That’s it, it’s over.

This week officially marks the proverbial final call for the mantra that seems to accompany every outbreak of violence.

Crime is down.

Even if it’s a statistical fact, the citizens of Baltimore don’t want to hear it.

Brian Joseph Hill, who was arrested last Friday in Hagerstown, Washington County, for the alleged attempted murder of a Carroll County Sheriff’s Deputy during a June 14 traffic stop, has been delivered to the Carroll County Detention Center.

Hill had been held at the Washington County Detention Center since his arrest on Friday, according to a release issued by Jonathan Light of the Sheriff's Office.

In addition to additional pending charges stemming from the five days he was fleeing apprehension, Hill faces numerous charges in the June 14 attempted shooting of a sheriff’s deputy.

Those charges include first-degree attempted murder, first-degree assault, reckless endangerment, use of a handgun in a felony/violent crime, possession of a handgun, possession of marijuana with intent to distribute and possession of marijuana, police said.

Following numerous tips from around the region, a search warrant was secured for a residence inside Hagerstown city limits. Hill was the subject of a nationwide search, and a reward of $10,000 for information leading to his arrest was posted last Thursday.

Police call incident a hit-and-run case

State police were searching Monday for a driver who they say struck and killed a Carroll County man along Route 97 (Littlestown Pike) north of Westminster — possibly in the early morning hours of Sunday.

Shortly before 2:45 p.m. Monday afternoon, a police officer reported on the police scanner that a “pedestrian had flagged” an officer down near the intersection of Bachman Valley Road and Route 97 north of Westminster.

Later, Greg Shipley of the Maryland State Police, said in a release that police “were called by a man who was jogging south along the northbound shoulder of Route 97, north of Bachman Valley Road. The man observed damaged car parts along the roadside and then saw the victim's body on the other side of the guardrail.”

Two bikes were stolen from the rear garage of the Federal Hill home of former first daughter Jenna Bush, the Baltimore Sun is reporting.

The bikes, two Trek sports bicycles, were taken Friday afternoon. The bikes are worth approximately $3,500.

Theft Exceeding $150,000 Occurs at Finance Department

Police investigating incident; new internal money-handling procedures
installed

Annapolis, Md. (06-14-10) -- Mayor Joshua J. Cohen announces that a
theft took place last week in the Finance Department that resulted in
the loss of $149,843.21 in checks and $3,982.59 in cash.

A deposit bag with the checks and cash was removed from the Finance
Department’s vault between 2:30 p.m. Monday, June 7 and the next
morning, Tuesday, June 8. The theft was discovered upon opening the
vault for the courier to deliver the deposit to the bank.

The Police Department was contacted immediately, and an investigation
is underway.

The Finance Department has moved vigorously to install new internal
controls to prevent such an occurrence. Finance staff are making contact
with check writers to ask for a stop payment and reissue to recover as
much of the check amount as possible. Several large checks are already
going through that process. The City stamped all checks as “deposit
only” so they cannot be cashed.

The Finance Department handles money for scores of transactions for
City services, including utility payments and parking fees. Those who
sent in checks and cash that were received by the Finance Department on
Monday, June 7, have been credited for the payments.

Early Monday morning area police agencies quickly responded to the scene in the 1200 block of Old Westminster Pike at Rash Manor Drive where a motorist attempted to shoot a Carroll County Sheriff’s Deputy.

At approximately 2:28 a.m., a Carroll County Sheriff’s Deputy was heard on the police scanner to report that a black male suspect had fired upon the deputy during a traffic stop.

Black male Old Westminster Pike… the suspect’s gun misfired, “I got one round off,” the deputy was heard to say on the police scanner.

Units from the Carroll County Sheriff’s Office, Maryland State Police, and Westminster Police Department quickly responded.

According to the police scanner, the suspect sped away from the traffic stop only to have his vehicle quickly overturn. The suspect then fled on foot and the manhunt began in earnest.

He was identified as a 20 to 30 year-old male, dark shirt with dreadlocks and a possible last-known address was listed as Wimert Avenue in Westminster

A police perimeter was established and the Maryland State Police helicopter was called to aid in the search.

A gun was recovered from the suspect’s vehicle. According to information gathered from the police scanner it did not seem that the deputy was hurt.

As of 5:30 a.m., police tracked the suspect’s trail to Route 140 where the trail went cold. According to the police scanner, police speculated that he may have hitched a ride to unknown whereabouts at that point.

As this story goes to press, at 5:30 a.m. the manhunt and the investigation continued.

Carroll County’s District and Circuit Court buildings in Westminster were evacuated for several hours this past week when a traffic clerk received a bogus bomb threat.

At midday Wednesday, Maryland State Police, Westminster City Police, and the Carroll County Sheriff’s Department closed both courthouses located on the city’s North Court Street because of a telephoned bomb threat, the State Police reported.

At approximately 12:45 p.m on Wednesday, Maryland State Police, Westminster City Police, and the Carroll County Sheriff’s Department responded to both courthouses located on North Court Street in Westminster upon the report of a bomb threat, according to a State Police news release.

A local radio personality accused of Internet crime has waived a preliminary hearing.



The Pennsylvania Attorney General Corbett has announced arrest of six Internet predators throughout Pennsylvania, including a Westminster local radio personality.

A part-time radio sports announcer in Westminster, Bryan Neal McLean, waived his right to a preliminary hearing last Friday, according to a spokesperson for the Magisterial District Judge in Hanover where the hearing was to have taken place.

The court spokesperson said that he waived the hearing last Wednesday and that the case will now proceed to the “York County court system for a trial date.” No word yet as to when that trial date has been set.

McLean, 44, is a graduate of Westminster High School and received his degree in mass communications from then-Towson State College in 1989, according to his biography on the radio website. He has done sports play-by-play for WTTR since 1987, covering high school and college basketball and football games and has also done remote broadcasts.

The Pennsylvania Attorney General’s office charged McLean on March 18, according to court records, for incidents which occurred throughout the second half of 2009 when it is alleged that he exposed himself to special agents Jessica Eger and Lisa Ceh, both with the Child Predator Unit.

He is facing charges of unlawful contact with a minor stemming from an allegation that he exposed himself to an undercover agent who was working for the Pennsylvania Office of the Attorney General and posing as a minor online.

McLean is charged with five counts of unlawful contact with a minor and one count for criminal use of a communication facility, for using his computer for the contact, according to court documents.

According to the charges, McLean, under the screen name “mdfunguy38,” sent special agent Ceh access to his Web cam on July 28 and thereupon exposed himself and masturbated, according to the criminal complaint. Court documents state that Ceh was working undercover as a 13-year-old girl at the time.

Then on Aug. 3, using another instant message program and the screen name listed as “bryan mclean,” he exposed himself and masturbated for Eger, who also posed as a 13-year-old girl, according to court documents.

Similar exposures are also alleged to have taken place on Aug. 25 and 27, Sept. 10 and Oct. 13.

“Wanna see it?” he asked on Aug. 25. On Aug. 27, he exposed himself again on the Web cam, court documents state.

Court documents also allege that during a video chat Sept. 10, “mdfunguy38” removed his shirt and the agent asked “so u want me to just watch?” “Yeah if its ok,” he typed before exposing himself.

Then Nov. 23, court records show, “mdfunguy38” asked for the age of the girl, and the agent responded “13.” He asked for photos and said “want me to turn on cam?”

He then said he had to make a phone call and the chat ended, according to court documents.

Meanwhile, a Monday press release from the Pennsylvania Attorney General Tom Corbett, announced the recent arrest of six suspected Internet predators across Pennsylvania and urged “parents to make online safety part of their spring and summer family discussions.”

“Now, more than ever, it is important for families to discuss Internet safety, as warmer weather brings changes in school schedules and family activities,” Corbett said.

“As spring quickly gives way to summer vacation season, online predators are hoping that more teens will be home alone for longer periods of time and may be spending more time on-line chatting with their friends, playing games or just exploring the Internet…

“We know that spring and summer trigger a jump in the number of incidents involving Internet predators,” Corbett said.

“Last year, our Child Predator Unit arrested 32 people during the spring and summer months, including men from every corner of Pennsylvania and from as far away as Texas, Massachusetts, North Carolina, Maryland, New Jersey and Ohio, all trying to use the Internet to sexually victimize children.”

Corbett said that circumstances involved in recent arrests across the state highlight the threat posed by online predators and the many different ways they operate.

In each of these recent cases, suspects communicated with undercover agents from the Child Predator Unit who were using the online profiles of 13 and 14-year old girls.

McLean will be prosecuted by Deputy Attorney General Christopher Jones of the Attorney General’s Child Predator Unit, according to the press release.

Corbett said in the release that all of the suspects are charged with various counts of unlawful contact with a minor and criminal use of a computer, felony charges which are punishable by up to seven years in prison and $15,000 fines.

Folks in the small town of Sykesville are shaking their heads in disbelief today upon learning that over the weekend someone stole the wheelchair of a town resident who is paralyzed from the chest down.

Sykesville is a relatively quiet town of approximately 4500 residents, which straddles the Carroll and Howard County border in the southern part of Carroll County, where - still to this day - most everyone knows each other.

However, a small part of that small-town trust has been shaken. According to the town police chief, John Williams, who answered the phone when this reporter called the department asking for additional information, “the theft of a wheelchair occurred during the evening hours of Saturday, April 3, 2010 between 9 p.m. and 11 p.m.

“The owner of the wheelchair is a town resident and is paralyzed from the chest down. The adult size wheelchair is red and black in color with ‘QUICKIE’ printed in white lettering on the back of the chair.”

When asked why he answers the phones and if he also takes out the trash and washes the windows at the police station, Williams only admitted to be “in a flurry of administrative tasks,” with a wry chuckle.

Williams noted that “neighbors got together and carried the owner from his car to his bed… But we sure would like to return the wheelchair to its owner.

“Officers canvassed the neighborhood, but so far we have had no luck locating the wheelchair and we have no suspects at this point. The wheelchair has been valued at $4,500.00,” said Williams.
