News from Carroll County Delegate Nancy Stocksdale and the Maryland General Assembly



Dear Carroll County Voter,

The session has been moving slowly so far because we have not had bills to vote on as yet. However, our committees have been meeting and have had briefings on the budgets of many state agencies.

The highlight of today was the State of the State speech by Governor O'Malley. All of the Senators came into the House Chamber to hear the speech, and many elected officials from around the state were in attendance, including Congressman Roscoe Bartlett. 

The governor's budget proposal reduces the expected budget deficit by 400 million dollars, from 1.6 billion to 1.2 billion. The Governor's budget is also 2 billion dollars higher than last year's, increasing from 32 billion to 34 billion.

The governor's budget proposal includes a $750 bonus for state employees and provides them an additional 5 days of paid leave, which will cost the tax payers millions of dollars. Although it is good that the Govenor does not plan to furlough the state employees as he had done many times before, it is possible that furloughs or layoffs would result from the strain on the budget in the coming years.

Although the governor has said that he will not increase taxes, his plan includes increases in hospital and nursing home costs. For example, the Carroll Hospital Center has told me that their assessment for this year is 11.1 million dollars and next year the assessment will be 18 million dollars. This will make our hospital costs increase, which will cost insurance companies more and we will then have to pay higher health insurance rates. This is just one example of where the governor will increase costs to the citizens without "raising taxes".

His plan will increase other fees that will affect small businesses, including an increase in worker's compensation insurance premiums when they are already very high. The governor emphasized job creation as a priority, but I feel that the only way to encourage business growth is through easing excessive regulations and reducing Maryland's oppressive tax burden.

In his State of the State address, the governor stated that we need to support an expansion of wind energy. This is a good goal, but wind energy should not be mutually exclusive to other sources of energy. He did not mention the creaion of a new nuclear power plant at Calvert Cliffs, which would also bring in jobs and clean power in a real and proven way.

February 17 - Committee hearing for House Bill 284. The bill would reduce interests rates on a renter's security deposits from 3% to 1%.

Dear Carroll County Voter,

The Primary Election is just around the corner, this Tuesday, September 14th. It is very important that you get out and make your voice heard.

I ask you, citizens of District 5A, to vote for me this primary. You have received information about my consistently conservative voting record, my stances supporting the beliefs of the people of Carroll County, and the many endorsements that I am honored to have received:

Ralph Shewell: Why I can’t support two incumbents

Del. Stocksdale voted against the will of her constituents when she voted no to a referendum bill regarding the creation of a county police force. 

A local paper’s poll showed that 80% of respondents wanted the right to vote on this issue; an even higher percentage expressed the same view in letters to the Delegation.

Senator Haines and Delegate Shewell share the same constituents with Del. Stocksdale and both voted for the referendum their constituents demanded. 

Del. Stocksdale also worked against the majority Carroll County Delegation vote by sending a letter to the chairman of the hearing committee stating opposition to the bill and support of the Carroll Commissioners. 

Carroll Delegation policy is that you vote your view, but   you do not try to undermine the passage of a bill sanctioned by a majority vote of the Delegation.

In a letter dated February 8, 2008 addressed to the assigned committee chairman, Del. Stocksdale did just that, worked against the majority vote.  When confronted, she denied it until a copy of her letter exposed her actions.

Complicit with Del. Stocksdale in this tactic was Del. Susan Krebs who wrote a letter to the same committee chairman dated March 3, 2008 to try to derail the referendum bill. 

She too denied working against the bill’s passage until a copy of her letter was presented to the full Carroll Delegation.  (Despite this tug-of -war, Del. Shewell achieved passage of the bill in her subcommittee, her committee, and on the House floor.) 

Is it any wonder that Haines and Shewell have not endorsed Stocksdale or Krebs, but have done the opposite by endorsing their opponents?  This police issue will surface again.

Delegate Stocksdale had no personally sponsored bills passed in the last 4 years. Her excuse at the League of Women Voters’ Forum was that it is difficult for a Republican to pass a bill in the House controlled by Democrats. Why then were the other three Delegates able to pass multiple bills under the same conditions?

In lieu of passing bills, Stocksdale touts her constituent service, but fails to say that all Delegates provide constituent service with the assistance of a legislative aide and legislative liaisons in all departments of state government. Giving good constituent service is just part of performing her job.

For these and other reasons, I will vote for new leadership in District 5A and recommend it in District 9B.
