Delegate Shewell announced that she will not seek re-election, but will join her husband in retirement in January. With children, grandchildren, and two widowed, 86 yr. old mothers living in five different states, retirement will bring the time to be more supportive and engaged in their families’ lives. Volunteer work, supporting conservative political candidates, reading and travel will occupy the balance of their time. Delegate Shewell will finish serving her current term as delegate on January 11, 2011.
Delegate Shewell is grateful to Governor Ehrlich and the Carroll County Republican Central Committee for her appointment to serve in the Maryland General Assembly in August 2004. She also counts it a privilege and an honor to have been elected by Carroll citizens in 2006 to continue her public service. Her campaign was run on the slogan, “Results not Promises”. Having personally sponsored and passed five bills, having helped to pass 23 Carroll County Delegation bills, and having helped to pass 130 bills that she co-sponsored, Delegate Shewell has achieved positive results. Her passed bills concerned: jury improvement, wiretap and surveillance use in court in sexual abuse of a child, military family child custody and visitation law, extending the reporting of juvenile violent or drug-related arrests to non-public school administrators, and increased penalties for providing alcohol to under aged individuals.
Keeping a signed Taxpayer Pledge to vote no on any proposed tax increases and also to vote to reduce taxes, Delegate Shewell has kept her second campaign pledge. The “Carroll Compact,” negotiated by Del. Shewell, was a signed agreement with the four newspapers serving Carroll that they would deal constructively with the nuisance and environmental hazards of free newspaper delivery, negating the need to pass her proposed bill. This issue and bill received national attention and was written about in the April 2008 issue of State Legislators, a magazine of the National Council of State Legislatures.
Delegate Shewell has served on the Judiciary Committee for two years and on the Environmental Matters Committee for four years. The Speaker of the House appointed Del. Shewell to the Special House Committee on Drug and Alcohol Abuse. Minority Caucus Leadership appointed her Deputy Minority Whip in 2006-2010. She has served on the following subcommittees: Juvenile Law; Agriculture, Ag Preservation and Open Space; Housing and Real Property; and Local and Bi-County bills.
