February 4, 2018 - Member Patricia Mack-Preston has called to our attention that a Carroll County District 5 Delegate Scholarship is available:

Through the Delegate Scholarship Program, I have the opportunity to award scholarships to hard-working District 5 students. I encourage all graduating high school seniors who live in District 5 to apply.

Please use the link to confirm you are a District 5 resident, and will be attending an in-state Maryland college or university (this is a must!) to apply.

The deadline for the scholarship application is April 1, so you must hurry!

The Scholarship Application Instructions can be found here. (Please Read!)

The following materials must be included in your application submission:

1. 2018 Delegate Scholarship Application (Deadline April 1 - ALL applications must be typed-not hand written)

2. An official sealed high school transcript that includes grades (both weighted and unweighted), SAT/ACT scores, class rank (both weighted and unweighted), and attendance.

3. A short letter (one page maximum) explaining your career goals, why you should receive a scholarship and any special circumstances or needs.

4. Student Excellence Profile (page 2 of the application).

Please mail the completed scholarship form along with items 1 through 4 to:

The Hogan/Rutherford Era Begins!

 
Dear Friend,

After a week filled with briefings concerning the rise in Medicaid costs and the status of health insurance in Maryland, the activity in the General Assembly will now ramp up into high gear following the historic inauguration of Maryland's 62nd Governor, Larry Hogan and Lt. Governor, Boyd K. Rutherford.

 

My husband, Mark, joined me for the snowy Inauguration ceremonies on Wednesday and for the Gala that evening.

  

The Inauguration had a special significance for Carroll Countians. I was proud to help arrange for Carroll instructor, Lt. Col. Lee Mitchell, and his three daughters, to perform at the Pre-Inauguration Ceremony.

Lt. Col. Mitchell, a former member of the Baltimore Opera, is a world-renown singer and is currently the senior Army Instructor of the JRROTC at Century High School. 
  
He sang a heartwarming rendition of the "God Bless America" and "Impossible Dream," the signature song from the musical "Man of La Mancha." Three of Lt. Col. Mitchell's four daughters, Cierra, 29, Christen, 24, and Chelsea, 14, performed "America the Beautiful."

Having the Mitchell's perform at the Inauguration was one of the true highlights of the day. 

 
Gov. Hogan Presents Budget

In one of his first actions in office, Governor Hogan proposed a common-sense budget that does not raise any taxes or fees. Maryland finally has a Governor who will actually stop spending more than he is taking in in revenue. Our focus will continue to be towards lowering taxes on Maryland's families and ensuring that our business climate is one that will allow our families to get back to work. Our Delegation will be working with Governor Hogan to assure that Carroll County receives its fair share of monies for our schools and infrastructure. The growth in Medicaid is the single largest pressure on the state budget and there is no end in sight. As a member of the Health and Government Operations Committee, in addition to briefings on the budget and Medicaid, we also heard reports from the Maryland Healthcare Commission on TeleHealth, the Patient Centered Medical Home Pilot Program, a report on MRI study of self-referrals, and a report on Health Insurance Assignment of Benefits & Re-imbursement of Non-Preferred Providers.

Hogan Administration Seeks Green Bag Appointment

Governor Hogan is seeking candidates for Green Bag Appointments. These positions are civil officers that serve in a variety of capacities across the state, many are Boards and Commissions that may be of interest to you. But it is not enough to be qualified for the position, you must have a passion and want to serve your community. Most of the Boards and Commissions have slots for "Consumer Members" who have no direct relation to the profession it oversees. Give it a try, it may prove to be very interesting.

Watching Gov.-elect Larry Hogan pick a team

I will readily admit that sometimes I am not the brightest bulb in the pack and can be terribly tone-deaf to the dog whistles. These are the times when I take my keyboard in hand and hide under the lounge chairs on the porch – and just watch.

What I do know, to paraphrase the famous quote attributed to Pres. Lyndon Baines Johnson around 1960 – and put it in this context: “The difference between Cannibals and [Conservatives] is that Cannibals eat only their enemies.”

Thankfully my colleague Joe Steffen has written a thoughtful and cogent analysis, “In Defense of Mark Newgent” which in part begins to address some of my concerns and those of some of my friends… Mr. Joe Steffen has given us some pause for thought. And I say this not because I totally agree with him. Senator David Brinkley is a great pick for budget director. The criticism that the senator, who, if I am not mistaken was the ranking member of budget and tax, “voted for 6 of 8 of Governor O’Malley’s budgets,” is unfortunately tribal and surprisingly over simplistic. It is not like his vote was the critical vote that passed the budgets, they were not. For the many who understand the political process and the byzantine ways of a heavily democratic-controlled feudal Maryland General Assembly; holding one’s nose and voting for a budget that was going to pass anyway was a necessary evil in order to have a seat at the table across the aisle in order to get some things accomplished…

As has already been developing, the ascendancy of Gov.-elect Hogan has made for some strange-bedfellows and more than a few toxic personality mixes.

But it is paramount that we all work together…

Already several have looked upon the election of Gov.-elect Hogan to be a pathologically narcissistic opportunity to promote themselves – instead of coming together to become part of a team that collectively is greater than the sum of its parts – to make a for a better state for everyone, conservatives, liberals, independents and the growing number of folks who don’t like either party.

My employer, The Baltimore Sun, said it well in an editorial published January 12, 2015 Monday, “Hogan's fringe flank.” “… It's almost as if they don't want the governor to succeed..." http://www.baltimoresun.com/news/opinion/editorial/bs-ed-gop-extreme-20150112-story.html

“Mr. Hogan won election by avoiding divisive social issues and focusing on a centrist agenda of fiscal conservatism and economic growth.

“But apparently that memo hasn't trickled down to all corners of the state GOP just yet. The governor-elect has a golden opportunity to build a competitive Maryland Republican Party, so long as his fellow Republicans don't get in the way.”

I for one will be curious as to whom survives the exposure once the toxic fumes begin. Sometimes Republicans are their own worst enemies. For example - towards the end of the Ellen Sauerbrey (R) Campaign for Maryland Governor in 1994 – a portion of the Republican Party decided that Ellen Sauerbrey was moderating on some core conservative values.  

That series of events was quite an awakening for me.  No one will ever know for sure - but I have determined that it was the hard, uncompromising and inflexible elements of the right wing of the Republican Party that elected Governor Glendening (D) for the last eight years. Whether you are a republican or a democrat - you have to admit that this is quite a paradox.

I am reminded one of David Horowitz's books, "The Art of Political War and other Radical Pursuits." It begins by saying: "Politics is war, but in America the left is doing all the shooting.  Shell-shocked conservatives blame their failures on the media or unscrupulous opponents, but they refuse to name the real culprit – themselves…”

Treading lightly here so as to not totally shatter the shatter the complacency of establishment conservatives, but Maryland Democrats have mastered the art of political war, and spent the last ten years clobbering conservatives in and out of government.

Ralph Shewell: Why I can’t support two incumbents

Del. Stocksdale voted against the will of her constituents when she voted no to a referendum bill regarding the creation of a county police force. 

A local paper’s poll showed that 80% of respondents wanted the right to vote on this issue; an even higher percentage expressed the same view in letters to the Delegation.

Senator Haines and Delegate Shewell share the same constituents with Del. Stocksdale and both voted for the referendum their constituents demanded. 

Del. Stocksdale also worked against the majority Carroll County Delegation vote by sending a letter to the chairman of the hearing committee stating opposition to the bill and support of the Carroll Commissioners. 

Carroll Delegation policy is that you vote your view, but   you do not try to undermine the passage of a bill sanctioned by a majority vote of the Delegation.

In a letter dated February 8, 2008 addressed to the assigned committee chairman, Del. Stocksdale did just that, worked against the majority vote.  When confronted, she denied it until a copy of her letter exposed her actions.

Complicit with Del. Stocksdale in this tactic was Del. Susan Krebs who wrote a letter to the same committee chairman dated March 3, 2008 to try to derail the referendum bill. 

She too denied working against the bill’s passage until a copy of her letter was presented to the full Carroll Delegation.  (Despite this tug-of -war, Del. Shewell achieved passage of the bill in her subcommittee, her committee, and on the House floor.) 

Is it any wonder that Haines and Shewell have not endorsed Stocksdale or Krebs, but have done the opposite by endorsing their opponents?  This police issue will surface again.

Delegate Stocksdale had no personally sponsored bills passed in the last 4 years. Her excuse at the League of Women Voters’ Forum was that it is difficult for a Republican to pass a bill in the House controlled by Democrats. Why then were the other three Delegates able to pass multiple bills under the same conditions?

In lieu of passing bills, Stocksdale touts her constituent service, but fails to say that all Delegates provide constituent service with the assistance of a legislative aide and legislative liaisons in all departments of state government. Giving good constituent service is just part of performing her job.

For these and other reasons, I will vote for new leadership in District 5A and recommend it in District 9B.
