Maryland paid out almost $1 billion in unemployment compensation benefits to people without jobs.  And with new federal legislation requiring unemployment benefits to be paid for 99 weeks or more, you can assume this year's unemployment compensation payout statewide will be even higher than $1 billion. 

You'd expect Maryland's state legislature to make it as easy, and as encouraging, as possible for businesses to bring as many new workers online. But those expectations would be misplaced.

Instead, the consequences of HB 87 and other misguided "feel good" regulations, coupled with Maryland's high business and income tax rates, including a complete lack of employer incentives, as well as high unemployment insurance premiums, is continued joblessness and loss of prosperity.  This bill is a prime example of why Maryland employers are leaving and companies like Northrup Grumman continue to locate in neighboring states like Virginia.

On Wednesday, February 23rd at 7:00pm, the Howard County Delegation to the Maryland General Assembly will be listening to the views of Howard County Citizens on pending statewide legislation. The hearing will be held at the George Howard County Office Building in Ellicott City.  Please consider participating and letting us know how you feel on important issues.

I read Dave Wissing’s recent post in “The Hedgehog Report,” “HoCo: Whatever Happen To….” – on May 4, 2009, with great interest.

In it, he commented at some length about: “The Baltimore Sun had a good article yesterday on the growth of blogging in Howard County. A couple people emailed me asking why my website was not included and Wordbones even highlighted this on his website when mentioning the article. The truth of the matter is the reporter did contact me by email a few months ago.”

The Baltimore Examiner probably had the most in-depth profile of the Howard County Blogging Community in April 2006. The article is no longer available on the Examiner website…”

In spite of his gracious unassuming modesty, it would have been appropriate if the article had given him a mention...

Blogs did not just happen overnight. The phenomena took years of hard work.

In the beginning it was lonely and at times, extremely frustrating. (My faltering beginnings go back to 2004… and) his blog, “The Hedgehog Report” really influenced me. In my beginning years, Dave was always helpful, gracious, knowledgeable and ever willing to lend a hand.

He was out there when there were just a few of us and his blog was then, as it is now, influential, not to overlook, groundbreaking. See: "The Howard County Gang of Four" August 21, 2006

I appreciated the Baltimore Sun article, if not for the one reason that I can well remember when the traditional print newspapers wanted to ignore us and wished we would go away. (The Associated Press still will go to great lengths to not credit blogs…)

It was only three years ago that I published, “How is Internet media held accountable?” in The Tentacle on January 25, 2006 http://tinyurl.com/ckd9pw – the working title of the column was “What is a blog.”

Nonetheless, I continue to be disappointed with the lack of depth and history that goes into such articles. Too much of the media today has the attention span of a goldfish.

Howard County Delegates Voted Party Line and Against the Voice of Their Constituents

Columbia, MD, November 13, 2007: In the dark of the night early Sunday morning Howard County Delegates Elizabeth Bobo, Guy Guzzone, James Malone, Shane Pendergrass, and Frank Turner voted for the largest tax increase in Maryland history.

Two tax bills were passed by the House of Delegates, including an increase in the sales tax and car titling tax by 20 percent. Unfortunately for Howard County families our liberal Democrat representatives care more about voting party line then doing what is the overwhelming will of their constituents.

Howard County residents have spent the past two weeks calling, emailing, and writing their representatives in Annapolis, urging them to show restraint and vote against increasing Maryland taxes. The state of Maryland does not have a revenue problem, but it is all too evident that our elected officials have a severe spending problem. Rather than trying to address the issue of how to best manage the hard earned money Marylanders have worked for, liberal Democrats decided that it was easier to just vote the way they were told without thinking about the consequences for Howard County families.

The Howard County Republican Party would like to congratulate Senator Allan Kittleman and Delegates Gail Bates and Warren Miller for standing up for Howard County families. Senator Kittleman and Delegates Bates and Miller understand that new taxes and increased taxes are not the answer to over spending. It is our hope that the Maryland House of Delegates and Senate will hear the voice of the people and will chose to listen to those they were elected to represent, not just their political party bosses.
